As the county Board of Superviso"i)repares for its crucial vote Tuesday on the proposal to convert El Toro Marine base into a commercial airport. Burnham outlines the city's position. By Robert Burnham The evidence presented to date copclusively proves com- mercial aviation reuse at the Marine Corps Air Station is supe- rior in terms of the economy and the environment. Commercial aviation is the only alternative that can feasibly be implemented in the next 20 years and will satisfy a demand for air transportation service that, even now, exceeds the capacity of John Wayne Airport. El Toro consists of 4,700 acres with two 8,000-foot runways and two 19,000-foot runways. While these runways a.re presently inca- pable of handling simultaneous operations, they have a current capacity of almost 300,000 annual operations and the necessary sep- aration can be achieved without interruption in air transportation service. · The noise contours designed to protect residents from noise gen- erated by military aircraft have resulted in a 14,000-acre no home zone and provide ample protec- tion for residents concerned about noise generated by much quieter commercial jet aircraft. El Toro is perfectly situated in the center of six major freeways and/or tollways ~d adjacent to rail lines as well as the lrvine Transportabon Center The East- ern Transportation Corridor LS unrnedlately ad1acent to the west side of the base -the preferable location for the pdssenger tenni- nal. SHEIS A 74-year veteran of New- port-Mesa. ACRES WITH TREES There are probably only a handful of people who have li.Yed to see Newport-Mesa grow from a sparsely populated back- water ipto the bustling, ever- growing center of commerce and~ we know it today. DaviS, 78, is one of them. A New Mexico native, Davis was 4 when she airlved here in 1922. She lived on Avocado Street in a house her father built on a 2-acre lot. The lot was filled with orange, pear aJJP.t~Pliicot ... trees -not to mention~ctcens - and the nearest neighbor was an acre or two away. Today, Davis lives alone on a qui.et block in Newport Heights, in a house she inherited 23 years ago when her mother died. During her 74-year-stay in the area, she's bee• married twice, raised three children, lived through a world war and the Great Depression, and seen the face of the community trans- formed. REMINISCENas Davis' oldest son, who is 55, asked her to jot down •every- thing she can remember" about growing up. She said she has already filled several notebook tablets with the information and adds to it daily. In conversation, she trundles out reminiscences with the ease of a hostess distribut;ing bon- bons. These are some of the things Davis remembers about the early days of the area: A Pacific Electric streetcar, known as "the red car,• that ran from Newport Beach to Long . Beach and Los Angeles. A city covered end-to-end with orange groves. A time when Harbor Boule- vard was a two-lane street, and John Wayne Airport was called· the Eddie Martin Airport. A time when •only a few buildings made up the shopping part of Costa Mesa,• with a feed store on the spot where ni.angle Square now stands. When she arrived, she said, "There wasn't even a doctor in town,• and noted the sick had to travel to Santa Ana for treat- ment. ·nere was one hardware store, one salon, one grocery store, one little post office, and one doctor's office," she said. • And there was a volunteer fire station and a blacksmith's shop." EVERYBODY KNEW EVERYBODY Davis, who graduated from Newport Harbor High School in 1936 and worked for years for the Department.of Educa- tion, said she reme~bers a time when •everybody knew everybody" and •everybody cared about the welfare of the city." She added: •of course, it wasn't a city then." In fact, Davis can remember the time before Costa Mesa ~ became Costa Mesa. "Back then it ,was called Harper," she sa14. And she vehemently denied the area bas ever officially borne the name "Goat Hill," a notion which persists in popular imagination. · "It was never really Goat Hill," she said. "That was just &demgatory name that people from more affluent areas called it. That's a misrepresen- tatiQn that a lot of people hold. I don't thlnk anybody had goats. It was just something somebody &nade up.• , People began pouring into the area just after World War i ·Il, she satd. But, she said, she finds some of the changes that have taken pla~e · since Hv~ry sad." •it has just grown so," she said. •(But) everybody's strangers. We don't even know our neighbors anymore." ROOTS If Davis if voluble on the subject of Mesa-Newport his- tory, she seems short on words when asked to explain why she's spent most of her life her. "I don't know," she said. ·rve lived briefly (in) other places, but I've always come back here. It's kind of like where my roots are. This is where I grew up and it's where I feel most at home." She thought a moment, smiled, and added: •Let's call it loyalty." -Story by Christopher Goffard Photo by Don Leach weddings and engagements J$mlfer Davis and Jeftrey Cannon Davis-Cannon · Skokie Country Club in Glen- coe, Illinois