By Kim Kabar, Daily Pilot IRVINE -A plan to convert the El Toro Marine base into an urban commercial center is nothing but fantasy and an attempt to postpone the inevitable, Newport Beach May- or Tom Edwards contends. The El Toro Reuse Planning Authority's Millennium Plan, which was unveiled Monday, is a 20-year project to c;onvert the 4,717-acre El Toro site into a mix of residential and commercial areas and entertainment and sporting complexes. The group will present the plan to the Board of Supervisors at 4 p.m. today as the only non- aviation alternative in case plans for the proposed El Toro airport fall through. Copies of the plan also will be sent to the Navy and the Marine Corps. But the plan lacks foundation, said Edwards, who received a draft of the plan a couple of weeks ago. "There are so many items in this plan that are unsupported and unexplained,• be said. ·1n a nutshell, it is pure fantasy.• Wrth a price tag of more than $680 million, the project includes a 360-acre park, which would be modeled after Central Park in New York City and Balboa· Park in San Diego; a professional sports stadium; two championship golf courses; and two outdoor sports complexes. It also includes a mall, a college campus, corpo- rate offices, two residential neigh- borhoods -one in Lake Forest and the other in Irvine -and 995 acres of natural habitat. Planning authority members say the cost of the project would be offset by more than $1 billion in expected revenue from land sales and building leases. "Today we can offer a plan that everyone can embrace." It might seem like an embrace- able plan, but Edwards said it is a project with many flaws. "Take the stadium, for instance," he said. "It's a glam- orous idea, no doubt, but who are they going to get to use the stadi- um? And who is going to pay for the stadium? By Husein Mashni , Daily Pilot NEWPORT-MESA -As annu- al standardized testing began Monday, some school officials were asking why so many stu- dents score as low in their prima- ry language as in English. With 1997 scores in the 10s and 20s out of a possible 100 in Eng- lish-and Spanish-language tests, some school officials even ques- tioned the effectiveness of the district's bilingual program. v It's a very, very good question everyone wants answers to," said Cluis Jurenka, director of staff development and a former bilin- gual education teacher. "Every- one is taking a very serious look at this. It's our job to look for what works." At issue are the 1997 Spanish and English test scores for three of Newport-Mesa's high limited- English population campuses: Whittier, Pomona and Wilson ele- mentary schools. Scores are on the rise in sever- al areas at all three schools, and students in lower grades are scor- ing higher than those in higher grade levels. Although not all stu- dents take the Spanish A.ssesS- ment of Basic Education test, those who do have low scores. "U scores don't improve this year, I'm just really beginning to wonder if the program we're offering is doing what it's supposed to," said school board • SEE BILINGUAL PAGE 4 Local executive pleads guilty to fraud charges By Tim Grenda, Daily Pilot Balboa Island resident Charles Johnson has pleaded guilty to five felony counts of conspiracy and bankruptcy fraud stemming from two failed businesses he owned in Pittsburgh, Pa .. authorities said Monday. Johnson, who was a Newpoft,._ Mesa business leader and Orange County regional manag- er for Coldwell Banker, was indicted July 16 by a federal grand jury in Pittsburgh on 35 counts of federal bankruptcy and tax-code violations. The indictment came after an investigation by the Bankruptcy Task Force, which ls comprised of the FBI, Internal Revenue Service and U.S. Attorney's office. Johnson was charged with fil- ing false tax returns from a 1996 personal bankruptcy and with- holding other assets from the bankruptcies of two companies he owned from 1991 to 1996, prosecutors said. Assistant U.S. Attorney General Dennis Kissane said-Johmen entered the guilty plea Wednes- day. the fourth day of bis trial Pros- ecutors agreed to dismiss the remaining 30 counts, Kissane said. Johnson, who is not in custody, faces a maximum of 21 months in federal prison when he is sen- tenced June 24 by U.S. District Court Judge William Standish, Kissane said. COME CELEBRATE! Virtually all our schools need a major overhaul -not just to make them functional and to improve the quality of educa- tion, but to make them safe. The problem is districtwide. The perception of inequity between schools has divided our district for a long time. One of the reasons there is a perception of inequity is because of the enor- mous need for repain and physi- cal Improvements tn all of our schools. Everyone assumes mon- ey must be going to sch~ls other than their own. While I am seldom in favor of increasing taxes, there is fio bet- ter investment in our future than a school bond that will update our schools for the new millenni- um. Our kids are our future. Let's belly up to a bond. No oth- er measure will result in the large amount of funding w e require. It is the responsible thing to do. KIM PAWEU. Newport Beach Flying into El Toro 's flight pattern How curious. Air Force 2, with Al Gore aboard, took off from El Toro in the mildest of breezes (March 20). The pilot elected to face the wipd, put the mountains behind him and head south. Both the northerly and easterly depar- ture routes, advocated by com- mercial airport proponents and county staff despite unfavorable winds and terrain, were rejected. Could it be the pilot's decision was based on safety considera- tions, thus endorsing the views of the two commercial pilots unions who feel proposed runway con- figurations are unacceptable? T:ose interested in gauging whether Estancia High thletics will continue its current trend of revolving-door coaches and decreasing success (boys basketball being the obvious exception), should look closely at newly hired football coach R.oy Scaffidi's attempt to assemble a staff of assistants. Scaffidi, hired March 2, met with Eagle players for the first time last week and, thanks to the cooperation of the Orange 1 Unified School District (for which Scaffidi is employed at El Modena High), began teaching · the football class at Estancia Monday. But clearly more important than Scaffidi's ability to evaluate 1 Estancia players firsthand -interacting in the weight room and practice field, as well as putting faces to the numbers he's watched on videotape -will be his ability to lure prospective assistants with full-time teaching jobs. With several veteran teachers set to accept the Newport-Mesa Unified School District's early retirement package in June, Principal Peggy Anatol has ample opportunity to show a commitment to athletics by hiring teacher-coaches. If Anatol fails to demonstrate a willingness to hire solid teachers who also coach, it may trigger -or, some say, continue -a chain reaction of dissent that would render Estancia an athletic wasteland for years to come. Scaffidi said he has received nothing but encouragement from Anatol on the issue of hiring on-campus help. But former Coach John Llebengood consistently lamented a lack of administrative support on this issue and sports other than football have encountered similar frustrations. Several Eagle coaches, though reluctant to be identified, have raised concerns about administrative apathy toward athletics and it's no secret morale among those wielding the whistles and clipboards at Estancia has never been lower.
