During Monday's meeting, which city administrators expect to be highly controver- sial, the ·Council will review several proposals to combat rising refuse collection costs. Among the proposals the city's General Services Department is recommendipg for adoption: • Hire one franchiser to col- lect waste generated by the city's businesses. • Implement a trash limit. whereby residents can only put out six cans -200 pounds - of trash per week. The city is not proposing to re-study automated collection service, a proposal that was hugely unpopular when it was considered two years ago. General Services proposes keeping the existing residen- tial trash pickup under city jurisdiction rather than hiring a private contractor. The option of imposing a monthly trash collection fee on residents is still the u1ast resort• alternative, according t'o City Manager Kevin Mur- phy. U the City Council plans to eventually put a fee in place, staff is recommending the council appoint a citizens' advisory committee to partici- ,pate in the process. Increasing landfill costs. rec,eling andate.s and envi- ronmental issues have forced the city to consider significant changes in its trash collection service. Because its charter prohibits the city from charg- ing residents for trash service, trash-related fee increases come directly out of the city's general fund. Newport Beach is the only city in the county in such a position. · In June, the council direct- ed staff to research all cost- saving options. That research completed, staff is looking for direction from the s;ouncil and bopes to put changes into effect immediately. ·we're recommending the council proceed with exclusive commercial franchising and put out the proposals for bid,• General Services Director David Niederhaus said. ·we'd like to have this going by the end of the year. By Tina Borgatta, Daily Pilot COSTA MESA -Residents dnving down West 19th Street soon may notice a few changes, like sidewalks and a continuous left-tum lane from Placentia to Monrovia avenues. Prompted by a recent request from a grouil of Freedom Homes- Canyon Pai:f. residents, the City Council on Monday gave staffers the go-ahead to begin working on some of the improvements. Last month. residents asked the council to reVJew a reVlta.liza- bon plan for West 19th Street developed by a crew of volunteer ardutects m 1986. ln a presenta- bon at a council study session, the group 9utlined a few projects they felt were essential to the upkeep and safety of the area. "We're very pleased,• Mary Fewell, editor of the Freedom Homes-Canyon Park newsletter, said Thursday. "The only modifi- cation they made (to the group's suggestions) was a phasing-in of the sidewalks. "It looks like that's going to be expensive. and if they can break the work down into phases. that's fine It's been 20 years with nottt- mg, so we'll take anything we can gel· Sidewalk installation along portlons of 19th Street between Placenba and Wbitber avenues could cost about $250,000. That estimate includes associated costS tor repairing curbs and gut- ters. "That quarter of a million is not included in this year's bud- get,• Mayor Joe Erickson said. ·But, there is a sidewalk budget, and we may be ab1e to pay for part of those improvements with {al least a portion) of thatmoney." Creation of the left-tum lane, however, won't be as costly. That pro1ect will be completed in com- ing months. No injuries, no. cash ch arred in bank fire By Carolyn Miller, Daily Pilot NEWPORT BEACH -The toils of seven employees at Downey Savings and Loan were interrupt- ed by thick smoke drifting from the computer area just after midnight Thursday. The smoke sent the employees scrambling to seal off the room and evacuate the five-story building at 3501 Jamboree Road. At 12: 18 a.m. they called the Newport Beach Fire Department. Thirteen fue trucks carrying ,'.38 firefighters roared up to the blaze, which set off smoke detectors on all floors. Smoke filled the hallways and was thick in the computer room, according to Battalion Chief Scott Allan. A computerized check-sorting machine and other machines in the computer room were on fire, but a fire sprinkler in the room had been activated and helped keep the fire from spreading to the other offices, Allan said. The fire was reportedly extin- guished in less than an hour and caused $280.000 in damages to the building and equipment. Fire investigators discovered the fire was caused by an