Daily Pilot COSTA MESA -The City Council will decide whether the city should accept a $2,500 don~­ tion for trees and a plaque estab- lishing a Grove of Memory and Hope in Canyon Park dedicated to residents "whose lives have been touched by HIV." . "l think we should agendize this to discuss wbethet we will accept or reject . the donation," Councilwoman Mary Hornbuck- le said Monday during a study session. "I also think we need to agendize this to determine what the city's policy is on these mat- ters. Because our current policy states that memorial plaques will · not be installed with donations. So we have not been following our current policy." For years, the city has accept- ed plaque donations for individu- als, but this is the first ti.me the city's received a requ~ memori- alizing a "group." Last month, the Costa Mesa Parks and Recreation Commis- sion shot down the proposal, say- ing the request didn't fall within the guidelines of policy. They also expressed concern that ~owing such language on a memorial plaque would set an unwanted precedent in the city. Some members of the council shared that concern Monday. Jesus Ibarra's friends think it's "dumb and boring.• But as the wind whipped through their hair and the teenagers dragged their feet alongside the swiftly moving sailboat, their friends' opinions of sailing seemed the fur- thest thing from their minds. The two teens, participants in the Orange Coast College summer sailing pro- gram that teaches disadvantaged and abused children how to sail, joined nine other youths Friday to sail aboard the col- lege's 65-foot Marythought sailboat. The two-hour cruise around Newport Harbor was a reward for taking particular interest in the college's sailing program. "For those children who were enthusi-~as.ticand.g<><>9~ors, we decided to do a big boat trip,• said Debbie Dunn, a . teacher at the OCC Sailing Center. "They were all on a big boat for the first time.· Dunn said the 4-year-old "at-risk " col- lege sailing program teaches about 200 youngsters a year to sail. The children - most coming from youth organizations, gang intervention centers and group homes -spend four hours a day for five days learning how to sail Lido 14 boats. "It's a real confidence builder," Dunne said. "The kids really respond positively." Although all the students were excited at the opportunity to sail aboard the Mary- thought, some were hesitant when th~ were initially presented with the idea of learning how to sail. ·I wanted to do it, but I was nervous,· said Jesus, a 15-year-old member of the Save Our Youth gang intervention center, as he stood along the edge of the Mary- thought. "I thought I was going to flip over (in the Lido 14s), but it's not that difficult. Marine and Fire Department authorities believe the family had been swimming in the surf between Prospect and Orange streets Friday afternoon when a strong rip current pulled them aw~y from shore. A lifeguard noticed that the family appeared to be in trouble and called for help. By the time a rescue boat reached them, all three were unconscious. Sally Phe lps had stopped breathing but was resus- citated by lifeguards on board the boat. She was listed in critical condition Friday, when the family was admitted into Hoag Hospital. According to Smith, an unidentified elderly man and a female passenger were found unconscious after their 1989 Ford Escort slammed into the rear of the tractor trailer, which was transporting a paving machine. The driver of the Escort was transported to Irvine Medical Center, where he was pro- qounced dead. The passenger was transported to Western Med- ical Center in Santa Ana for treat- ment of unspecified injuries. The driver of the truck-James Ellison, a 34-year-old Aliso Viejo resident -was uninjured. Also involved in the accident but uninjured was 31-year-old Karen Tipton of Corona del Mar. LAGUNA NlGUEL -Wayne Hughes, a longtime figure in Newport Harbor and Estancia High athletics, died on Sunday at age 74, the result of a lingering bout with dementia. Mr. Hughes, a resident of Corona del Mar, spent the last three months of his life with his daughter, Barbara, and son-in-· law Tom Moody in Laguna Niguel. A native of Kansas, he spent many years in the Santa Monica and Catalina Meas, but is best remembered here as Newport Harbor High's football coach (1960-64) and later as athletic director at Newport and Estancia high schools. His teams were only mildly successful at Newport, compiling records of 5-2-2, 3-5, 1·8, 4-5 and 2-7. But he left his coaching mark at Newport forever with the slag· gering 7-0 upset victory over the heralded Anaheun in 1963. In the Corona del Mar d.rea he was very active in scouting with the Boy Scouts and Sea Scouts in and around Emerald Bay. He is survived by his daugh- ters Barbara Moody, Christina Todd and Kathleen Godley, grandsons David and Daniel Moody and sons-in-law Tom Moody, Kim Todd and Delmar Foote, brothers Bill Hughes. Mayo Hughes and sister Clara Fischer. His wife of many years, Iris, died nine years ago. Probably best know as ·coach Hughes" to the students at New~ port Harbor and Estancia, he spent the last two decades of his life sailing as a member of the Blue Water Cruising Club and traveling and playing tenrus with his loving companion Janet Bell.
