Though another 61 kinder- garteners registered by Friday, the low enrollment nwnbers are a stark contrast to last year's hike and caught school officials off guard. By John Canalis, Daily Pilot COSTA MESA -City Manager Allan Roeder will address efforts to recruit more Spanish-speaking police officers and a host of other West Side issues ·when he meets with the Latino teadersbip Council on ThundAy. Roeder said he will tell group leaders the city is working ha.rd to convince its bilingual Explorer scouts and cadets to sign up with the Costa Mesa Police Department when they finish their professional training. •Tue larger issue is getting young men and women into the police academy,• he said. By John Canalis, Daily Pilot COSTA ?YIESA -The eagle has landed. Suburbia Park is now called Moon Park. Actually, residents have been calling it Moon Park for years. The City Council just made it offi- cial at its Monday meeting. Officials changed the name in honor of the park's big lunarscape, a cemented tribute to the space race built in the early_ 1970s. · The decision, at least for now, secures a place for the moon in the city's geographical orbit at Caillomia Street and Nevada Avenue. Over the last year, some residents had called for the moon's removal on grounds that it threatens park security by provid- ing a hiding place for criminals and is a threatening but tempting play sur- face for children. Eighty residents in the Mesa Verde neighborhood signed a petition several months ago urging its removal and votes on the matter were close among city parks commissioners. Raggio pleaded guilty last week to The 65-year-old Long Beach resident, who worked for the dty from 1981 to 1993, filed a $300,000 workers' compensation suit in August 1991. Raggio, a retired building maintenance supervisor, may also be required to pay the city for its legal costs and the workers' com- pensation he received before the case began. • Raggio originally denied the -charges when he was arraigned in June. He and his wife were well-liked and respected city employees." The Raggios met on their Newport Beach city jobs and mar- ried in 1984. Wanda Raggio served the city for 15 years, retir- ing in January. John Raggio left his city job in 1991 on a regular service retirement program. State Department of Insurance investigators videotaped John Raggio and said the tape showed him walking without a cane. But Wanda Raggio said her liusband cannot do anything strenuous. He takes pain killers, anti-depressants and epileptic seizure medication every day because of his injuries, she said. COSTA MESA -A man took to the roof of the New- port Party Center wielding a 12-gauge shotgun Monday night in what police say was a suicide attempt, causing a traffic snag .around 1\iangle Square for about an hour. Police rushed to the scene after tips of a potential sui- cide, and a circling helicop ter spotted the man on the roof with a gun around 7 p.m., said Sgt. Les Goberty of the Costa Mesa Polle~ Department.
