I promised to give you an update about GATE, which ~tands for Gifted and Talented Education. In California, such education j not mandated but, if a district docs decide to offer it, the Legislature provides lim- ited funds. Before beginning a .GATE program. the district must submit a pl41l to the state Department of Education that includes the criteria and proc:ess used to identify stu- dents. It must also include a plan for training tea~ers, a descnption of the types of pro- grams, a process for parent involvement, 8Jld a method for program evaluation. California allocated .01 % of it~ total edu- ca~onal budget for GATE funding. In our district, GATE is a pull-out program m which stu- dents who qualify spend 16 6Chool days a year meeting at one school location. So, those 5tudents that participate need lo provide their own trans- portation to the site where the school day begms at 9 a.m. and end at 2:30 p.m. In past ycclI'S, · the ~1te has been at Harbor View School m Corona del Mar. This year, some chool rites have added their own GATE programs m which GATE-identified tudcnts are group¢ together in their regi.1- la:r classroom. The cnterla used by our dis- trict for the pull-out program is that third-, fourth-, or fifth· gradeteacherrecom..mends that a student take an IQ test adminlSterod by tho district. If that child does not, the paicnt can have him privately tested or evaluated to see if he qualifies. That procedure is time-con- suming and expensive. Are we ferreting out the stu- dents who bave leadership skills or artistic skills? Are we challenging the GATE students during the regular classroom days? Should GATE continue at the secondary level in some- thing other than Advanced Placement or honors classes1 Should learning be diUerenti4t· ed to best teach to the stu- dents' strengths? Galloway's philosophy is that all children are stars. The teacher is there to be the star polisher. Davis School will begin the STAR Academy in fall 1999. At that time, students and teachers will ~in differ- entiated curricul\im, which means that the students and teachers with certain strengths wil> be matched together. Those groupings could be based upon linguistic, scientif- ic, or artistic talents. It will ' allow ass1grunents and lessons to ~ geared. toward those spe- cial talents. By teaching tn the differentiated style, it will max- iDuze the learrung styles of those children. By having numerous classrooms at the school site at the same grade level, there is much more of a chance to differentiate teach- ing methods. The Costa Mesa High School zone is grappling with school reconfiguration. I attended a meeting last week where four proposals were dis- cussed. They are: 1 J Davis School would have fourth through sixth grades, and the other four elementary schools would be kindergarten through third grade. 2) All five elementary sthools in the zone would be kindergarten through sixth grade, with ma1or boundary changes and major movement of special education class . 3) Fourth-graders could choose to remain at the school they had been attending or move to OaVlS School. 4) College Park, Paularino, and Sonora would be kirider- garten-through·third-grade schools and feed into Davis and Costa Mesa High. Killy- brooke would become a kindergarten-througb·S1Xth- grade school and feed into the Estancia High School zone for seventh through 12th grades.
