I n his first 100 days dS superintendent of the Newport-Mesa Unified
School District, Robert Barbot has developed a keen sense of where
the di-;trlct can go. '
He also knows what it n eeds -and what it needs to get nd of -to
get there.
"We must drive out fear," said Barbot, who m August arrived at
Newport-Mesa from the Ctiico Unified School District. "l think it's
because this district has gone through bard ti.mes. When you've b<>Pn
through tough times,.thc sdfest way to deal with the fear is to not talk
about it."
But in the supposed sdf ety of silence, Barbot, 52, said there also could
be a stilling of innovation and courage to speak out about issues that
need to change in the district.
"When there's tear. people are unwilling to take an educctled risk,"
Barbot said. "They're afraid of stepping forward because they're used
to being cnticized. On a community level, we need to make. sure peo-
ple arc able to talk to you \4/ithout fear of being put down." ·
Jt's n ot difficult to understand why a "No Fear" campaign would
even be an issue m this district.
In its heyday, Newport-Mesa received national accolades from the
Wall Street Journal, which named it one of the top 10 school districts
in the coun.try. Despite the mter-ctistrict wrangling over the contro-
versial 1965 unification of Costa Mesa and Newport Beach schools,
the district h ad a reputation driven by high property values, which
translated mto high per-student spending.
But as the stale sought to level the playing held among C alifor-
nia's school districts, the per-student spending in Newport-Mesa.

John Nicoll was the superintendent during the 1970s dnd
'80s, when Propo'sition 13, Proposition 98 and the land.mark
Serrano-Priest court decision clamped down on the amount
of money the district could spend on its.students.
"They established revenue-limits," Nicoll said.

an elite military wut
For most people. Nov. 10 doesn't
mean a holiday or the closmg of
banks and post ofhccs. But for
members of the U.S. Mann~ Corps,
the dat~ marks Uie birthddy of a
s~ wing of the armed forces
that has existed since 1775.
Every year at The Arches
restaurant in Newport Beach, a
group of former Mannes gdthers to
celebrate the occosion in grand
fashion.
Call it a rewuon of sorts. They
bnng their wives, tell war stones
dlld catch up on current. events
Between the 50 or more former
Marines . who attended the lun-
e.Ucon Tuesday, there is d deep
respect for one another and a
camaraderie that can never be bro-
ken.
· After all their motto is sempcr
lidelis -Ldtin for always fillthiul.
"Once a Manne, always a
Marine," said Jack Kelly, a former
colonel who lives m Coron!\ del
Mar and plans the spcoal event.
"Traditionally, today is high on our
ladder. It's a significant point for us
Mannes."
Kelly's idea was well-received
by his fellow corps memQ.ers, The
luncheon was named after d com-
mon meal on llie battJeheld. S-
on d Shmgle, that consisted of
chopped beef on todSt. Tbost• who

officially closing m June 1999, a
piece of history will be lost. Most of
them arc saddened and somewhat

to abandon a military landmark.
"I think it's a greater loss to
Orange County than residents are
willing to acknowledge,• Hubbard
sdid •we've probably produced
more bang for the buck than any
other military facility m the Uruted

an Qffinal name change m July
1999. The transition will <tllow for
a reorgamz<ttion of the college
and reflect the expansion of its
undergraduate , graduate and
contmumg education programs.
On Monday and Tuesday, stu-
dents expem~nced dorm life by
sleeping over in the rooms of cur-
nmt students. They also attended
workc;hops, clds·ses and a mall of
majors.
Because the new campus liter-
ature was lat~ m getting out, the
preV1ew attracted only about 200
students, less than 1t has in previ-
ous years, said Rick Hardy, dedll
for enrollment mandgement.
However, most of the students
who attended the preV1ew were
attracted to the reputation l?stab·
lished by sec since its founding
m 1920.
Jon Shinn. 19, of Lodi said he
had applied to sec before find-
ing out about its change to a uni-
versity He will enroll in January
and chose to attend becttuse of
the small class sizes, intimate
atmosphere and Chnsttan foun-
dation.
Shinn said he is happy that
the college W1ll be known as a
university next year because it
wiU help make 1t more pr~sti
g1ous.

to students who say the change

marie Lugo, 16, of the Bay Area.
Lugo's brother attends SCC, but
she wants to attend a uruvers1ty.
"It's a key element for me,"
Lugo said.

ger, tried to the breaking
point, tried to sneak intQ our
half-full oasis. We nodded
along with the ITighf' atten-
dant emphatically when she
said: "These people paid a Jot
of money to be up here~ you
know!~
We know coach class will
never be business, but we
have a couple of suggestions
to make 11 at least tolerable.
How about a bottle of water
and a couple of mmls on each
seat as 'you board, and maybe
a pillow for everybody
mstedd of every third seat.
What about a reassunng mes-
. sage about how the mechan-
ics have tuned up the plane?
And now that they've packed
so many people on board,
surely we could 'have JUSt one
more flight altendant on
board, too, instead of actually
cutting the nUJ'llber
Probably none of these
things will happen. Planes
will get bigger, faster and
stay crowded. Meals will be
portable and water will be
scarce. To be fair, on the other
hand, more people can afford
to fly to more places. Which
may be why people in New-
port Beach are so interested
m another airport for Orange
County.

Dollar has a lot of history to live
up to at SCC. Bill Reynolds, who
retired after 17 season, tallied d

tnct 3 title in 1990.
It may be a tough first year for
Dollar since the Vanguards grad-.

Dzierr.ynski, Terence Wilborn,
Justin Mcintee and Rod Scheuer-
man, who accounted for an aver-
age of 51 .5 poin\s per gatne for
the 19-14 Vanguards.
The good news.-6-foot-~
sophomore guard Dennis Keane
will be back in the lineup. Keane
averaged 15.9 points per game
with a three-point percentage of
42~1. "Keane is by far one of our
most unportant players,• Dollar
