By Evan Henerson, Daily Pilot A bill seeking to prevent the disposal of treated sewage in Newport Bay passed a state Assembly subcommittee Tuesd ay and is headed for the Appropria· tions Committee. "I'm pleas~d with the out· come," said Assemblywoman Marilyn Brewer, who authored the ·bill at the request of the city of Newport Beach. "There were some good questions from the committee members, some good exchange." The bill would prohibit the dis· charge of highly treated -or "reclaimed" -water into a stream or waterway located with.in two miles of an ecological reserve and within five miles of a no·discharge harbor. Brewer (R·Newport Beach) wrote the bill in an effort to block Irvine Ranch Water District from dumping 5 million gallons a day of treated sewage water into the bay for two~1vears. The r water district's proposal, "I'm pleased with the outcome. There were some good ques- tions from the committee mem- bers, some good exchange ... " -MARILYN BRE\VER which has outraged city leaders and residents, would save the water district several millions in disposal costs with the Orange County Sanitation District. A state agency will de termine the project's fate on April 19, w¥e the Appropriations Committee will not hear the matter unW May. Even if the project is approved next week, the water d.lstnct could not begin dumping treated sewage water until October at the earliest. :A ·- Tuesday's 7.3 vote of the legis- lature's Parks, Water and Wildlife Committee spilt along party lines, with the committee's three Democ- rats voting against the plan. John Charles Everson, 69, of Lake Elsi- nore. ,. : By Tina Borgatta, Daily Pilot COSTA lvfESA -Last week's flap over the 23 Imagination Cel- ebration flags, which hang from the light posts around 'Ihangle Square, has prompted the City Council to take another look at its policy on banners. The council was forced to call a special meeting on Monday in order to give the management at the downtown shopping center its formal OK to let the banners fly. According to niangle Square partner Rieb Shapiro, the shop- ping center's management didn't th.ink the council would have to review the matter again this year. The same flags for the same event were approved by the council last year, and Shapiro said he thought all that would be needed this time was a "rubber stamp" from City Hall. But he was wrong. And he did- n't find that out until the flags bad already been bung .• "We sent in our application (to hang the banners) on March 27, and on the 29th we received a telephone call saying we needed the City Council's approval," Shapiro said. "At the time, we didn't know the banners were already up. Had I known there was a problem I would not have put them up. "But maybe there's some way we c:an amend this policy. TbeSe are almost seasonal. We had the same bariners go up in the same location last year. To have to go up before you guys every year with the same thing, it just seems like you guys have more impor- tant things to do." Shapiro's suggestion won sup- port from the co\J.ncil, which asked City Manager Allan Roed- er to place the matter on an upcoming agenda. But Shapiro isn't the only one who thin.ks the city's banner poli- cy could stand some revising. Roeder said some residents have asked city officials to consid- er outlawing the use of banners in certain areas of the community.
