Huntsman's attorney, David Shores, argued in court that the school district had overstepped its, authority by suspending his client because Huntsman was not on school grounds or on his way to or from school at the time he was cited. The zero-tolerance policy applies only when a student is on school grounds, participating in a school-related activity or going to or from school. Shores also said the district hadn't seen any of the evidence, which he said proved Hunts- man's innocence, at the time he was suspended. Attorneys for the school dis- trict agreed that the decision to suspend Huntsman was not based on the evidence but on the police report against him. Snowden's dismissal from the suit, which was official Friday, came a week before a scheduled hearing in Orange County Supe- rior Court concerning whether the chief could be held personal- ly liable in the case, said Jim Murphy, Snowden's lawyer. In a legal demurrer filed last month, Snowden's lawyers argued the chief could not be named personally in the suit because there are no allegations that he participated directly in sexual harassment. • SEE LAWSUIT PAGE 4 Storms drive up dredging c.ost • Rains and a state Department of Fish and Game deadline have delayed the $.5,4 million project By Jenifer Ragland, Dail>' Pilot NEWPORT BEACH Recent El N'llio-related storms have increased both the amount qi muck in the Back Bay and the time line for scoop- ing it out, which will ultimately raise the price tag of the $5.4' million dredgmg effort. • Larry Paul, Orange County manager of Coastal facilities, said . High school seniors meet at OCC March 24 Oranga Coast College's -1.sth The council gave the funds to The Friends of Harbors, Beaches and Parks, a new group led by former Newport Beach Council- woman Jean Watt and county parks official Bob Fisher. They are on a crusade to convert 1.000 acres of publicly owned land at the mouth of the Santa Ana Riv- er into a giant nature reserve. The park would remain most- ly undeveloped and extend along both sides of the river from Adams Avenue south to the beach and then several miles up and down the coast into Huntington Beach· and Newport Beach. The land in the area is owned by a patchwork of local, cotmty, state and federal government agencies and would likely be handed over for use as a region- al park at little or no expense to the.group. And because the park is designed to be mostly undevel- oped, construction of any trails or signs also figures to be minimal. He plans to open the Blue Beet within two weeks, then sell BACK BAY CONTINUED FROM 1 Right now, the county is looking at an additional $500,000 to $600,000 in dredging costs, which Paul said he hopes to get from the Federal Emergency Management Agency. The federal government declared a state of emergency in Orange County as of Feb. 2, and the county will apply for funding once the process begins. The exact amount is subject to negotiations with the contractor, but Paul said the county is "cau- tiously optimistic" federal assis- tance would make up the differ- ence. The county fronted about $2.4 the business to a local restaura- teur and remain as .landlord, he said. The Blue Beet has been closed for several years. Paul said the long-range goal is to set up an annuity large enough to generate in interest the amount of money needed to dredge the bay about every five years. In the meantime, the county also is work- ing on a cost-sharing project between the federal government, city, state, county and The Irvine Co. that would dredge the bay more extensively three to five years from the completion of the current project. r ~ • ' f ~.
