Once that happens, fire offi~ from both the county and the city of Newport Beach expect increased response time to Newport Coast. Emerald Bay and Crysta{ Cove, southern parts of Irvine and even sections of Corona del Mar. "It should dramatically improve our ability to get to the Spyglass Hill community as well as sec- ondary response in Corona del Mar," said Newport Beach Fire and Marine Chief Tun Riley. The station will sit on the cor- ner of San Joaquin Hills Road and Newport Coast Dove. Saturday jolted Regina CulbertJon l\wake· But despite the unearthly hour, Culbertson was elated to hear the caller's news: her fiberglass horse -stolen from her feed business last Tuesday -bad been found. ·1 couldn't believe it,• Culbertson said Monday. •1t wu like, 'Are you sure?'• The call was from a Costa Mesa police officer, she said. A volunteer with the Police Department who lives in an apart- ment complex at Vanguard Place and Newport Boulevard, wu ta.king out her trash in the wee hours of the morning when she saw something peculiar. "She noticed two inches of horse ears sticking out from behind the trash can,• Culbertson said. "It looked like someone was biding him there." "He's getting too old for all this non- sense," Culbertson said. "I could buy a new horse, but it's not the same.• Culbertson's newest concern is how to keep the horse safe. She is going to keep him hidden at night and bas also consid- ered filling bis legs with cement or bolt- ing him to the ground. But even that isn't totally safe, she said. Ideally, she would like to put the horse in its old perch on·the feed store's roof. But to do so, she needs permission from the City Council. "I'm going to go-beck to the City Coundl and explain that we want to keep the home safe,• she said. •we get two generations of people coming in here remembering the horse, and I'd like it to continue.• City, Mesa water district officials to discuss a· me17ger By Tina Borgatta, Daily Pilot (COSTA MESA -City and water district officials on Wednesday will discuss a formal request from members of a local watchdog organization, Coali- tion for Clean Water-Costa Mesa, who would like to see City Hall take over operations at the Mesa Consolidated Water District. For months, members of the coalition have been urging the cound.1 members to consider "absorbing• the water agency into city operations. And earlier this month, Heather Somers, a founder of the coalition, sent a formal request to the council. "Our board feels that due to the numerous acts of impropri- ety of the water district, the board of directors has exhibited little or no control over the man- agement of the district and therefore should be absorbed into the city," Somers said in the letter. In recent months, the agency has been plagued with claims of se~al harassment, concerns about the structural efficiep.cy of its new· 18-milllon gallon reser- voir and the· loss of $90,000 worth of ancient fossils that were being stored at the reservoir site. In addition, the coalition has expressed concern that, over the yea.rs., the board has relin- quiShed -mudl 6i "its ded:siou- making power over to general manager Karl Kemp. Somers said the coalition would like to see the water board act more as a city commis- sion, the members of whlch would be appointed by the may- or or the City ColJ1:lcil. •Tu.at would give the council a little more control over who sits on that panel,• Somers said on Tuesday. •Tu.at would also eliminate a lot of duplication. Banuua, a world-clau sbOWlnan, once said, "Never gi~ a suclter an even break.• Mr. Barnum would have loved the early Bal· boa gamblers. -Prom the 1920s.unt11 the late 1930s, Balboa had wide open gambling. Gambling joints jammed Main Street. The games the gamblers operated were called •nasher games.• A flMher game was a modified gAJDe of roulette. However, instead of a roulette wheel the roulette numbers flashed across a wide screen. These numbers were activated by small electric motors under the counters on whlch the play- ers placed their bets. The players never had a chance because of the large number of house numbers plus the gambler's control of the machine that flashed the num- bers on the screen. If perchance a player won, he still didn't win. This was because winners were paid off not in money but in cigarettes. This, it was explained, Wa!f to make the whole operation "legal.• The trouble was that if ciga- rettes were 15 cents a package in an'y store, the gamblers paid you off in cigarettes at the rate of 25 cents a package. Then, to add insult to injury, the only way you could get cash was to walk down to Johnny Vogell's bicycle shop where Johnny woui<ioay your d.gdlenes for cash but at the rate of 15 cents a package. Not many people left town with money from the flasher games. Still, the joints were packed. As Barnum said ... In addition to the flasher games the town was loaded with slot machines. Winning robe rt '9t:1rdner get two chetrles or two oranges or two bars, somehow you never seemed to get the third. That was because the gamblers put little brads on the third wheel so that it wouldn't stop on a winner. Also, the slots paid off in slugs rather than money, again to make them "legal." Of course when you tried to cash your slugs you got 50 cents on the dollar. The punch boards were even worse. I watched a good many people pushing those little pieces of paper out of punch boards and don't remember seeing anyone win. I am sure some ·ot the boards ·didn '(have a winning ticket in the whole board. But, people played them. As Barnum said ...
