By Carolyn Miller, Daily Pilot NEWPORT BEACH -Corona del Mar High Sch ool football coach Mark Schuster allegedly forced his teen-age daughter to have sex as much as twice a week and kept a running tally on the number of sexual "payments" she owed him for bad grades or shop- ping trips, according to search warrant documents made public Monday. According to the court docu- ments, anytime the victim wanted something, she got it through sex- ual favors which were referred to as "payments.• When they went shopping, Schuster would tell her, "You owe me one payment.• For every •o• she received on her report card, she would owe him 13 "payments.• The details of the relationship between Schuster, 48, and his 18- year-old adopted daughter who he is accused of molesting since 1992, were outlined incourt papers filed by Newport Beach police last Tuesday in support of a search warrant. THE SEAS O N Schuster, who was hired by the school to coach in March 1994, was arrested last Tuesday night on suspicion of having sexual relations with a minor. He is cur- rently free on bail but cannot be reached for comment. By Evan Henerson, Daily Pilot NEWPORT BEACH -City Councilwoman Norma Glover was unsuccessful in her third con- secutive bid to persuade her fel- low councilmembers to formally oppose a controversial wetlands waste water project proposed by the Irvine Ranch Water Distrtct -a project over which the city has no jurisdiction. However, city staff has submit- ted extensive comments on the project's environmental impact report (EIR). The city will also, at the suggestion of councilman Tom Edwards, hire consultants to conduct an independent review of the project's environmental impacts. Project opponents have ques- tioned the findings of the water district's experts. · "Just saying no might be detri- mental to our position," Edwards said. "We need the additional analysis and comm~nts and an expert to preserve the city's posi- tion on the EIR. And then, of course, there was the Pox Nolan Family Picnic of ,1939. 1bat was the year Uncle Howard became embroiled in a jaw-crunching donnybrook on b1s way to the second annual gathering of his Irish cousins in Santa Monica. • The Fox Nolan Family Piatic. despite cousin Howard's absence tn 1939, celebrated its 58tb pniversary Sunday. Among the pumy gifts I inherited from my mother's Gaelic genes are a fine lrish temper, highly flammable Celtic skin and the privilege of pttending this annual picnic devoted to the descendants of Bridget and Thomas Fox. my great-great-grandparents from Kilnalappa, Dunmore, in the county of Galway, Ireland. Bridget and Thomas spawned a near nation of 11 children, nine of whom migrated to the United States at an early age and settled mostly in Southern California just before the tum of the centu- ry. The second generation mar- ried anl1 begat the third genera- tton who married and begat the fourth generation and so on. Today, six generations later, their p.,xtigy numbers 700 strong and th~ Fox Nolan Family Picnic draws anywhere from 100 to 200 local cousins each year. • This is not, however, simply a testimony to the Irish propensity for reproduction. This is a 20tb- century American epic about family and roots. Had the KeMedys not upstaged us, we blight well have been an Aaron Spelling miru-sertes. Or, at least Jhat's what we'd like to think, we 'descendants of Bridget and Thomas. We have had among us dairy farmers and car dealers, attor- peys and internists, fashion mod- & and fishermen, the physically disabled and the mentally gifted. librarians and restaurateurs and tWo Catholic priests. And every- one is embraced because we are family. Still, we all have had our favorites. Cousin Margaret, who passed away last year, was favored by many, an adorable woman who never said hello without cradhng your face in her hands. Her daughter, Mimi, delivered the progress report for her branch of cousins at Sun- peggy normandin day's gathering, announcing, ·smce last year's picnic our fami- ly has bad four weddings, two funerals .... and no arrests.• Sisters Eileen and Anne, two of the four remaining cousins from the original third genera- tion, were also at Sunday's pic- nic, and I asked them why we call it the Fox Nolan family when. in fact, Fox was the origi- nal surname. ·w e're not exactly sure, dear,• Anne .said in her faint Irish brogue. MTbey didn't need passports when they came over on the boat back then. We think some of the boys changed it to Nolan because they liked the sound of it.