Next to Shafer's memorial was a shrine for Bess Fergeson, a Newport Harbor freshman who died in 1992 while crossing 17th Street in Costa Mesa. Star 7years Newport Beach/Costa Mesa Daily Pilot Verlfone BUSINESS METORS Since June Balboa Instruments, Inc. along with Estancia and Costa Mesa high schools and Orange Coast College have been designing a business experience program for students In the careers classes of each )'llgh school. Each month stadents will visit different departments of this Costa Mesa manufacturer learning the function of each and how the success of the entire business Is dependent upon the coordinated efforts of each individual employee. After they have visited all areas, the teams of students will each be given different real-life problems to study and solve. Ten students are being selected from each high school to participate In this Initial effort. A volunteer student mentor from Orange Coast College will be assigned five high school students each, to assist them through their training and act as a college mentor in the process. Balboa Instruments has three basic goals with this program -help prepare local youth for the wori<place, encourage at-risk students to complete high school and with the college mentors demonstrate the advantages of a college education. There will be the added posslblllty of a few summer jobs for those students who qualify and scholarship funds for the college volunteers, both made possible by Balboa Instruments. David Cline, President, and Stephen Scherer, CFO of Balboa Instruments are demonstrating their commitment to the youth of Costa Mesa by their investment of time and resources to the success of this careers program. Both they and the Chamber encourage other t involved business leaders to adapt this program to their own businesses so that even more youth may be reached and experience the benefits of such a program. TRANSPORTATION The good news Is that the San Joaquin Hills Transportation Conidor will open on Novembe( 21, providing Improved access from South County to Costa Mesa. The troubling news ls that the Increase in congestion at the confluence of State-Route 73 and 1-405 will create the worst level of service of any major freeway Interchange In Orange County. Worse yet Is the fact that funding for design and construction Improvements for this interchange have not been approved by the Board Members of the Orange County Transportation Agency. The SR73/1405 l~erchange serves an area which Is the County's largest employment center and which provides more sales tax revenue In support of the Measure M transportation project than any other area In the County. With the completion of the San Joaquin Hiiis COl'Tidor the SR73/1405 Interchange Is expected to serve a greater volume of traffic than the Infamous El Toro •r. The Costa Mesa Chamber of Commerce Board of Directors has gone on record urging the Board Members of OCTA to assign a high priority to the expedited design and construction of the SR73/1405 confluence Improvements and to also assign these Improvements the next priority for future state transportation dollars.