was the setting for the Sept. 1 wedding of Jennifer Davis of Chicago, Illinois and Jeffrey Cannon of Corona del Mar. MONDAY, DECEMBER 9, 1996 • COMMUNITY SPIR.IT •The spirit of the season and the spirit of "community" join forces at the 20th annual Corona del Mar Christmas Walk Festival. • .. By Chrisopher Goffard. Daily Pilot CORONA DEL MAR -Sun- day's 20th annual Corona del Mar Christmas Walk Festival left sidewalks clogged for approximately 20 blocks along Coast Highway from 11 a.m . to 4 p.m. -but no one seemed to mind. Exquisitely coiffed women smiled as they walked arm in arm with muscled, bronze- sk:inned men in shades. Babies gurgled from their carriages. Children smiled and held bal- loons. Elegant, high-line dogs strolled on leashes, and owners stopped to chat amicably about· coat texture. "We have 10,000 people and 20,000 dogs,• quipped Tom Crooks, a volunteer working a T-shirt booth and selling $1 raf- fle tickets. "I think we're in excess of 8,000 today," said Barbara Boatman, who chaired the event sponsored by the city's Chamber of Commerce. "It's a gorgeous day and everyone's having a good time. We have had no glitches other than a ukulele ban9 that didn't show up this morning." Grunge, rock and surf bands helped to compensate. From MacArthur Boulevard to Poppy Avenue, stores kept their doors open, distributed trinkets, and offered -special discounts. Marine Corps Reserve troops were on hand with Toys for Tots buckets, collecting toys for needy children. The Health Emporium, which celebrates its one-year anniversary this week, offered a health fair with 39 booths and free samples ranging from gin- seng-enriched soda to organic cheese squares on toothpicks. Seth Siegel, co-owner of the Health Emporium, said he hoped the event would help build the image of Coron.a del Mar as a "whlking coinmuru- ty." Down the middle of the road ran a topiary display featuring Santa Claus guiding a host of leaping porpoises. On one block, a live reindeer decorat- ed with bells and a harness stood placidly while children came up to pet it. "A lot of people don't know they really exist," said Teri Pierce, who brings reindeer down for the event every year from Cougar Hill Ranch in Palmdale. "They think they're dogs dressed up. They think we've got a large mastiff dressed up in antlers.• She added, "And then we have a lot of people who want to see (the reindeer) fly before Christmas Eve, which of course we can't do." One of the most popular dis- plays, sponsored by the Priestly Chiropractic Group, featured free Polaroid shots with Santa. By 4 p.m., Dr. K~vin Priestly estimated his workers had giv-: en away between 800 and 1,000 photographs. A few of those photos went to county Treasurer "John Moor- lach, who brought his family to the event. "I haven't been able to go a block without running into ~sbmeone r know,. said a jubi- lant Moorlach. "This has been fun.• Moorlach said events like this helped build a sense of community. ·You have to make commu- nity," he said. "Didn't we have community today? If you don't get out, if you dDn't get to know your neighbor, you'll never have commuruty." Jim Wood, director of the city's Chamber of Commerce, offere~ similar.sentiments. "l think the significance is, this is one of the few times a year the whole town really comes together," he said .. Moreover, John Wayne Airport's projected 15 map capacity ignores the fact that the bulk of air transporta- tion demand occurs in the morning/evening and a single runway is simp1y incapable of satisfying a large part of peak hour demand. John Wayne Air- port is not the solution to Orange County's air transporta- tion problem. In today's global economy, air passenger and air cargo service is essential to our local and regional economy. Orange County's two leadmg industries -tourism and high tech produc- tion -are transportation depen- dent. Last year, 38 million visi- tors contributed a total of $12 billion to the Orange County econom·y -spendmg which sup- ported 146,000 jobs. Tourism generated more than $100 million in revenue to local governments in 1995. High-tech industries require air transportation for quick delivery and receipt of products and components as eviden ced by the relationship between Silicon Valley, San Jose Airport and SFO. Orange County has 40,000 cargo dependent businesses that generate 30% of the total ,----------- : ~Ir I ) f 11 I ( ) lf f I ( f Compare our prices. 