That year, 1esidents voted down a ballot measure supporting the growth of the business-retail mecca. Tonight, the City Council will consider starting a long-term process that could result in 986'000 square feet of. new retail and office space at the center. A committee, headed by Councilman Deno.is O'Neil, has been discussing the idea since January. and will report i~ pro- posals at the·.meeting. O'Neil said the plan outlines a vision to keep "the· most 'tignificant center in Newport Beach" competitive in the future. By S!Jsan Deemer, Daily Pilot COSTA MESA -Relatives of developmentally disabled patients met at the Fairview Developmen- tal Center on Friday to let repre- sentatives of the state Council on Developmental Disabilities know of their concerns for their family members' futures. Parent Frank Fantozzi, whose 32-year-old daughter is a Fairview client, is among those relatives who believes placing patients in the community is too risky. •Many of them like to be in the company of many other peo- ple who are just like them," Fan- tozzi said. He said it's safer for them to live in institutions where they have professional doctors and technicians and a gated commu- nity where they are safe. The council, which will hold a total of 10 similar meetings through May 15 throughout Cal- ifornia, is an independent state agency established by federal and state law to assist the state in better serving its clients with developmental disabilities. Their mission is to draft objec- tives for a three-year period from 1998 through 2000. Among those outlined in the proposed plan is to continue to expand communi- ty-based services to the increas- ing population of clients living in gTOup homes. Carol Coffin, whose sister, Debbie, is a Fairview client, said if the state continues to shift clients from state institutions into community homes, it should consider allowing those clients to continue to receive medical and dental care at Fairview. Currently many clients the state oversees outside of Fairview receive care from doc- tors not specifically trained to care for the developmentally "Our t ear is that they (the state) are trying to hide the tacts because the facts are not vel}' pretty . . . • -FRANK FANTOZZI disabled, she said. ~ Additionally, several relatives want the council to consider form- ing an independent agency that could track and monitor clients who are moved from state institu- tions, such as Fairview, into com- munity gTOUp homes. The state's 21 regional centers are now responsible for tracking how clients are doing, but rela- tives say visiting these homes once every three years to check up on them is not enough. Anxiety among relatives was heightened following a recent study showing there are higher rates of abuse, injury and death in community gToup homes than in institutions. Also, these relatives want to have access to medical informa- tion that accounts for how an individual died. Local te~ aficionados are so caught up in Davis Cup fever, they've been calling promoter Russ Cline for tickets to the semifinals on the East Coast ever since the world quarterfinal concluded between the United States and the Netherlands at Palisades Tennis Club April 4-6. The U.S. Davis Cup team will host Australia Sept. 19-21 at a site to be determined , probably on slow hardcourts, possibly clay. And while the makeup of the U.S. team lS unknown, fans have become i,vterested in following captain Tom Gullik.son's squad, hopefully all the way to the finals Nov. 28-30. "Obviously we're not taking ticket orders yet, but Newport Beach people had so much fun last weekend, they wanted tickets for the next round,• said Cline, who will have much more time arranging the semifinal tie than he did for the historic quarterfinals at Palisades. Cline, club owner Ken ·Stuart and U.S. Tennis ASsociation officials had only about tw<? months to prepare for the tie at Palisades, while the East Coast site for the semifinals is expected to delight in about five months' worth of strategy. "I think the (U.S.) team will be chosen sooner, as well as the site,• said Cline, referring to the tardy announcement of U.S. team members Andre Agassi, Rick Leach and Jonathan Star:k;- and the Feb. 10 declaration of the site Tor the quarterfinals a day after Gullilcson's team beat Brazil, almost two weeks following the Daily Pilot's initial Davis Cup story that was picked up by nationwide media.
