"Pardon me," says the patron on my immediate left, Nbut aren't you the guy who writes that cur- mudgeonly stufflor the paper?" And that was my introduction to Barry Handel, a chatty sort who says he shares a beach-front apartment in Corona del Mar. and reads The Daily Pilot when he's in town. Staffers outlined the new enforc~ment strategy Monday night durlng the council's regular m~ting. "Up until now, enforcement of the garage sale ordinance has not been a priority," Development Services Director Donald Lamm told the council. . "But that's what we're attempt- ing to do now. We'll have code eof orcement officers out every weekend: We're. computerizing ~of our information. We're print- ing up brochures. "We've identified problems along Pomona Avenue and some on Baker, where the situation seems to have gotten a little out of control. And we hope we will be able to bring it back under control with~ new enforcement plan.• Initially, the council considered drafting a whole new ordinance -. FUU.UNEOF . ACCESSORIES ..,.t.ellAHS.-.Jll(RCAIS AU.USED one that would have allowed each resident four garage sal a year but only on speofic dates. "But l think the consensus among the residents and the council was that would have been too much government intrusion," Mayor Joe Erickson said Tuesday. "So, we ded.ded to sticlc with our current ordinance, which is more restrictive, but at least peo- ple can choose the dates they want to hold them." Un<;ter the new strategy. code enforcement officers will checlc neig~borhoods every weekend. When they see a garage sale they'll document the address and s~nd a letter to the resident, explaining the city's ordinance. "We'll do the same thing for the second garage sale -we'll send another letter out," Benson said. "If we observe a third garage sale, then the code enforcement officer will issue a citation." The city then can charge the resident with an infraction, which levies a $100 fine. Or, in severe cases, the city can charge resi- dents with a misdemeanor. Then violators could be charged $1,000 per count and/or six months in jail. 557-2702 • Pax/557-3044 2973 HarllOr Blvd • Costa Mesa 1184 ~Blvd., C.M. During those hours, city lifeguards put up yellow nags emblazoned with a black ball, a sign that surfers using bard boards must leave the water. Newport Beach is the only coastal dty in Orange County that does not have at least one stretch of blackball-free beach. For the past several weeks, local surfers and members of the surf indusby have lobbied the city to rescind its blackball law. Body boarders and swim- mers have joined the debate, claiming the beaches are not sale when surfers are in the water. The city's marine depart- ment is also concerned about liability and the added costs of patrolling surfing beaches dur- ing the summer. Surfers have said their industry would have no difficulty raising money if it means greater surfing free- dom. During Tuesday's met- ing, Bill Sharp, who chairs the Newport Surf Council, offered to Mwrite a check for the $4,500 (today)." Over the past several weeks, the blackball battle has turned into a miniature territo· rial war. Surfers and non· surfers have accused each oth- er of being unwilling to com- promise. Tuesday's meeting, howev- er, was relatively calm. The factions quickly agreed to the shared-beach proposal provid- ed the plan is acceptable to the Newport Beach City Attorney's Office. All-day surfing would be permitted between 36th to 40th streets; between 44th and 48th streets and between 52nd and 56th streets. Dfrv•! thrn ''-f"\ ,,._., .. • Ot"l'v" .. BOYS VOLLEYBALL .Conti takes over as CdM's coach -.Bne=time Estancia High standout returns to the Newport-Mesa District after traveling a long road on the volleyball tdur. By Barry Faulkner. Dally Pilot CORONA DEL MAR Steve Conti, a fo rmer All-Sea View League player who helped Estancia High to back-to-back ClF Southern Section runner-up fmish- es in 1983-84, will coach the Coro- na del Mar High boys volleyball team, Cd.M Athletic Director Jerry Jelnick announced Tuesday. Conti, 29, replaces Joey Fuschetti, who resigned June 16 after compiling a 56-42 record in four seasons, including a Sea View League co-championship in 1994. "There aren't too many nicer places in California to coach," said Conti. who won three ·Century League championships the last two years as boys and girls coach at Foothill High. "I don't tblnk I would have left a real solid program like Foothill, unless I felt there was an opportu- nity to win a (CIF) championship," Conti said. "That's my ultimate goal. I've been to the finals twice as a high school player, twice as a high school coach, and as a player on the junior college level, and lost them all." Conti, who played collegiately at Golden West College as a 5-foot- 10 outside hitter, began hls coach- ing career at The Bishops School, a private Division V high school in San Diego. He capped his three- year stay as boys and girls coach by guiding the boys team to the CIF San Diego Section· finals and the ClF state semifinals his last two seasons. He returned to Golden West as an assistant coach in 1993, before accepting the Foothill job. A walk-on at Cd.M, Conti plans to begin work to complete a second teaching credential, and plans to teach and ceech as a career. "My long-term goal is to get a teaching job and be the head boys, and possibly even girls coach at some school for 15-20 yea.rs,• the Huntington Beach resident said. Conti's Foothill teams did not play Cd.M the last two years, but he -u I don!f--think I would have left a real solid program like Foothill, unless I felt there was an opportunity to win a (CIF) championship1 That's my ultimate goal. I've been to the finals twice as a high school player, twice as a high school coach, and as a player on the junior college level, and lost them all ... " -STEVE CONTI • has gained some knowledge of the Sea King personnel from Foothill players who have played with CdM standouts at the Balboa Bay Volleyball Club. He also is well aware of the proud tradition of CdM volleyball. "Estancia used to be in the Sea Vi ew League and I played against CdM in high school," Conti said, "so I know all about it. I would imagine the booster support and administrative support wou).d 1>e more than anything I've ever come across in any other coaching expe- rie nce.• Conti's coaching emphasis will be on defense, teamwork. and a commitment to the overall pro- gram, including the lower levels. "I guess you could say my ma.in philosophy is 'pass. pass, pass, win, win, win,' "he explained. "People will say I stole that from (former Estancia High and current New- port Harbor High assistant Tom Pestolesi), but it's still very much true. "The boys game is based so much on p ower, sometimes defense isn't stressed as much as it might be in the girls game. But I think it's slfl:l just .as im~ortant. You win championships with defense, so hopefully I can get the kids motivated to play hard and scrappy_ defense." Conti inherits a team that fin- ished 4-10 last season, 3-7 in league, but returns All-Newportr Mesa District performers Brian Coleman, Derek NewCQmer and Blair Hoppe.
