You aren't alone. Community members have been telling school officials for months to· brace themselves - the invasion of the 4-foot, Kool-Aid-drinking kindergart- ners 1s on its way. Guess what? They're right. The district's fiscal services office had pTedicted a 25% increase in students over the next seven years, with emoll- ment to top 22,651 ih the 2002- 03 school year. But after }.ast September's surp~se of 200 une xpe cted kindergartners, school officials sought help from Bill Pieper, consulting director for School Services of California, Inc., just to be·sure. By D~vid Silva , Dally Piiot COSTA MESA -The City Council will com\der tonight several possible changes to its shoppmg cart retrieval program -changes that could result m higher costs to the aty and store owners. Costa Mesa launched the shopplllg cart abate- ment program in December 1994, lunng a company -called Unlimited Contracting Service to collect aban- doned shopping carts throughout the oty. The crty recoups some of the estimated $54.430 annual cost of the program by charg- ing shopping-cart owners $12 per cart collected. But at the request of 10 local merchants, Costa Mesa now requires Unlinuted Contractmg to give eart owners a 24-hour period to collect theu +The Costa Mesa City Council meets the first and third Monday of each month at n Fair Dr. Tonighrs meeting begins at 6:30 p.m. For more infonnation, call 754-5223. carts themselves. U the council renews the company's contract and provides compensation for the tagging, city staff esti- mates the cost of the abatement program would jump to about $74,000 a year. The council might then pass the added cost on to store owners by doubling what they now pay for retrieved shopping carts. According to Councilwoman Mary Ho'rnbuckle, such a fee increase is unlikely. Once store owners have reclarmed "tagged• carts, Hornbuckle said, it would be difficult for the city to charge them for the service. I'm referring to the ensem- ble chefs featured on the Televi- sion Food Network, a relatively new cable station devoted to 24- hour, onginal prograrpming on the culinary arts. As Irish as Costa Mesa can get · What the sitcom "Friends• has apparently done for the self- esteem of Generation X, the Television Food Network (or "TVFN", as it is known) has, done for my culinary libido. Sure, there are plenty of female chefs featured on the sta- tion's daily menu. [n particular, I enjoy "Too Hot Tamales" with Mary Sue Millken and Susan Fenniger. Susan Fields, of Mrs Fields fame, also hosts a regular dessert show, but I get a little weak in the knees considering all the cookie dough that must be lodged beneath this woman's unusually long, yet well-mani- cured fingernails. The male chefs of the TVFN line-up, however, are the ones who have captured my taste buds. There are robust Italians such as "Mollo Mario" and intel- lectual epicureans such as David Rosengarten. But they all know how to make shallots and sword- fish stand at attention. These are not the fussy artiste chefs of the '80s who occasionally delivered something to eat with a dainty plate of ai:t...._ 'Fhese are kings of the kitchen. Captains of good cuisine. Men with knives. And they clUl't afraid to deep try. They all wear their dish towels Wee holsters, and when they fire 11p a grill, man, it SJnokes. Watching them manipulate mgredlents gives me the kind of t.hOll that sports fans must find \Witching adroit ballhandlers. M-y favorite in the linetlp of cooks-for-view is the irre- pressible Emenl Lagasse. In his nightly show titled "The Essence oU~meril." lb.is "Nawlirls" -based NSlaurateur shows his viewers bbw to tum any meal irlto a table-top event. • The "essence• is his signature *nd of ground herbs and !lpfces, which he dispenses llber- aDy over just about all of his dishes Emeril may not possess typical pfirne-ume pretty boy looks, but, to me, he is the GeQrge Clooney ol TVFN His squared-off jaw and bnght black wavy hair frame a face that, well, in his words, "you just gotta love." Whether he's grating fresh horseradish for his potato timbale or stuffing a chicken with tanger- ines, Emeril serves up generous po_rtions of charm with his origi- . peggy normandin nal cuisine. I d&re you not to fall irl love with this guy. The other night, in his episode devoted to St. Patrick's Day fare, he put his usual twist on the tra- ditional by creating a corned beef and cabbage strudel roll. He rolled up his Irish mixture into buttered phyllo dough and cra- dled it onto the baking sheet With the care of a daddy dressing his baby. As he put it into the oven, he leaned back over his shoulder and said to his television audi- ence, "Heyl Don't you even thlnk of walking away from me now." Before each commercial break, he promises to "kick it up a notch" with the next.recipe. His instructional monologue is seasoned with lots of • Ooooh, baby, this is gonna knoooock your socks off" and "Man, I'm surprisin' myself here." "Can you smell this? I'm ask:in' you ... can you sinell this gawlic7 Hoooey!" It's no wonder I start to feel just a little sauteed every time I hear the smokey, bluesy melody which opens his every show. Emeril shakes out his magic red "essence• with the flourish of a man rolling dice at a craps table. "Baro!• he asserts with every application. O f course, when I try this at home, the effect comes aCl"OIS .more like that of a "splat~ sat.her lbaa a "bam," but then I suppose that's why Emeril is cooking in a state~of-the-art kitchen for an audience of 16 million American viewers and I'm performing to a 1954-vintage Chambers range with a small single oven. Sure, there are those who will contend that you get more sizzle from shows such as "Baywatch" or •Melrose Place" but, for me, TV doesn't get any hotter than Emeril arid the cast of TVFN. • PEGGY NORMANDIN's Tlme Out col- umn runs Mondays. . ._ . His name was Thomas Nevin, He was 6om in Offely County, Ireland, in 1904 . arid immigrated to the United States in•1930. Seventeen years later, he arrived in Costa Mesa -a few houses and a small business dis- tricr surrounded by barley fields, orange groves and weeds. "There wasn't a stop sign between Santa Ana and New- port Beach at that time, I don't think," he later recalled. On St. Patrick's Day, he celebrated his first mass for a congregation of 140 in Giauel Mortuary on Broadway. - In a few months he had moved a chapel from the closed Santa Ana Army Air Base to a lot on Orange Avenue, and St. Joachim Catholic Church was born with 130 families and more signing up each Sunday. The church was sunounded by pepper and tomato fields at first, and Father Nevin had to commute from Orange as he couldn't find -a house to rent in Costa Mesa. In 1949, the rectory was built and a parish school begun as construction of other houses began in the neighbor- hood. When he was ordained in 1929 at the age of 25, he was released from bis home parish to come to the United States. Being in poor health· at the time, he was sent to the mild cli- mate in Los Angeles where one Catholic diocese stretched from Santa Maria southward to Coro- nado. He served as pastor at Loyola Ma.rymount school, col- lege and hospital for nine years Drivers needed to help with Mobile Meals Friends in Service to Humani- ty and Hoag Hospital are look- ing for eager and people-friend- ly volunteer drivers for the Mobile Meals program to deliver meals to its elderly and ill, homebound clients. FISH and Hoag Hospital hope to add two more delivery routes to the six routes already in existence by July 1 to cover areas as tar as Coast Highway and up to the Santa Ana Heights area before Bristol Street. Council, a place where religious leaders of all faiths come together to dis- cuss common concerns. He saw his church grow so much that in 1958, be launched a second' Costa Mesa parish. Monsignor Thomas Nevin died in 1989 after nearly six decades in the priesthood.
