By Evan Henerson, Daily Pilot NEWPORT BEACH -Barring pressure from city administrators, the Orange County District Attor- ney's office· will not investigate allegations that Mayor John Hedges improperly contacted the city's civil service boa.rd following a disciplinary bearing of a police officer. Deputy District Attorney Guy Ormes confirmed bis office had received a letter from Newport Beach City Manager Kevin Mur- phy, which outlines the circum- stances of the case. The letter, which the Daily Pilot obtained from the city through a request under the Cal- ifornia Public Records Act, reveals new details into the cir- cumstances involving the mayor, the police chief and two officers accused of drinking while on duty. The first scam incident was reported on 1an. 5 and the second was reported Sunday, he said. The con man met his first vic- tim, a 19-year-old Orange resi- dent through the teen's grand- {nother, police said. The man - who said his father was the may- br of Placentia and that he was a former reserve officer for Pla- centia -promised the teen a job in the county's traffic division helping to install traffic signals, Desmond said, who added that the teen was excited at the job prospect. · The man then asked the teen to drive him to the Teamsters Union at the Union Bank build- ing in Irvine where he asked the 9ictim wait in the car while he went inside to the union office, police said. When the suspect came back out, he told the victim it costs $340 to join the union and asked him if he could pay cash now and the county would reimburse him, Desmond said. The victim agreed, and the pair drove to the victim's bank in Newport Beach where he withdrew the cash from bis ATM and gave the money t~e con man, be said. The pair werit back to the Union Bank building and once again the victim is told to wait while the man goes inside. He then asked the victim to drive him to UCI Medical Center in Orange to fill out insurance forms, Desmond said. The victim once again oblig- es, and waited in the car while the man went inside the medical center. After three hows when there was no sign of the suspect. the victim realized he'd been had, Desmond said. In the incident on Sunday. the man used the same story and web of li,es on a 21-year-old Newport Beach man who was a waiter at a Costa Mesa restau- rant where the scam artist was a customer, Desmond said. This time he allegedly said he was a retired reserve police officer and that his brother was a police offi- victim of this.· The con artist is described as a heavy-set Latino man about 30 to 40 years old, 5 feet 9 inches tall and weighing about 220 pounds. He has black hair and brown eyes and was wearing silver framed glasses on one occasion. Detectives found that the thief's names and addresses he gave to the victims were fake, Desmond said. H It needs a lot of work," said Terrence Hicke, a spo)cesman for the network. H Right now we're taking out the ceiling tiles arid tearing out the carpeting. We're basically going to clean every- thing out and then start all over.• The three-story building, which was built about 15 years ago, has been empty for only about a month. TBN purchased the facility from Full Business- men's Fellowship International. "It was just too much building for them," Hicke said. HThey were downsizing, and they moved to other quarters in ·Costa Mesa.• Currently, TBN is headquar- tered in Tustin, where it operates both its domestic and internation- al ministries. But, Hicke said, the network's international operation is quickly outgrowing that f acillty. "We have Christian television stations and i:nmistnes in a mun- ber of foreign countries -in Cen- tral and South America, Italy, Greece." Hic'ke said. •And we have affiliates in other parts of the world. So, we have people com- ing in from all over, international- ly, to talk to us and discuss our ministries in foreign countries.• The new headquarters will house two 50-seat screening rooms; a souvenir shop; an area for meditation; a 3,500-square- foot auditoriwn, which will be used as a reception area for visi- tors; and a 200-seat television stu- dio. FRIDAY, APRIL 5, 1996 • Neighborhoods can erect security signs By lina Borgatta, Daily Pilot COSTA MESA -MesaNorth Co~unity Association's plan to hang 15 signs bearing the Westec Security name and logo won the City Council's support • this week, but it may be several ; months before the group can put them up. • The council on Monday . directed city staff to draft an amendment• to the city's sign code that will allow neighbor- hood associations to hang pri- vate security signs in the public right of way -something C'Ur- rently prohibited. But the fmal ' wor<ling of the amendnient Will • have to be approved by both ; the Planning Commission and •the City Council. ' •1t probably wouldn't. get to ' • the Plaoning Commission before the end of May, maybe June,• said Perry Valantine, the city's planning manager. •ne City Council beari.Qg would come after that. So, it could be July before the ordinance would be final and they could do it.• MesaNorth hired Westec to help supplement the public safety seJVices provided by the Police Department. The firm has-been patrolling the Paulari- no-area neighborhood for about a month. MesaNorth's founder Roland Wood said the association believes the signs will •adver- tise to the criminal element• that the extra security is there. "We want to inform criminals that our neighborhood is patrolled by Westec," Wood said. •1t is our opinion that these signs will act as a deter- rent.• And the City Council is will- ing to see 1f it works. On Thurs- day, Mayor Joe Brick.son com- mended MesaNorth's efforts. •rm very pleased by what the people in MesaNorth are doing," Brickson said. •They're making a lot of improvements on their own, without asking for public assistance from the city. They've put together a Neigh- borhood Watch, they've . been painting, offering to watch each. other's property when they're on vacation. •And I think the spirit of their request to put up the Westet signs was for the IDl}>lic good, and I think it's a fulfilling use of public property. In my own mind, it's not so much advertising but furthering the public safety for people up there.• : High school to teach line dancing • I Put a few words to work for you. Then be called the city's General Services Department and talked to the director David Niederhaus who asked him for the name of the refuge truck driver or the number on the truck. But all Corwin had was a physical description. Niederhaus said be was in the city yard Wednesday night poking in the refuge for the bike, but it wasn't found until ThUJ'Sday morning. "The fj.rst thing this morning when the guys came in we located the bike," Niederhaus said Thursday. "Our men llave set rules and we have to make sure it's his property.• But when Corwin went to the city yard Thursday afternoon to identify the bike which was in Niederhaus' office, he went home empty handed. Corwin stood before a closed door to the room where the bike was stored and was asked to describe his missing bike. We fear How we would think of ourselves if we could be truthful. And we flee from such fears with all that money, leisure, pleasure and brains can buy. Fearful of what others may do, we raise an army and build fences. From that fear, we draw the conclusion that we are unlovely, unloving and unlovable. Bruce Van Blair Clearly thousands of people all around us still try to tune their lives to Jesus the Christ, and worship is one of the ways we do that. It is ess~ntial to mix our spiritual awareness with service, and learning, and inspiration and community: so we gather together. Easter Sunday Liturgies celebrate the Lord's victory at 7 a.m., 8:30 a.m., 10 a.m. and 11 :30 a .m. We are a small (200 member) community church by choice. Our roots go back to the Pilgrim Fathers who settled and founded New England. Our structure is more freedom- oriented than effective or efficient. We stress the work of the Holy Spirit and back away from thinking every person should be in the same place o r believe in the same way, at the same time. We take the Christian Way (or life) with great seriousness, and study the Bible earnestly. We are not literalists, nor do we expect to walk the path without questions or doubts.
