City officials, IRWD and Orange County Water District officials agreed on an alternative that would divert 5 million ga11£>ns a day of highly treated sewage - or reclaimed water as it is referred to by officials in the industry - away from the bay from October 1996 to March 1997, and possibly in the future. The 'alternative agreement involves IRWD constructing a $2.4 million pipeline link between its Michelson Water Reclamation Plant and OCWD's Green Acres pipeline, which would extend into Newport Beach, and will accept at least 4.6 million gallons, and up to 7 .8 million gallons, of reclaimed water for at least 15 years. The City Council chose the complex at 1640 Newport Blvd. for the improvement project dur- ing Monday's meeting. The pro- ject uses volunteer help to spruce up a given area. The purpose of the program is to improve the appearance of a given neighborhood. Those cho- sen must be experiencing signif- icant physical, social and eco- nomic decline and have resi- dents of modest incomes. El Nido consists of 63 mobile homes and five apartment units. They are each at least 25 yecm old and in need of improvement. Annual income for the residents ranges from $6,000 to $10,000. City staff is hoping to recruit 75 to 100 volunteers for the pro- ject. The purpose of the r am is ocus commum resources and volunteer support on neigh- borhoods experiencing signifi- cant physical, social and eco- nomic decline, a city staff report states. Six neighborhood cleanup events have been held since the on.Set of the program in 1993. Homes along Shalimar Drive and Bay Street are past recipi· en ts . MARC MARTIN I DAILY PILOT With parking and traffic conditions getting out of control at Its present location, Trader Joe's ls moving Into the old Empire Ballroom site on 17th Street In Costa Mesa. Trader Joe's to move across street • Change in zoning will allow popular grocery store to move into former Empire Ballroom site. By John canalis, Daily Pilot COSTA MESA -li"ader Joe's can now move its grocery store at 103 E. 17t,b St. to roomier digs up the block. The popular South Pasadena chain has for sometime wanted to move its Costa Mesa market to 640 W. 17th Street, former site of the Empire Ballroom. But the area was zoned for light industri- al rather than commercial use. So the City Council, after reading a letter of intent from li"ader Joe's saying it would move to the new location, rezoned the area Monday. The decision clears the way for the maric.et. Store representa- tives said they are pleased since the new location has better park- ing, easier street access and is just across Superior Avenue from the current location. "We envision this as a very popular move with our clien- tele," said Leroy Watson, senior vice president for li"ader Joe's. "The customers are going to love the fact that they're finally going to have some space and some parking." The move will double the store's size from 7,350 square feet to 17 ,800 square feet. Parking will go from 130 spaces to 200 spaces. And li"ad- er Joe's won't have to share its lot with a bustling Denny's restaurant anymore. "Hopefully, the move will help alleviate some of the traffic problems," Councilman Gary Monahan said. Extensive renovation of the Empire Ballroom nightclub, which was an industrial com- plex in its previous incarnation, is planned. The new store could open by the end of the year. Council members were divided on the matter, voting 3- 2 in favor of the zone change. co ~ ~ -~'!!_t!L~!:., I BUY -OMELETTE I ••USTOL L-.IUJW~l-.J Served With Home Fries Toast or Biscuits & Gravy • 3211111t81 It. ti. May- or Joe Erickson and Council- woman Sandy Genis dissented. Genis and Erickson said they support the specialty store but were apprehensive about allowing commercial businesses on West 17th Street. They said changing an industrial area to a commercial one will likely increase traffic. "It was a hard decision," Genis said. •My concern is the traffic there is really terrible." Nevertheless, Erickson and Genis are pleased to have the store in·town. "li"ader Joe's is very valuable to the community," Erickson said. "l wish them well." Buffa agreed, noting that the rlch sales tax dollars the store already brings to the city can only increase. He said the market is key in a business district that extends from Tuangle Square. The city's Planning Commis- sion already has approved the zone changes. INYISTMINT Sl7S For Info rmation & Rcgi.-.trat1on Call 7 '14-380-8862: -:··,.,·~~ • WEDNESDAY, JUlV 17, 1996 A toast to some friends .in the south of France M y wUe and I hue fut returned from a trip to France and Spain made incande19ent by wonderlully rich time with old f.rlends who have lived ln Provence in a 15th century condominium for the past 20 years. Uke a good many other Ameri- cans, I suspect. I have my own pecu- liar set of creature comforts which I've always bied to push down dur- ing many years ol traveling because I didn't want to contribute to the Ugly American syndrome. But I'm old enough DOW that I don't care about such matters. rm also oJd enough to have learned to tilt only selected windmill.$. And in the case ot our just completed bip, those windmills were narrowed down to shower curtains and bot toast. The French -indeed, all west- ern Europeans -are adamantly opaque about shower curtains. To bathe themselves, they stand or squat or kneel in a porcelain buck- et and spray themselves with a long-necked device that must be held in one hand or it will slither about the bucket like a schizo- phrenic snake. All this takes place without ben- efit of a shower curtain, and I have found no way of washing myself without soaJQng the entire bath- room and bringing down the wrath of others who share this space. Our French host bought a shower bar and the hardware to mount it a year ago but lacked the necessary motivation to get on with the job. None of my offers to put it up for him were accepted. I did better on tlie hot toast front. Our hosts visited us in New- port Beach several months ago, and I firmly booked the French lady on hot buttered toast in the morning. She even had a modest flirtation with peanut butter. And so when we arrived at their home in France, she had acquired a toaster. The French have this quaint habit of eating the remnants of yes- UP .joseph n. bell terday's baguette for what J>a$5eS there as breakfast -the only visi- ble sustenance until about 1:30 m the