First, there was the lady
who had five closets packed
to the gills with 50 flowered
dresses. all ID the S!lffie style.
"l was like, 'Okay, you can
keep five,"' King said. "'The
rest have to go.'"
Then, there was the client
who insisted on keeping
dozens of sweatshirts -some
of them dating back to high
school -piled up in her clos-

Unlike the first, that client
was pretty much a lost cause,
according to King.
"There wasn't a whole lot I
could do for her,· King said.

COSTA MESA -The Plan-
ning Commission tonight is set to
consider putting m ore restric-
tions on a local drug rehabilita-
tion program to make sure the
facility is not just an extension of
a jail, as some officials have
·alleged.
The Recovery Center, an
alternative sentencing and reha-
bilitation center run by Nancy
Clark, is home to about 40 men
and women previously arrested
on drug-a nd alcohol-related
charges.
Clark, who has a state license
to run the facility, rents an entire
apartment building on Victoria
Street and other properties near-
by to house the clients, many of
whom are in Clark's care as a
condition of their probation and
must complete the six-month
program to stay out of prison.
The clie nts hold down jobs,
follow strict rules and curf ews
and attend Alcoholics Anony-
mous and other recovery group
meetings. Clark said.
City Councilman Joe Erickson
recently a sked city staff mem·
bers to review Clark's city permit
because he feaied the facility
was in essence a "satellite 1a1r
operating m the middle of a resi-
dential neighborhood. ·

center's history.
On April 23, 1997, a 43-yedf-I

Roxy the Doxy is still Costa
Mesa's favorite dachshund.

COSTA MESA -Roxy the
Doxy's bid to become thl! fastest
wiener dog in Orange County end-
ed abruptly Sunday when, just a
few feet from the starting gate, she
stopped to take in the sights .
By the time her owner, Costa
Mesa resident Syndee Agenter,
could catch her attention and
prompt Roiy the Doxy to run the
race, the rest of the field was
already hoisted in the arms of their
loving owners.
"What happened?" Agenter
asked. "She just stopped.•
Agenter and Roxy the Doxy
were the lone Costa Mesa entry in
the Dachshund Races, a series of
sprints held several times each
year at the Old World Village in
Huntington Beach.
Dachshund owners from around
the county pay $15 to pit their tiny
pooches against other dachshunds
on a 25-yard race track set up on
the cobblestone streets of the Ger-
man-themed shopping center.
Sunday was Roxy the Doxy's
third trip to the track.
Roxy the Doxy's loss came only
after she blew away the competi-
tion in ber first ra~ of the day with
an easy two-length win over Emily,
a much larger dog from Chino
Hills.
With Yogi the Bear -the 105-
pound German shepherd that is
also Roxy the Doxy's boyfriend -
acting as a lure at the end of the
track, Roxy the Doxy 1le.w down
the track to the cheers of more than
200 spectators.
After that race, spirits were high
in Roxy's camp, where a few of
Agenter's mends and her parents
had assembled to cheer on the little
racer.
With the first-round win, Roxy
the Doxy advanced to the day's
semifinals and a showdown with
the winners of the three other pre-
liminary heats.
But in thatl'ace, when the start-
ing gate was lifted, Roxy the Doxy
walked about two feet and
stopped.
"l guess she didn't like that
lane,~ Agenter said. "But she's a
good loser."
The good news is, Agenter and
Roxy the Doxy will have a chance
to redeem themselves on Fep. 1
when they are again entered in the
Huntington Beach dachshund
races.

New city pay scale could

Coundl is expected to consider
tonight giving raises to some
hig.h-ranking city employees
while at the same time doing
away with an old policy of giving
raises based not on merit but on
·tenure at City Hdl.l.
The council will give prelimi-
nary review to a new pay scale
for members of the Costa Mesa
Fire Association and the Costa
Mesa City Employees Assoaa-
tion, two employee unions that
recently agreed to new contracts.
The new pay scale would
replace the Longevity Program,
an old city incentive policy that
provided raises based on how
long an employee had been at
.City Hall regardless of perfor-
mance. .
Officials are riow in the
process of gradually phasing out
that program.
City Manager Allan Roeder
and City Attorney Tom Kathe a.re

could receive raises of up to 9%
retroactive ba~ to last Septem-
ber.
If approved, the raises would
add about $110,000 a year to the
city's payroll, according to a pty
report. .

to consider approving a process
to hire a private .. consultant to
prepare a Westside Specific Plan,
a document that guides future
development based on curr~nt
uses.
The City Council has made
preparing such a plan a commu-
nity objective for the upcoming
year and set aside $90,000 from
this year's budget to pay for a
consultant.
Tonight's meeting is a council
workshop at which no . formal
action Will be taken on either
item.
The workshop is sa.heduled to
begin at 4:30 p .m . in the first
floor conference room of City
Hall, 77 Fair Drive.

estimated costs and benefits of
absorbing the Newport Coast
into city boundaries will come
under City Council scrutiny for
the first ti.me Monday.
· City staff members will pre-
sent a consultant's study of how
much the Irvine Co.-owned land
will cost the city for services and
how much it will produce m
property taxes. The analysis pre-
dicts a $126,109 annual shortfall
from 1998 to 2000 and increasing
net prohts after that
City Manager Kevin Murphy
said the report purposefully
overestimate$, the costs and
underestimates the benefits. For
example, the projected revenues
from nonresidential areas
include Pelican Hill Golf Course,
an expected shopping center and
some resort rooms at Crystal
Cove, but does not include any of

-a misguided

slightly off-center, shoulders a
millimeter from being square,
the tiniest inconsistency.
Yet these small things that
make the sum total of proper
shooting are killing 'Orange
C~ College's women's
basketball team.
After jumping out to a 12-3
record, the Pirates have won just
one of their last five games.
Coach Mike Thornton says its
due, in large part, to a scoring
drought.
HWe're in a horrible shooting
slump," he grudgingly states.
"It's a Catch-22. We're not going
to score \.tntil we relax, but we
can't relax until we score."
And so it is at the beginning
of Orange Empire Conference
play.
Coast's only win since Dec. 27
was, fortunately, against
conference foe Riverside.
But, even in that 69-42 win,
the Bucs shot just 32 o/o and
ThDmton was unimpressed.

you think, I got this one. Then,' he turns
over an ace on his king for a 21. You lose,
despite a good hand, and your dreams o1

court had after his Newport Harbor squad
fell, 52-25, to Ocean View in nonleague
girls basketball action Saturday night -for
eight minutes, everythin$f looked rosy, then
the money was yanked right out from
under his nose.
The Sailors (5·10, 1-0) had quite a task

as they faced Ocean View's 6-foot-2 .Anna
Lembke, who averages 20.8 points per
game and is Orange County's leader in
field goal percentage (66.3%.)
But Newport was making it look too
easy, like getting that jack on the first draw.
The blue and gray wasn't giving
Lebmke the chance to take good shots and,
on opportunites, she wasn't hitting.

It was the first of two games
that the Mustangs (7-3-3) played
over the weekend. The second
was a 2-0 loss to Sunny Hills.
In the victory, 1he Mustangs

the first half when Hai Yen Lai
ripped a shot into the net.
