By Husein M ashni, Daily Pilot NEWPORT-MESA -Although there are many unknowns in the 1998-99 school district budget, school board President Jim Ferry- man said one thing is almost cer- tain: There is not enough money for employee raises. One unknown is whether the district's , budge\ is being pro- pelled by state revenues or local property taxes. The district won't know until June. Another unknown is how much money the district will save with its budget restructuring p rocess. The initial phase will streamline 10 departments by June. The size of the budget shortfall seems to fluctuate, too. At the beginning of the year, school officials said the district had a $4.8 million shortfall, which meant there would be no raises. Your review of the baseball game between Costa Mesa and Newport Harbor high schools seemed to have a cut- t.lng edge to it, and that edge rested on Mesa's wrist ("'Tarred' and feathered,• April 15) - something along the lines of the arllcle written after the Laguna Hills football game. No one from their hometown newspaper even inteTVlewed our players, or our coaches for that matter. That was the only article from four different news- papers that was left out of the seniors book. The Hawks really killed El Toro, beat 1\-abuco. Other than two long plays, they never drove on the Mustangs (I've watched this tape too many times to reach the conclusion that deserved that article). Cancellation of tournament disappointing I just found out there will be no Uon's Cup soccer tournament this year. Everyone in my family. including my daughter, was looking forward lo participating. We had so much fun last year, we still talk about it with LETTER TO THE EDITOR some of our friends. It's an unfortunate develop- ment, considering this is the only real opportunity for all the Newport-Mesa elementary schools to field teams in a single, competitive event. J understand there are insurance, logistical and financial consideratjons for a tournament of this size. I don't blame the Lion's Club for dropping their support. since it has been a money-losing endeavor. However, there's real value to staging a townament of this type, if only to help the kids develop pride in their schools -not to mention yet another opportunity for kids to be exposed to such a wonderful game. While it's too late to organize it to coincide with this year's Fish Fry, perhaps something could be done for later in the school year or the beginning of swnmer. At the very least, let's do some planning now so it can be staged again next year. I hope someone will take it upon themselyes to get the ball rolling for a local community-schools soccer tournament. If they do, I would be more than willing to get involved in some capacity, and I'm sure there are many other parents who would do the same. · V.ADDEMAN Costa Mesa HOW TO BE A PART OF LOCAL VOICES We want to hear your thoughts and opinions on local issues and controversies. Daily Pilot COSTA MESA -A convicted sex offender goes on trial today on charges related to the surrepti- tious videotapmg of dozens of young girls undressing in their homes and in public restrooms. Paul Russel, a 38-year-old tran- sient. was arrested about 11:30 p.m. March 28 after a woman in the 1900 block of Santa Ana Avenue reported seeing a man peeping into a neighbor's win- dow, said Costa Mesa police Lt. Ron Smith. Russel was charged with suspi- cion of prowling, possession of an illegal krufe. possession of child pornography and failure to regis- ter as a sex offender -all misde- meanors, Smith said. If convicted today at Harbor Municipal Court, Russel could face up to 2 112 years in county jail. Meanwhile, Smith on Monday mvited area residents to view clips from 20 one-hour videotapes that mvesbgators found in a Cos- ta Mesa storage locker rented by Russel. The purpose of the view- ings is to identify some of the 50 to 75 girls ages 5 to 14 shown on the tapes, which could lead to more serious charges being filed against Russel, Smith said. That's because it's the only pro- posed scenano that matches what Newport Beach people want -an international airport at the El Toro Marine Corps Air Stabon with John Wayne Airport operating at status quo. •Of concern ts a hard link between the two airportJ that would have to go through the dty of Irvine,• said Peggy Ducey, deputy dty man~er. •u you look at the possibWty of that happen· ing, it's probably not very high. r think out of tbe four it's the least likely.• She said Newport Beach officials likely would not get behind alternative D because it closes John Wayne to com· mercial flights or alternative A because it limlts EJ Toro to a domestic airport. That leaves alternative B as the most viable option at quick glance, she said. The plan also includes a mixed-use Global Town Center with an emphasis on international business and trade, a HillsidB Technology Park for research business and a large regional park with cultural and recreationdl uses. Tom Naughton, president of the Air- port Working Group, echoed Ducey's process of elimination as to which plan he would support. ·1 think the best one is probably alternative B, or a hybnd of that.• said Newport Beach Mayor Tom Edwards, who also is a member of the county's Citizens Advisory Committee. •Frankly, it incorporates the airport and everything the Millennium Plan la non- aviation aJtemativ'e proposed by South County cities} wants.