School board member Dana Black said she wants the board to consider all options, even a merg- er of Estancia and Te Winkle Mid- dle School. "I'd like to see everything laid on the table,• Black said. Dillman was sporting a golf-ball-and-tee decorated tie. The attire couldn't be more fitting for the occasion, as thousands of pro- fessional golfers and spectators just a few miles down Coast Highway in Newport Beach were participating in the kind of event that enables Dill- man to rontinue saving lives. The majority of proceeds from this year's Thsblba Senior Classic N will go to benefit the state-of-the-art can- cer center, which for the past seven years has treated 1,700 new patients each year. Dillman says it is the sup- port of the community and events like the Toshiba Oassic that have helped make possible the center's great strides in cancer treatment. •This facility is testimony to the monumental generosity of the com- munity,• he said. On Monday night, the Newport Beach City Council gave preliminary approval to a revised ordinance that regulates door-to-door solicitors, including the Girl Scouts. The Newport-Harbor Girl Scouts Council bas been selling the beloved cookies for at least 50 years and expects to have about 750 girls posi- tioned outside grocery stores and other public places through the end of this month, when the annual sale ends, officials said. The City Council is expected to formally adopt the changed ordinance at its March 23 meeting. If approved, the new ordina.nce would contin- ue to charge commercial solicitors $250 and nonprofit groups such as the Girl Scouts $42 for a permit. K athleen Huntanan says she ii not accu.stomed to confronting the system - any system. That's not her nor- mal style. But if the system lays what Huntsman i.S certain is an unfair rap on her son, then all that changes to a steel resolve that Newport-Mesa Unified School District administrators from the superintendent down have been discovering lately. For the past 18 years, Kath- leen Huntsman's principal ener- gies have been divided between her work as an escrow officer and raisil)g her son, Ryan. She emd Ryan's father were divorced when Ryan was less than a year old, and Kath-' leen bas been going it alone ever since. From all indications, she's done a terrific job. Ryan js now a senior at Corona del Mar High School, carries a 3.0 grade-point-average, is a varsity golfer, works on the yearbook, is looking forward to college, and -says bis mother -has lots of friends. He has also managed to stay out of trouble -until two weeks ago, when a Newport Beach police officer cited him for playing his stereo too loudly, then searched his car, found and con- fiscated a small bag with a pipe in it, and mentioned this find in a BILINGUAL CONTINUED FROM 1 think it's necessary for them to be bilingual." She and other board members were responding to former school board candidate Oscar Santoyo, who said the dlStrict's next superintendent should be bilingual. Stokes said even the Santa Ana school district, which is 99% Hispanic, does not require its superintendent to be bilingual. Ml think it's desirable but not mandatory," she said. "Our goal, truly, is to get Hispanic students to speak English." Ryan was-given the same message. He thought it had to do with his diverse community and the abil- ity to communicate with them is desirable," said Fluor, who als<1 said that Newport-Mesa's former superintendent, Mac Bernd, lacked these skills. Then they told us together that on the b(lSis of the police report sent to them, Ryan was being suspended and transferred. He was sent home with instructions to stay there for five days before he reported to Harbor High." Huntsman spent the after- noon in shock trying to find a clinic that would test her son for drugs. Told she needed a doc- tor's prescription, she got one, took Ryan in and had him test- ed -inclu(ling a urine test that covered the previous 30 days. The tests found no trace of any drugs in his system. She asked that the report be faxed to her, but it was mailed, instead, which cost her several days. As soon as she received it, she faxed copies to Corona del Mar High School and the New- port-Mesa superintendent's off- ice, then followed up with phone calls, expecting the sus- pension to be lifted. What she got, instead, was a stiff-arm. The hard line of zero tolerance. For the next superintendent, however, Santoyo said it is important to have someone who speaks Spanish. "When I deal with parents who speak Spanish, they seem more willing to talk and to express their opinion when l am able to speak to them in Span- ish," said Santoyo, the director of the Save Our Youth program. But more important than hav- ing a second language, Santoyo said the next superintendent should be bicultural to be able to relate to the minority families and students in the district. He studied the state education code and the evi- dence over the weekend and took the case -mostly pro bono. He told me he asked that Ryan be reinstated while the charges against him were appealed through the school district machinery. When that was refused, he filed in Superior Court for a stoy of the suspen- sion. The stay was granted by Judge Robert E. Thomas pend- ing a Tuesday hearing on the validity of the suspension and the subsequent transfer. The evidence will all be pre- sented and ruled on then, and I don't intend to argue the case in this column. But there do seem to be some profound questions that need answering. Was the search of Ryan's car legal? What, if any- thing, was in the plastic bag? Was Ryan outside the jurisdiction of the school district when he was stopped? Why was the testing evi- dence provided by his mother ignored but the police report used as a basis for his expulsion, even though it made no mention of drugs? · The big picture here is a hard look at the whole concept of zero tolerance -even though for the most qualified candidate for the job, regardless of whether that person is bilingual. What a life I" Zembrlski said Tuesday morning during a practice round at Newport Beach Country Oub, site of the Toshiba Senior Classic. •I spent 11 years as a steel worker, busting rods and red irons (large steel beams),• he said. •The highest I ever worked was 5o stories up." Zembrisld still pinches himself to make sure it's all true, that life on the Senior Tour is not just some dream beam. Zembriski played on mini tours, including the Space Coast circuit, before turning 50, the golden digit for some. "It's the best job I've ever had .. . of all the jobs I've tried,• Zembriski said.