elecbical equip- ment malfunction. No ooe was injured in the fire. The building was safe to occupy and was released to its owner after the debris from the fire and water were cleaned up, Battalion Chief Dennis Lockard said. JlT ____ _.,_.. -- peratures Inland. COSTA MESA -Chuck Robertson will have a few words to say about the city's new sign code at the next coun- cil meeting, "I think the City Council has gone completely overboard,· Robertson, president of the Mesa Verde Homeowners Association, said Thursday. "They completely tgno{ed the re~ommendations of · the Plan- lling CornmiSslon. They com:- pletely ignored the recommen-· dations ·of the Sign Ordinance Review Committee. And, they've created a potential windfall for the sign industry.• After months of debate, the council oh Monday finally agreed on a sign package. And while it may please the council, it doesn't please Robertson or some members of the business communjty, for that matter. "The result i's an ordinance that satis- fie1> very few, angers many, and in some respects, is completely unenforceable.• At issue is the method the council chose to calculate tem- porary and permanent signage. The council elected to use two different formulas to determine bow much space each business should be given for permanent · signs and for temporary signs or banners. For permanent signs, the city'~ planning staff will add &ne-and-a-half tirn~-th~(fUl!Te footage of a building's width with half the square footage of its depth. In July, the council consid- ered applying that equation to figu.re a merchant's total allow- able sign space. Under that plan, a merchant could divide that space up with temporary and permanent signage any way he chose. But after bearing from staff members w.ho said such a method of calculation would be difficult, if not impossible, to enforce, the council decided to separate the two. Under the revised plan, a company's allotted temporary stgn space will be determined by figuring one-half square foot of banner space for every linear foot of store front, with every business as~ured a minimum of 25 square feet and a maximum of 7 5 square feet. But some say those formulas will allow for too much signage. Robertson said he's worried that if the council gives a final thumbs-up to the package later this month, the city's business districts eventually will look like nbthing more than clut- tered stretches of signs and banners. "It's (JOing-1o..be an 11nsightly- mess,• Robertson said. "And ' even if the council wanted to go back and fix the code later, once these permanent signs go up. they're grandfathered in. The city can 't go back and make those businesses take down their signs.• Fawcett said he'll be review- ing the ne w package over the next two weeks to see if he can come up with an alternate plan. "I don't know if there's any opening for changes at this point,· Fawcett said. MESA SHOWS HOW(ELL) IT'S DONE H osted by Southwestern Yacht Club the last weekend in August, the Schock 35 Nationals lived up to lts reputation as one of the most hotly contested class rega,ttas in Southern Califonua. The Schock class. which doesn't allow professional sailors to compete in class championships, offers extreme ly competitive racing for those who want to sail against their peers. For the third time, Bahia Corinthian YC's Carolyn Hardy, Mark Reardon and crew aboard Mischief took top honors at the National Championships. Getting out to a quick lead on Friday with two bullets in two races, Mischief looked as if it would take the title easily, even though the crew aboard Outlier trailed by only 2 112 points. It was the third race that the leader's spot came up for grabs. Tangling with the 10-to 15-knot breezes of Friday, the third race saw a good deal of confusion, when Shillelagh hit Mi.schief, badly damaging the boat. Fortunately for Hardy, Reardon and crew, the boat was still sailable and they were able to battle back to a t 0th-place finish. This situation dropped Misdtief back into third, just a half-point out of first behind Ricochet and Outlier, who were tied. Troublemaker was in fourth, a half-point beh.i,nd Mischief. Saturday provided strong winds as well, ranging from 13 to 18 knots. Two races were sailed, longer races than the day previous, with the lead shifting each race. noublemaker jumped into first when it won the first race of the day, while Rlcoche( slipped into second after a fourth-place finish, and .MJschlef