~ •If someone said, 'What is your snap judgment?' I would lean toward plan B, • he said. •There's no reason why we should limit operation at El Toro to domestic service only, which discounts plan A. Alternative C I wo\lld discount initially because of the tremendous expense of the people mover. Plan D I discount because that's the original sce- nario that limits John Wayne to private aircraft, and I don't agree with that.• While alternative C also envisions El Toro as a large mtemat10nal airport and limits John Wa yne to only short-haul lights, 1t mcludes a $300 million, tugh- speed people mover connectrng the two facilities. But El Toro opponents maintain that alternative B is not viable, either. Paul Eckles, executive director of the El Toro Reuse Plaruting Authority, said NUDE CONTINUED FROM 1 attorney hired by the city to work on the case The bdtlle ensued for another year with lawsuits, IOJuncllons, court appeals and an eventual decision by ctn Orange County Supenor Court Judge lhdt forced the club lo close its doors in June 1997. The Police Department mom- tonng was ordered by the same judge in May dS an mterun mea- sure to mdke ~ure the club did not violate the law while a deci- sion on its future wa!.. pendmg, he said. Included 10 the order was the cond1llon that Tily B foot the bill for the officers' time. Accordmg to the claim, the company paid the city $9,450 per week rn advance for two New- port Beach police officers to patrol the club In all. Tuy B paid the city $4 7, 250 for l.050 hours from May 23 lo June 27, the claun said. But the claim alleges that the C(J<~!Oli• r·~unt Aht•od for f 11 l r, Since 1972 club's log sheet, whlch officers signed when they entered and left the business, shows the offi- cers only monitored the club dur- mg 586 operating hours. That would entitle Tlly 13. to a refund of the remaining prepaid hours -about $20,850, according to the claim. On top of tbat amount, the claim states Ttly B. is entitled to compensation for all beverages consumed by Newport Beach officers while they were monitor- ing the club. Those included one coffee, six soft drinks and one bottle of water on separate occa- sions, which the documents allege were not paid for. City officials were reluctant to comment on the substance of the claim, saying they would investi- gate the allegation and review Police Department records. Murphy said he recalls there were times when the city sched- uled officers to monitor the busi- ness, but when the officer arrived, the restaur1nt was closed. "We'll invesbgate it, and if there's any legitimacy to 1t, we'll deal with it," he said. Naughton said the Airport Working Group plans to review the county's pro- posals carefully, but said there are a few things all board members agree on. One of them is keeping John Wayne open at its current capacity -about 1 million passengers a year. •\/Jle believe the demand from Orange County in the next 20 years is such that it will require both El Toro and John Wayne to satisfy that demand,• he said. ·Plus there are a lot of businesses that thrive around J&°hn Wayne, and I don't think the business community would support shutting it down." He said the group also will continue to try to maintain John Wayne's curlew as well as institute a curlew at El Toro. John Wayne's curfew, which limits flights to between 7 a.m. and 10 p.m. Mondays through Saturdays and 8 a.m. to 10 p.m. Sundays, will expire in 2005. It's just part of a week-long celebration of the underdog during festivities in Newport Beach June 14-19. •Newport Be ach e ntry Erin Campbell the winner in The Irrelevant Week XXIl1 Very Most Relevant Contest. I f anyone feels a little short-changed m U1e ·war rooms" of the National Football League's New York City-bdsed Draft Day, perhaps they should contact Newport Beach's Erin CdmpbeU for a little bit of advice. There seems little doubt in this comer U1at she could bolster the "masterminds" when it comes to selecting someone from the sea of talent available each year from U1e college ranks dS they head toward the pro circuit. Campbell nailed the first seven of U1e 1998 draft Saturday to win The Irrelevant Week XXll~ Very Most Relevant Contest, which sends her to the 1999 NFL Draft next year m llie Big Apple. Within a scope of many, many entnes which correctly went "Manning-Leaf-Wadsworth-Woodson." Five entnes chose six straight and surviving be-breaker moments were Diane Coltrane of Newport Beach, San Diego's Felton Pray and Chns Forbes of Marltom, NJ. The three second-place winners each get a weekend's stay for two, one at U1e Hyatt Newporter, one at The Sutton Place Hotel, and one at Four Seasons Hotel. While U1e pesky receiver Randy Moss was the major joker in the deck which victimized many entries, the most startling entry of the entire contest came from James Thom of Temundl Island, Ca. Thom, who was stopped in hls tracks at the No. 4 pick (Moss bedeviled tum), did what no one thought possible. He picked Mr. Irrelevant XXIII -Weber State's Carn Quayle. Thom's choice for Mr. Irrelevant threw U1e irrelevant Week headquarters into a turmoil and all that can be determined at Uus point ts that something will most assuredly be done with James Thom for connecting with Quayle. Earlier contests, all designed to pick Mr Irrelevant, proved to be pointless, because no one ever nailed 1t.