1 See our selection. l!iperleace our customer sentee: HEMPHILL'S RUGS & CARPETS Mon-Fri 10-6 Sat 10-5 722-7224 230 East 17th St .. Costa Mesa air cargo demand in the five county basin. These businesses currently generate 535,000 tons ol air cargo -a number project- ed to increase to 1.6 million annual tons by 2020. By con- trast, John Wayne Airport cur- rently handles a maximum of 20,000 tons. According to the environ- mental studies, commercial avi- ation is also the environmental- ly superior alternative. The proxiplity of a commercial air- port to the center of demand results in a significant reduction in regional vehicle miles trav- eled. This translates into a sig- nificant reduction in air pollu- tion. A 'commercial airport gen- erates fewer trips than the non- aviation alternative and the vast majority of trips using the air- port will be accommodated by direct access from the· Eastern Transportation Corridor, mini- mizing the amount of vehicular travel on surface streets adja- cent to the airport. The noise contours generat- ed by any commercial airport will be substantially smaller than the noise contours generat- ed by military operations -a commercial airport will gener- ate less noise than existing mili- tary operations. Airport opponents have spent three years and millions of dollars to identify a feasible alternative to commercial avia- tion -and no plan has material- ized. The city of Irvine is proposing to develop a sport stadium, arena, mall and enter- tainment complex while at the same tin{e complaining about the 300,000 trips that would be generated by the reuse of the entire 4,?® ~complex. Interestingly, John W. Bach- man, a partner with the invest- ment firm of Edward D. Jones and a leader of the movement to expand Lambert Field in St. Louis, claims that •one interna- tional route, say St. Louis to Tokyo, is worth more in terms of economic impact ... than an NFL franchise." Ironically, much of the demand for air transportation in Orange County ls the result of development in Irvine, Lake Forest and other South County communities. Irvine alone has approved almost 100 million square feet of office entitlement -more than downtown San Francisco and downtown Los Angeles combined. The businesses occupying these offices will need air pas- senger and air cargo service to survive. ln fact, residential and conunercial property values in southern Orange County will benefit from commercial avia- tion as high-paying jobs and high-paid employees are ~wn to the area. :Ji,. ln conclusion, the facts lead to the inescapable conclusion that commercial aviation is the only viable reuse alternative. • ROBERT BURNHAM is city attorney for Newport Beach. By Richard Dunn, Daily Pilot NEWPORT BEACH -With an ide- situation for their 6-foot-4 backup forward, and a special attitude toward their opposing coach, Estancia High's Eagles muscled their way past host Newport Harbor, 53- 38, for third-place honors Saturday in the Daily Pilot Tip-Off Classic. The Eagles, under first-year coach Rich Boyce, finished 3-1, but face the Sailors again on Wednesday in a nonleague game. •1 don't look forw~ to playing them again, not for the second time in (five) days,• Boyce said. With Newport Harbor paying close attention to the Eagles' perimeter shooting and the inside game of Brandon Casillas (6-5) and Sam Nelson (6-4), Rainey's rebound- ing rained on the Tars. He finished with eight boards, six in the second quarter. Nelson (10 points, nine rebounds, one block and one steal) had the game's best highlight, however, end- ing the first half, sweeping in the air on the baseline, then contorting his body in midair to avoid the defense before sinking a nothing-but-net layup. On Pearl Harbor Day, both schools also found 'it appropriate to shot bombs, though most missed the tar- get. EStancia was 3 of 12 from three- point range, Newport Harbor 4 of 10. In fact, Peter Cunningham and Matt Jameson hit back-to-back threes for the Turs to tie the game, 21-21, early in the third quarter. . But the Eagles outscored the Sailors, 14-5, the rest of the quarter and never looked back. Tars continue winning ways at South Coast Tournament Eagles swat .'Sailor~, 53-38 • Estancia posts third win in four starts for third place at Tip-off Oassic, but Newport will get another chance soon, they meet again Wednesday night in previously scheduled nonleague game (at Newport). By Richard Dunn, Daily Pilot NEWPORT BEACH -With an ide- al situation for their 6-foot-4 backup forward, and a special attitude toward their opposing coach, Estancia High's Eagles muscled their way past host Newport Harbor, 53- 38, for third-place honors Saturday in the Daily Pilot Tip·Off Classic. The Eagles, under first-year coach Rich Boyce, finished 3-1, but face the Sailors again on Wednesday in a nonleague game. •1 don't look forward to playing them again, not for the second time in (five) days," Boyce said. Most of Boyce's Eagles, mean- while, had their way against their old sixth-grade teacher at TeWinkle Intennediate School -Sailor Coach Larry Hirst. "I think we've just got that natur- al intensity (against Estancia) because we're quote unquote dlltrict rivals, and l'm sure those guys like to get back at their old teacher," said Hint, an instructor for 10 years at Tewtnkle (Bstanda's feeder) until four years ago. After both teams stumbled early (lix turnovers each. On Pearl Harbor Day, both schools also found it appropriate to shot bombs, though most missed the tar- get. Estancia was 3 of 12 from three- point range, Newport Harbor 4 of 10. In fact, Peter Cunningham and Matt Jameson hit back-to-back threes for the Tars to tie the game, 21-21, early in the third quarter. . But the Eagles outscored the Sailors, 14-5, the rest of the quarter and never looked back.
