Costa ' Mesa police could turn ugly quickly. What stands between offi- cers and a fatal gunshot wound is plenty of training and a city-issued bulletproof vest. Ve s t s have four numeric industry lev- els that are mandated by the National JD.stitute for Justice. Most police departments, including Costa Mesa and Newport Beach, have level 2 vests, which stop m0st handguns even at point-blank range. Levels 3 and 4 are usually armor plates that can't be con- cealed under clothing. They are dasigned to protect officers from high-powered weapons. The vests are made with a specially woven fabric that can catch bullets. The energy from the projectile is dispersed throughout the vest and absorbed by the material. The standard vests issued by police departments are vulnera- ble to rifles, leaving the question: are officers safe? •Tue city offers vests that are adequate for our line of work,• said Costa Mesa police Sgt. Les Gogerty, who is on the depart- ment's special weapons unit: Gogerty sald officers have the option of upgrading their equip- ment. Members of the tactical squad are given armor shields to stop most bullets. "Here in Costa Mesa, we don't have many shootings," he said. "But the potential does exist." 1n 1990, Newport Beach police arrested several people who used body armor in two bank rob- beries. Sgt.
