Just Newport Beach Police Chief B. James Glavas then, a Newport Beach patrol car pulls up in front of the busi- ness. The burglar is anested. Imagine a highly sophisticat- ed dosed-circuit 1V camera on top of the Arches overpass. A network of 15 of these c.ameras are placed around the dty and are monitored at the Newport Beach police station by all expert technidan who can swiv- el the camera and zoom in on any suspicious movement by remote control and dispatch a police car to check out what the camera has picked up. It was called EPS-•Electron- ic Protection System• -and in 1967, Police 'Chief B. James Glavas wanted Newport Beach to be the first city in America to use EPS, which would be funded mostly by the federal govern- ment under Senate Bill 917, known as the President's Safe Street and Crime Control Act. Cost to the dty of Newport Beach would be $630,458 for the design. building, installation and operation of an initial 15 cam- eras by police for two years. Tbe Newport Beach City Council voted 5-2 with a :mixtw'e of enthusiasm and reluctance to spend $3,500 in dty funds to Jirepate and submit an applica- tion through Arinc Research Inc. of Santa Ana for a federal grant for the program. As debate about the surveil- lance system grew, there was a groundswell oI endorsement by some homeowners (one Balboa Island homeowner offered cam- era space on his rooftop to patrol the bay. and the homeowners association offered a contribu- tion) and business groups such as the Newport Harbor Area Chamber of Commerce and Fashion Island. Those beginning to oppose the surveillance spoke of •inva- sion of privacy.• ·orwellian police tactics as in '1984,"' and the advisability of a citizens' committee to observe the observers to make sure no one was being covertly targeted by police and no home windows would be the focus of the cam- eras. Sweating in a firestorm of pro and con opinions, in August of 1968 the embattled City Council voted on whether to put the EPS proposal on the November ballot for the voters to decide. Pressure had been put on the council from both sides of the EPS issue to let the residents vote on the cameras. The council members felt they bad assumed the obligation and duty delegat- ed to them by making the deci- sion themselves. Their position was that the protection system did not have sufficient restraints on the limits of the 1V tests and that the extent of aime in New- port Beach did not w arrant use of the system. In a meeting marked by squabblfng over bow the ballot proposition should be wotded or if the council wanted it on the ballot at all, Howard Rogers moved that EPS be placed before the electorate. SAILORS BACK TO BASICS By Barry Faulkner, Daily Piiot • Sailors, Costa Mesa appear to be headed for nonleague collision in the fall of 1996. NEWPORT BEACH -After years of teaching on the advanced level, Newport Harbor High football coach Jeff Brinkley suddenly finds himself dwelling more on the remedial aspects of his sport this fall. FolloWing Friday night's 28-14 loss to Foothill, Brinkley and his staff will go to work trying to correct errors they normally see only when dissecting videotape of opponents. "Philosophically, it's a little different approach me and my staff, but because we're so inexperienced, we're just going to have to focus on improving week-to-week, quarter-by-quarter and play-by-play,• Brinkley said. "We've been fortunate here, because we've always been a little more advanced than a lot of teams in the preseason, • continued Brinkley, whose Sailor teams had not been under .500 since 1988. "But this year is different.• Brinkley said Footbill's superiority was clear, but that his squ ad escalated the Knights' 28 unanswered points by a series of mJstakes he has normally ironed out in spring practice. "It's just little things.• Brinkley e){plained. "Unnecessary penalt:i_es, being out of alignment ... Our back- bone has always been discipline, but we broke down in some areas we generally don't. Brinkley also said he has chosen to end the four-year series with Foothill, despite winning four of the five meet- ings in that span. "We'd like to pick up Costa Mesa,· Brinkley said of his hopes for week three next fall. "(Mesa Coach Jerry Howell) called me when he got the job and said he'd like to work us into his schedule. COSTA MESA -It has been a while since Estancia High could afford the luxury of underestimating an opponent and still coming out on top But that's exactly what happened in Friday night's 31-19 biumph over Calvary Chapel. They have some good athletes, they were very physfcal, and I thought their (coaching) staff did an excellent job." some praise for his offense, which posted its best point production in 11 games. "I didn't think we played up to our capabilities. but we sbll put 31 points on the board, so I have to be pleased wtth that,· said Llebengood, who ad.nutted concern over the attntion rate his players are expe riencing this early in the campaign. "We had three or four kids who did not practice last week, due to injuries and illness (Joe Flores, shoulder; Mike Galicia, severe allergies; TaJeni Taruelu, bruised nose and two black eyes; and Alfred Ta.nielu, bro- ken hand). so w e had to play some other people. .. Some of our lads were totally exhausted, so I think we're going to have to hnd more one-way players,• Liebengood added "With our I type of offense. we pound other teams, but it also takes a toll Ul draining our kids· Liebengood said his staff will also address some defen- sive breakdowns this week.
