Costa Mesa resident Lori Rudolph served the Kemps, who were dining with Jack's three brothers. ·They were talking a lot of politics, stories and anecdotes,• • SEE KEMP PAGE 3 Toyota-Vo vo expansion ge green By John Canalis, Daily Pilot COSTA MESA - City planners on Monday approved an ambitious expansion project for South Coast Toyota-Volvo that includes the raz- ing of 10 homes and 11 commerdal buildings on Harbor Boulevard, Ford Road and Bernard Street. The unoccupied houses already were bought out by the dealership so no one will lose a home. But the expansion, to be com- pleted in January 1998, will encroach on the residential neighborhoods below Harbor toward Newport Boulevard. South Coast will expand its buildings from 34,164 square feet to 59,400 square feet. Bigger -and potentially more noisy -body and paint shops are part of the project. And larger digs translate to more cars, employees, test drives and traffic through the West Side enclave. A 20-foot wall will protect the homes from at least some noise. Accoustic tests will be done later to make sure they match city codes. The Planning Commission did not approve the project without concern for the Ford Road Area Homeowners and Renters Alliance, a neighborhood group formed two weeks ago for this very issue. By Julie Ross Cannon, Daily Pi/or . NEWPORT-MESA -For nine years, Newport-Mesa Unified officials have relied almost solely on local property truces to fund the district's budget. This year they will be at the mercy of the state legislature. Newport-Mesa is switching its funding mechanism to provide more money for its skyrocketing student enrollment, which is expected to bit heights that rival early 1970s enrollment records. And though the transition was imminent, school officials say a $1 million, last-minute property true decrease forced the adjustment sooner than expected.'. "We're going to get our fund- ing on a per-student baslS this year,• said Superintendent Mac Bernd. "This is a transition year for us, but it's very good for the district." The state automatically switched Newport-Mesa to "basic aid" funding during the 1987-88 school year when prop- erty values soared and enrollment was at a relatively low level. Newport-Mesa was able to spend $4,096 per student during the 1993-94 school year, while most other school districts in the state spent only $3,319. The latest funding change, which wasn't anticipated until next year, forced Newport-Mesa's fiscal department to revamp the tentative budget school board members approved in June. The final budget will be reviewed at tonight's school board meeting. The new budget shows a 9% increase in revenue from the ten- tative budget -up from $82.3 mil- lion to $89.9 million -mostly from money received because .of the class size reduction program. More than 100 teachers' aides, bilingual teachers' aides and bilingual office aides received layoff notices earlier this month after Newport-Mesa Unified school board members decided to reduce all first-and second-grade classes to 20 students per teacher. The layoff notices were denounced by many aides, sever- al of whom called the Daily Pilot but would not give their names. They called the layoffs W1fair and unnecessary. Still, many prin~ipals are choosing to tinker with their indi- vidual school's budget to come up with money to hire back their aides. College Park Elementary School employed two teachers' aides and two bilingual teachers' aides last year, and Principal Kathy Sanchez said she plans to hire back all four. BUDGET CONTINUED FROM 1 Chief Financial Officer Mike Fine said. Because of the funding change, those students mean more money for the district. But the new budget also shows from the tentative budget -up from $86 million to $93.4 million. Despite the forecasted $4.2 mil- lion in deficit spending, the school district will maintain a $4 million reserve.
