The Airport Noise Capacity Act, passed in 1990, requires air- lines to use quieter aircraft by 1999 and makes it more difficult for local governments to impose restrictions on airports. John Mietus, the reuse author- ity's attorney in Washington, D .C., said the burden of proof for a curfew is on the airport. "The regulations treat a curfew as a last reso'rt," he said. Tue primary justification for their endorsement of status quo was the then-implied efforts section officials would make to see that issue5 of competitive equity between public and private schools would gain resolution by the fall of 1999. Short-sighted support for status quo, however, did not account for changes to the playoff structure for 1998-99, which will now adversely affect schools stuck in pre-existing leagues. Such a one-year bit will be absorbed by the football programs at Costa Mesa and Estancia high schools.