afternoon, after which ·time you are immersed in food and wine for the rest of the day and evening. But the new toaster inspired us to the discovery that baguettes sliced and toasted and topped with melt- ed butter (another French no-no) are magnificent. Six or seven such slices, especially when peanut but- ter and jam are added, will carry one nicely into the early afternoon. While our hostess showed real enthusiasm for this regimen, our host regarded it with deep suspl· cion before becoming a doset toast addict. Thus did we bring Ameri- can Culture to the south of France. We made other less substantial contributions, as well. For example, I discovered a gro- cery store that carried the Paris Herald-Tribune and was thus able to point out to our hosts and vari- ous French people who stopped by the house the satisfactions of knowing the American baseball scores daily. You might well ques- tion the value of knowing the Angels got hit with a 13-run fuSt inning by Oakland, but this would have been an even greater shock bad I dealt with it cold turkey on I returning home. We were also able to introd~ fireworks to our friends' neighbor- hood on the Fourth of July when we stood about in front of their house waving sparklers and singing •rm a Yankee Doodle Dandy,• aided and abetted by copious quantities of very good wine. The Fourth also happens to be my birthday, and it was a mem- orable one, indeed Introducing such civilized behavior to French culture is not an easy task and sometimes required looking past raised eyebrows and polite incredulity. I now have a new and heightened respect foe the Christian missionaries who invaded all those backward societies to give them The Word. even though the societies were doing quite nicely before, but not after. I've been thinking about this a bit since we got home. I need no recog- nition for the missionary work I accomplished. But it did occur to me, 10 all modesty, that a small plaque, set in stone at the site, might be in order. It could say something like: •on this spot. hot, buttered toast Wa.$ introduced to the French people in the year A.D. 1996. • My name does- n't have to be on it. I'm not sure when we'll be invit- ed back. But f'll be ready when that time comes with ways to enrich French society. Just for example, it might shock those of you who haven't visited France to know it is impossible to find a bottle of ketchup at even the l>est restau- rants. And the.whole country is Catholic but hardly anybody talks about abortion. You can't even find military weapons m theu gun stores. I probably should mention that we had a terrific time. They really know bow to make wine over there. And deal with grace and humor with Ugly Americans. • JOSEPH N. BEU is a Newport Beach resident. His column runs Wednesdays. at the Fair! Bob Causbn, who formed Defend the Bay to oppose IRWD's project, was one of few residents who did not favor the agreement. ·nus is a complex agreement with a lot of 'ifs'" Causlin told the council. Caustin objected to not having gwdelines in place. Burnham agreed the deal had more "Ifs" thdll he would like, but when comparing it to the city's other alter- natives such as appeals, litigation and the Brewer bill, the agreement has a better chance of achieving lhe goal to improve water quality of the bay. As far as the ci ty's end of the deal, the city must agree to do the follow- mg: don't appeal the regional board's approval of IRWD's wet- ldnds project which the board approved July 11 don't sue the dis- trict; request amendments to Assemblywoman Marilyn Brewer's bill; don't oppose IRWD's use permit son said. •There isn't enough traffic to support regional businesses.• Most importantly, perhaps, the plan limits motel development. Though a tremendous improve- ment bas been made over the yean, Newport Boulevard motels have been linked to crime, drug use and blight. After a year of negotiations with city officials for a joint-use recre- ational facility, school board mem- bers decided in March to sell the farm to generate revenue for piling maintenance needs. The board then declared the property surplus and offered it for sale to public agencies. City council members, citing a dire need for recreational facilities, entered negotiations with the school district in May. to use redairoed water to irrigate duck ponds and marsh. City officials are confident they can meet all the conditions put on them to prevent the discharge into the bay from Oct. 1, 1996 to March 31, 1997, and eventually long-term discharge. Under the agreement, the city would pay a total of $545,000, which indudes $.500,000 toward the pipehne lmk project for the first year paid through a 15-yeat .loan from IRWD; $15,000 maximum for mortitoring pro- gram to test the bay; and $30,000 max- imum for project manager to oversee the construction of the pipeline link. The demand for the lower fares is so great that customers and travel agents are unable to get through to Southwest over the phone. Customers have found it necessary to purchase tickets at the airport, creating a perpetual crowd . This has angered those traveling before August 19, who must also wait in a line, but do not benefit from the discount fares. Second, the Regional Water Qual- ity Control Board, which approved the CRWD's two-year plan on July 1, must agree-on the monitoring and testing program for the bay during the first year of the project. Instead of pumping the 3.2 million gallons of treated sewage into the bay, CRWD will pump it into the duck ponds, then after the required seven days, they will test the water and pump it back to the plant, according to an CRWD official. For six innings, Costa Mesa American had a lead. Pitching (by right-bander Josh Graves) and defense (particularly by second baseman Brad Appleby) helped Brannick's band of war- riors to a 5-2 edge, with only three more outs needed to secure a spot in tonight's District 62 title game against host Westminster at Johnson Intermediate School. Graves scattered 11 hits, but gave up only one earned run. He was relieved with one out in the seventh by Alan lane. Mesa American committed two errors in the seventh to provoke Seaview's rally. Kevin Novak, Seaview's leadoff hitter, ripped a two-run single to tie the game, then Matt Ross scored the winning run from third base when a routine ground ball to second resulted in a throwing error. "We played hard," Brannick said, "it just got away."
