By Evan Henerson, Daily Pilot NEWPORT BEACH -When term limits force John Cox from office in November, the city's 7th District will have an open council seat for the first time in 12 years. An event that monumental might even coax retired City manager Bob Wynn back into city We -although that's not what Wynn, now a private consultant, wants to happen. . By Evan Henerson, Daily Pilot NEWPORT BEACH -Hadd Ring, a developer who founded both the Balboa Bay Club and what is now the Newport Beach Country Club, died Saturday at the age of 92. Mr. Ring was influential in the devel- opment of several communities around the dty including Dover Shores, Balboa Coves, Eastbluff and Bayside Village. He clied at Hoag Memorial Hoq,ital, anoth- er dty landmark which he had a hand in placing on the map. "When be was a realtor, my father showed the site where Hoag is now to the Presbyterian Church," said Bill Rin~, himself a realtor. "We were very good friends and we did a lot of things together. He was more than just a father. He was like a best friend too." Local legend has it that Mr. Ring, then a real estate developer, was cruising around Newport Harbor when he noticed several shacks on an abandoned military training base. Mr. Ring and his partner, Tom Henderson, decided they could make better use of the land and secured a long-term lease on what would eventually become the Balboa Bay Club. ' " Commission's judgment askew on appellate court appointee T be "Jenny Comm.bslon• · • really blew it this timel The so-called •Jenny Commission" is a group of 21 lawyers and six "public mem- bers all appointed by \he Board of Governors of the state Bar. The Commission's full title is the Commission on Judicial Nomination Evaluation. Its task is to evaluate candi- dates for judicial appointments by the governor. Generally speaking, all gov- . emors make good judicial appoinbnents if only for selfish reasons. They get brownie points for good appointments and black eyes for bad ones. For the last 50 years, I have served on the courts of this state with the appointees of Govs. Culbert Olson, Earl War· ren, Goodwin Knight, Pat Brown, Ronald Reagan, Jerry Brown, George Deukmejian and Pete Wilson and, with the possible exception of Jerry Brown who did make some weird appointments, the choic- es of all those governors have peen outstanding. I hasten to add that I am now serving on the Orange County Superior Court with several Jerry Brown appointees and they are, without excep· · ~on, excellent judges. Howev· er, Jerry Brown has to live with _ the Rose Bird disaster and the fact that all three of the San . Diego judges now being tried for accepting bribes were his · appointees. Jerry Brown simply marched to a different drummer than any other governor, past or · present. Each of those governors had his informal committee of Sabatino Tommy · robert gardner lawyers and judges who advised him on his judicial appointments. Then, in 1979 the state Legislature estab· lished what is now called the Jenny Commission, which until now has done fine work. But, when Gov. Wtlson's nomination of Appellate Court Justice Jan- ice Rog~ Brown came up the commission really dropped the ball. The commission found that while she had "exceptional legal skills" it found her unqualified because of "lack of judicial experience.• Poppy- cock. l do not k:Dow Justice Brown and doubt that I will ever meet her but the finding of the com- mission that she is unqualified because of lack of judicial experience is pure balderdash. The greatest chief justice in the history of the United States Supreme Court. John Marshall, had absolutely no judicial experience when he went to that court. Neither did the cur- rent holder of that office, William Renquist. Roger SABATINO'S DB For Reservations and Directions Call 723-0621 Ip keep r city clean! 'Il'aynor came from the classroom, Gibson from politi· cal office. The real irony is that Rose Bird, who was approved by the commission had no judi· cial experience either and damned litUe legal experience, having been a deputy public defender. So, this lack of judicial expe- rience is a phoney as a three dollar bill. What was the real reason for the action of the commission? Justice Brown is a woman. Maybe the thought of having three women on our Supreme Court was too much for the commission. She is also black. I certainly hope that is not the reason for the action of the com- mission. Also, she is alleged to . be M conservative." whatever that word means today. Once it meant the difference between one who believed in judicial restraint rather than judicial activism. I guess today's litmus test is one's stand on abortion, a matter which should be of complete indiffer- ence insofar as one's qualifica- tion for a judicial career. I don't know what the real reason for the action of ·the commission was but it can't be lack of judicial e~ence. That so-called reason simply doesn't hold water. • ROBERT GARDNER is a retired judge and a resident of Corona del Mar. His column appears Tuesdays. Bibb, a Newport Beach resi- dent and Big Canyon member since 1977, shot his record in August 1986 in a regular round with other members. In the first round of Monday's 36-hole championships, Woods, an honorary member of Big Canyon, shot a 30 on the front nine and 31 on the back. 11, the second round of 18 holes, Woods fired a 65 (31 on the front, 34 on the back) to top Bibb's longstand- ing record again. He became an honorary member at Big Canyon in 1992, following his second U.S. Junior Amateur title. NA lot of pros couldn't break it, but (Woods) did," said Bibb, who followed Woods in the gallery for 25 of his firit 36 holes. "(Woods broke i~) badly. It was pretty exciting to be able to watch it. He is remarkable. He's the best who's ever lived to this age (20). The guy is a magician." An estimated gallery of 100 to 150 followed Woods on Monday.