held onto third with a fifth. OuWer finished midfleet in 11th, dropping out ol contention for the title. In the second race of the day, .MJachJel pulled out a second-place finish, which bOosted It right back into the leader's position, where ti stayed for the rest of the regatta, though it was still close. Ricochet and Troub~emaker had average races, but they were right on the heels of Ml.ttc.h1ef at the end of the day. Sunday saw a drop ln breeze, and again, more mixing of positions on the course. MblchJet and Ricochet managed average races, tin1!h1ng sixth and fomth. respectlvely, but »oublemabr fell back With an 11th. By Richard Dunn, Daily Pilot NEWPORT BEACH -There were occasional bangs and rea- sons for roar, but Costa Mesa High's football flash is definitely in the past. There's no Charles Chatman or Dewayne Crenshaw to elec- trify its fans. This is, according to Mesa defensive tackle Jason Morin, a team with "good bal- ance." Beginning the Jeny Howell era Thursday night, the Mus- tangs showed their balance against visiting Mayfair in a sea- son opener at Newport Harbor High, winning the nonleague issue, 14-6. Morin, who bad both Mesa sacks (minus-18 yards), believes the Mustangs can do without the glitter and juke to win the Pacif- ic Coast League. "We'll be a force to be reck- oned with,· he said. "Every- body's counting us out, because we have such a young team and we don't have the studs like last year. But when the time comes, we'll rule the field. Our (new) coach is a great coach, and he's going to take us to the future." The future began Thursday. And it wasn't exactly smash- mouth running in a pltch-and- trap offense that dominated Mayfair's Monsoons, but rather a seemingly controlled offense out of a modified double wing, where halfback Ray Ohrel car- ried 15 times for 90 yards and fullback Pat McBride went for 87 yards in 16 rushes. There was the defense from Morin, big stops from inside linebacker Jeremy Jehangiri, heavy quarterback pressures from inside 'backer Kurtis Van Hom and fumble recoveries from Julius Vasquez, Brian Costa Mesa's Josh Amezola earns some tough yardage. "He (Pat McBride) came to show .. He reaJ.fy took the challenge. He wasn't a starter until Tuesday, and I said to him that I would give him one more chance.· He~ such a nice guy, he woUldn 't spit without a$king. But it was outside linebacker Ryan Taylor's 73-yard intercep- tion return for a touchdown in the second quarter that broke Mayf alr's back. On the opening kickoff, it looked like the record-breaking Mustangs of the past two years, when Vasquez returned May- fair's kick 69 yards to the Mon- soon 20-yard line 1Wo plays later, quarterback Taylor connected with Josh Amezola on the right side for 19 yards, setting up Ohrel's 2-yard scoring run only 1:20 into the contest. Van Hom, involved in two big special teams plays in the first quarter, recovered a Mdyfair fumble on the ensuing kickoff, but Costa Mesa, starting from the Mayfair 24, failed to convert, largely because of a personal foul on third down that pushed the Mustangs back to the 25. Ohrel punted on fourth down from the Monsoon 39, and the Mustangs pinned Mayfair on its own 3, when Abbott tipped it to keep it out of the end zone and Van Hom smothered it. Mayfair rushed for only 12 yards in the first half, contl:olling the ball just 8:51. But the Monsoons got close in the second quarter, when Travis Penn deflected a Taylor pass and Marc Patzin caught it at the Mesa 38, returning it to paydirt and cutting the Mustangs' lead to 7 -6 with 6: 13 left in the first half. With Mayfair threatening late in the second quarter, following a defe nsive pass interference call on Mesa, Taylor turned the tables on the VlSitors again wtth his 73-yard inte rcepbon return for a score. Mesa's offense, though 1t did- n't pass as much as expected, was consistent behmd McBnde and Ohrel. Senior Brian Reeves, consid- ered Mesa's top running back in the preseason, was serving a one-game suspension imposed by Howell for failing to show up on time during two-a-days. Though Reeves could resem- ble the flash from the past, it was the bulldozing running of McBride that drew rave reviews. •He came to show,• Howell, a 27-year coaching veteran mak- ing his debut at Mesa's helm, said. -He really took the chal- lenge. He wasn't a starter until Tuesday, and I said to him that l would give him one more chance. He's such a nice guy, he wouldn't spit without asking.