• And then she laughed in the way the Irish do when they're making fun of their own shortcomings. The first cousins clung to each other in spirit while forging a life for themselves in a braye new world. There were the untimely deaths and emotional burdens that beset every family, but they were not ashamed to depend on one another. The annual picnic became their means of celebrat- ing that indefatigable spirit. In my lifetime, I have only missed a handful of these Sep- tember gatherings, and while conditions change from year to year, there are certain constants on which I can always depend. The Nolan girls will always bring the beans. Terrence wiU distrib- ute a case of free art posters from his publishing house. I.any will have a few new jokes. Uncle Jim will get sentimental about some- thing and cry. According to race organizers, there were more than 9,000 participants in the event's three races -a women's SK, a co-ed SK and a 1-mile fun walk -eclipsing last year's total of 7 .500 participants. And With 75% of the event's ea{nings earmarked for breast cancer organizations in Orange County, race organizers rejoiced at the news that an estimated $400,000 in net funds were raised by the event -bypass- ing the 1994 total of $305,000. Thrnsday picking up his child after school when be was approached by Costa Mesa police officers. The officers, who were called to the campus by a school employee who described the sus- pect, asked Jackson if be bad a weapon and searched his body for one. When Jackson admitted he had a gun. officers followed him to his black 1988 Cadillac where they found a loaded 9m.m hand- gun. police said. Jackson told police he was at the school because of a family custody battle over who would pick up the clu.1- dren. There was no sign of the children's mother at the campus, according to police. Jackson was charged with car- rying a concealed weapon in a vehicle1 carrying a loaded firearm' and carrying a firearm within 100 feet of a school, which is a felony, according to police. His bail was set at $10,000. Acosta turned her back on him, then reportedly heard him run- ning towards her. She tried to resist the man but be overpow- ered her, grabbed her purse and ran out of the hotel. according to Costa Mesa police reports. Acosta was not harmed in the encounter. Police later found her purse in another part of Costa Mesa. The amount of money or property stolen from the victim's purse is unknown. Costa Mesa Capt. Tom Lazar said no further incidents of theft at the hotel were reported. By lina Borgatta, Daily Pilot COSTA tviESA -A new resolu- tion that limits the Mesa Consoli- dated Water District general manager's authority to transfer funds between departments and finance projects without prior approval should come before the board sometime next month. Board members reviewed a draft policy last week that would require the general manager to notify the board of "the need and circumstances for a budget reallo- cation" before shifting the funds. Under the current policy, the general manager only has to inform the board after the fact. The stipulation is one residents have been calling for since last spring, when the district's current general manager. Karl Kemp. rec- ommended the board approve a rate hike to help cover an antici- pated shortfall in this year's budgd. At the time, residents urged the board to become more involved in the district's financial operations to safeguard against possible overspending and mis- management of funds. Daily Pilot "It .only takes one unwise expenditure to create a disaster," Nancy Palme, co<hairwoman of the watchdog organization, Coalition for Oean Water-Costa Mesa, said last week. "We've all seen it happen at th~ county lev- el." The proposed revisions would still allow the general manager to dispense funds to cover emer- gency projects and repairs. How- ever, the board directed staff to define in the draft what might constitute an emergency. Board member lhldy Ohlig suggested incorporating a clause that would require the general manager to call a special meeting to discuss any emergencies and seek direction from the board members. "An emergency meeting can be called within 24 hours." Ohlig said. Board member Jack Hall, how- ever, said he was concerned the changes might affect Kemp's abil- ity to carry out bis duties as gen- eral manager. "I'm going to vote no against every single one of these." Hall said, winking at Kemp. Those of us who grew up on mudflats always knew that when walking on water-covered mud flats. one slides one's feet along. One does not take steps. If you do you can step on a stingray. I was gathering cockles on a mud flat, and instead of sliding my feet along, I took a step and got just what I deserved. I stepped on a stingray, and he got me good, right in the ankle. When you step on one, that tail comes up and buries a serrated bone into your ankle or calf. It isn't partic- ularly painful, more of a shock than anything else. In my case instead of being shocked, I was mad at myself for being so dumb. So, in kind of a fit of anger, I just kept on gath- ering cockles. About an hour later, the pain had become rather acute, so I decided to do something about it.
