By Christopher Goff a rd, DJily Pilot COSTA MESA -In keeping with election-season norms, crime has become a hot issue in the race for City Council, with candidates trotting out "solu· tions" that range from more bicy· de police to a city-wide purge of illegal immigrants. lWo things all the candidates agree on: Crime is bad. Ther~ should be less of it. But some clash on exactly how much crime pervades the city, and where the city's crime rate stands in relation to other Orange County cities. ~ A prime illustration of the dis- sonance came Tuesday night at a candidates' forum hosted by the Latino Leadership Counal. Mayor Joe Erickson boasted of a 31 % crime reduction since he took office five years ago. Min- utes later, on the same panel, cari· didate Mel Fleener reiterated a claim he's made throughout his campaign -that Costa Mesa has "the highest crime in Orange County" with "610 inodents per 10 thousand people.• _ Which claim is true? On that mid·November day, Bloomingdale's department stOI'e will open its doors to shop- pers in Fashion Island. The New York·based chain known for its upscale atmosphere is making its first foray next month into West Coast markets with the Newport Beach store and three Blooming- dale's is taking over the 172,600- square·foot, three·level space left last year by The Broadway. The chain operates 17 other stores in the East and Midwest. Bloomingdale's executives also considered South Coast Plaza as a location. But their golden Orange County opportu- nity came when the store's par- ent company, Federated Depart· ment Stores Inc., took over The Broadway stores. Examining battle Scars from 30-year-long futile w<i.r briefly T oday, I'd like to put the ·war on Drugs• lnto a per- IODal historlcal perspec- tive. Among the weapons recently announced with appropriate fan- fare In ~all-new, 1996 model of the stepped-up campaign against drugs is a multi-million dollar gift of helicopters to Mexico. To show you bow far we've come cre- atively, the same announcement was made 30 yea.rs ago. Only the helicopters ~ve changed. And as they have grown mom techni- cally proficient, so have the tech- niques to neUlJ'alize them. In 1967, the'editors of Today's Health -the national magazine of the American Medical Associ- ation -sent me to Mexico City to find out how the helicopters of that day were being used. We called it the •war on Narcotics• then, and I covered it with a Ufe shorn. We were briefed for two days by the Mexican equivalent of the FBI. The director explained to us that drug dealers in the province of Durango supplied amapola - opium poppy, the source of hero- in -seeds to desperately poor farmers, along with a promise to care for their families. The f anners would then walk, sometimes up to a week, into the interior mountains looking for fields where they might plant the seeds. They would build a lean- to and cultivate the fields for the three months it took to bring in a aop. Then they would walk the poppies back to the dealers where they were processed into heroin. The dealers made mil- lions of dollars while paying a pittance to the farmers, who were abandoned if they got caught. Because they knew their families would be killed if they identified the dealen, the farm- ers would go off stoically to jail. Armed with this knowledge, Hershom and I were fiown to Culiacan. There we spent a day and a night with the director of the campaign and four of his agents just in from the field. They bad been walking the mountains of Durango for three months and were ready for some R&R. Man, were they ready. Her- shom and I didn't understand the after awhile. It was probably the wildest night I've ever survived. We didn't go to bed. At dawn, we were driven to an air field ' and poured aboard a Cessna for an hour's flight into the interior. There we were each given a can- teen and a blanket, without explanation, and sent off in a helicopter with a Mexican Air Force p1lot who didn't speak English. The pilot's mission was to radio the location of these patch- es of green to troops on the ground who would then walk in and bum the plants. At midday when the air became bumpy, our helicopter ilot was sL ed from the groun y g oma mirror. We landed on a rugged plateau and were greeted by a half-dozen foot soldiers. After much palaver in Spanish, the pilot threw our blankets and can- teens out of the helicopter and took off. We had no idea how long we would be there and no language to communicate with a platoon of about 30 soldiers, commanded by a lieutenant. We walked with them for five days, burning fields while the farmers who~ted them sat hidden on a hillside, watching and ·onany firing into us. We ne er caught a farmer; they bad excellent intelli- gence from field to field. But one .of our soldiels was hit and bad to be carried along with us after being patched up by the medic - who also doubled on a primitive radio and took care of such details as making the water we encountered fit to drink. Hershom and I were both wearing slacks and loafers. Our clothing, which we soaked with sweat during the day, froze on us at night. We developed a kind of primitive language with the sol- diers, who amused themselves by telling us wild stories about how long it would be before we were rescued. Then, magically, the same pilot reappeared as suddenly as he had disappeared, brand of R&R. It was a hell of an adventure and one I'll never for- get. So why bring it up now? Sev- eral reasons. First, I became acutely aware of the distance between the peo- ple who profit from the drug trade and the people they exploit -both users and workers whose only motive is to feed their fami- lies. That hasn't changed in 30 years. The profiteers still go rela- tively untouched while we take out our anger on the people who are exploited, the only ones we can catch. '- Second. a lot of the tactics we are using today: have also been used for 30 years -and are about as effective.now as they were then. More helicopters is no more the answer today than it was when I walked with those foot soldiers in Durango in 1967. Finally, the bottom line now - as it bas always been -is money. The only way drugs will ever be brought under conttol is' by mak- ing drug trafficking unprofitable. If tbis·means a limited form of decriminalizing drugs, then for God's sake, let's try iL This isn't a liberal-conserva- tive thing. It's reason vs. emotion. Some potent conservative thinkers are working hard for decriminalization. One in the forefront is Orange County Supe-. a . Decriminalizing isn't a soft-on- drugs position. It's quite the opposite. Jailing the exploited instead of making it unprofitable for the exploiters bas proven worthless. How much longer are we going to allow moralistic imperatives to prevent us from at least trying a fresh solution to this devastating problem? • JOSEPH N. BEll'S column runs every Wednesday.
