Tony Villa four years ago makes for a radical- ly different story dependmg on the person recounting it. Seen through one view, it's a morality play about a demonic chief and his favorite henchman suffering the wages of hubris. Through another, a paean to the triumph of women's tenacity against an army of male oppres- $ion. Through another.r a sobet "It had a trem endous effect on all of our lives. It cost me dearly ... Whatever the view, the scars persist on every side. -It-began-on Sept. 24, 1992 when Campbell and Villa were named in a sexual harassment lawsuit filed by four current or past employees of the police depart- ment -fired officer Rochell Maier, officer Cheryl Vlacilek, communi- cations supervisor Margaret Mcin- nis, and records supervisor Mary Jane Ruetz. By Jennifer Armstrong, Daily Pilot NEWPORT BEACH -Members of all city commissions may soon have to disclose the perks they get in connec- tion with their civic positions -but some commissioners aren't sure they want to do that. The City Council, Planning Com- mission and some staff members fill out forms every year detailing the value of their perks -such as free lunches or movie tickets. The council is consider- ing adding more city staff positions, as well as the other four commissions and boards, to the list of those who must fill out the forms. Council members, though required to file the forms, haven't had many gifts to report during the past few years, according city documents. The council was slated to consider the change at Monday's council meet- ing. But the decision was delayed (as of Friday afternoon) so that City Attorney Robert Burnham can review it further. "We got calls from several comnus- sioners who didn't know exactly what we were proposing,• Mayor Jan Dehay said. "We thought, 'Why push it through with so much unrest?'" The federal law that requires disclo- sure does not include unpaid commis- sioners who act only as advisers. But the law does cover commissioners whose recommendations are usually adopted without revision. The city updated the 1996 list last March. Councilman John Hedges said the council suggested the change. "No one should be able to conduct their affairs in secret when their affairs would appear to pose a conflict of interest," he said. Some commissioners were surprised to hear of the proposed change Thurs- day. •A number of people have questions about it,• Councilman Tom Edwards said. "When there's change, people react." On Fnday afternoon, co~i.oners said they hadn't had much time to con- sider how they felt about tlle proposed change. "I'm not offended,• library board chairman Ben Jackson said. "I do have some concerns about what it would mean m terms of the level of d.Jsclo- sure." Arts commissioner Riki Kucheck said she didn't think it would effect her com.mission too much. "Maybe for someone approving some major project it would be signifi- cant,• she said. Council members estab- lished their priorities for the year at an early January meet- ing. They plan to focus on: • monitoring John Wayne Air- port and continuing to push for a commercial airport at El Toro Marine base. • keeping up water quality in the Newport Bay -including preventing the Irvine Ranch Water District from dumping treated sewage water into the bay. • looking into annexing New- port Coast. Pusch, director of the Univer- sity of Phoenix Southern Cali- fornia Campus in Costa Mesa, has been named a vice president. SUPER BOWL: super parties • improving water service, mainly through the $23.7-million project that will allow the city to tap into Fountain Valley's ground- water supply. The council hopes to complete the project by Octo- ber, though it was originally expected to be finished by May 1996 and to cost $18 million. It's a period she now refers to altemately as "the holocaust,• "the theater of terror,• or •the ugliness.• Even a.s the howl.S of denunda- tion rose against the chief, culmi- nating in his firing three da'ys before Christmas in 1992, bis wife supported him steadfastly - a stance that alienated her from many in the department. "For me it had become a really hosWe environment where no one was relaxed around me and no one would talk to me,• she said. "I would say 'hello' or 'good morn- ing' and they would not look back. ·There are some officers at that department now wearing a badge that I would not trust for anything becaUS& of the sides of themselves they revealed during the investi- gation and lawsuits.• Targeted by harassment and rape claims along with AJ:b Camp- bell was bis right-hand man, Cap- tain Tony Villa, who was fired on March 6, 1993. The ex-chief's wife said it would have been easier if people told her, "I can't stand your hus- band, I hate Tony Villa, I believe everything that's being said about them, but you're a good person." Yet, she claimed, "almost no one was able to make that distinc- tion. Some were afraid of what might happen if they were nice to me. Some just assumed that I was in league with the devil.• But some claim she turned a blind eye to sexual harassment at the department. "Villa was the worst, (Arb) Campbell was more subtle about it,• said Nelson Ferguson, the for- mer jailer. •My feeling was she could.n't not have known what was going on there." Atb and Lavonne Campbell are still manied but ru> longer Uvtng together. He lives and works in Arizona and visits her on holidays. She retired in 199-t with a back injury. But she might still be work- ing at the department ..--on light duty -if not for the scandal, she said. •rm not working in a job I real· ly loved and really miss," she said. She dismissed the allegations against her husband, and the calls for his ouster, as opportunism. "I don't think he was that unpopular until it became an opportunistic shark feed," she said. "Arb was a good cop and had been for a long, long time. I don't think he was beloved, and I don't think he was hated. I think people were afraid of him ... He wasn't their buddy, and he didn't try to be.· For the past year she has worked at The Arches -liquor store on West Coast Highway. But she recently quit to help take care of her grandchildren. Now 54, she evinces a gentle, comfortable manner and insists she emerged from the prolonged turmoil happier than the women who filed lawsuits against the department. She attributes it to religious faith and what she dubs an intrinsic "H.Q.," or happiness quotient. Describing how her life has changed since the scandal, how- ever, she seems barely able to con- tain her emotion. •I love the city, I loved the peo- ple, I loved my work, and I always tried to keep my personal life out of the office,• she said. •And then to be kind of murdered by all of this, it was awful for me." She added, •Memory is very tncky, isn't it? It always erases the bad and leaves the very good." Join Us For . Milan Rousset said he is happy that final exams count for a large percentage of his grades. "I think it's good," Milan said. "It gives you a chance to pick up your grade." Although Milan is passing all bis classes, he said he hopes to bring up his grade in his one hard class -Spanish. "The Spanish final will be multiple choice,• Milan said. "I'm trying to study a lot."
