Hopkins Development Co., a Newport Beach-based finn that specializes in redeveloping older retail shopping centers, was sched- uled to dose the. sale in March. However, sources close to the negotiations on Monday said the property had fallen out of escrow. •That's kind of been our worry and concern,• said Costa Mesa Development Services Director Donald Lamm. •It has been a really long time.• A Hopkins Development offi- cial in October told Lamm the firm was interested in purchasing the 36-year-old shopping center. By Tina Borgatta, Daily Pilot COSTA MESA -Commuters will begin seeing a few new signs afung "'East Side streets before too long, cautioning drlvers to •s1ow down• and cluing them into alter- nate routes to the freeway. It's all part of a plan that was adopted by the City Council on Monday night, designed to keep traffic off residential streets and slow down the cars that must pass through East Side neighborhoods. ~This may not be the ultimate traffic solution, but it seemed to me to be a first ~ step," said Councilwoman Mary Horn- buckle, who suggested the measures as a compromise with residents who wanted the city to install spe~ humps along East 19th Street. Residents "1ong East 19th Street have been lobbying the City Council for weeks, saying speed humps are the only way to slow the thousands of cars that speed through their neighborhood on a daily basis. ' City Hall traffic officials say that stretch "basbecome a popular shortcut for com- muters heading to and from the Costa Mesa Pt;eeway and Coast Highway. But the council shied away from installing the' speed humps, citing concerns the humps would push the traffic onto surrounding streets, creating problems in other areas as well. The council will still consider installing speed humps, but only two on each of the streets that run parallel to East 19th., However, some city officials are concerned the speed humps might create a hazard for police and Fire Department personnel when respondlng to an emergency. The <:e>uncil will vote on that measure after staffers conduct further study on the impact the bumps would have on emer- gency response efforts. · Meanwhile, the city's traffic division will begin putting up signs that say, "Slow down. You are entering a residential neighborhood." The city will also pufUjr signs to advise commuters to use commer- cials streets ~e 17th Street and hvin~ Avenue to reach Coast Highway or the' freewa~. • But some residents aren't convinced those measi.i.res will help all that much. Contrary to the poem, I learned to bate trees. • Ted Finster and I grew up together in Balboa during the 1920s and 1930s, though I am a bit older. His father and my brother-in- law, with whom I lived, were partners in the Green Dragon Cafe on Main Street. Ted's moth- er and my sister were best ffiends. And so it was about 60 years ago, give or ~ a year or ; : so, Ted Finster and I received : skis for Christmas. Some dramat- ; • ic changes have Qeen made in : the world since. • Our skis were wood. Slalom runs were out of the question. And then there were the bind- ings, the things that connect your boots to the skis. When skiers • ~ take a fall the skis have a habit of going in directions the human ankles and legs cannot accom- modate. Thus, the modem salety bind- ings that disengage the skiers ·· boots from the skis on the appli- cation of certain pressure. Not our skis. When you put your feet into those bindings you and your skis were together come hell or high water. You and your skis were ~ aJid~Ciii'iaT. One time I caught a ski in a r.oot of a tree on a run, did a complete flip and the skis and I were still firmly attached. I had a hell of a sprained ankle but was just lucky that 1 didn't have a broken ankle or leg. . Bamboo poles an~ \eather boots completed the equipment -all for a total outlay of about $25.
