But those opposing his license 5'y it's not over yet. Wood, 40, applied for a state liquor license in October 1995, after he leased the former Cafe Udo on 30th Street, where be planned to open the'• Hide Out. Last week, an administrative law judge ruled on appeal in favor of Wood's application, pro- vided he complies with 25 spe- cial conditions .. But a subsequent uproar over crime and drunkenness in the area, where residents dwell among the many bars, quashed his attempt to get a license on the first try. Village residents protested his application, saying the area can't handle any more liquor sellers, no matter who those sellers are. • SEE WOOD PAGE 4 City planne~ cl~ms rights violated • Costa Mesa official Art Hopkins says he was reprimanded by his bo~se& after he spoke at a city hearing in Huntington Beach, where h e lives. By Tim Grenda, Daily Pilot Huntington Beach officials are investigating a claim by a Costa 'Mesa city planner that he was intimi4ated by high-ranking city employees at his job in Costa Mesa after he opposed a major Huntington Beach redevelop- ment project. Art Hopkins, a Huntington Beach resident, said he was ver- bally reprimanded by · his boss soon after testifying at a Hunting- ton Beach Planning Commission hearing in February. The hearing was held to dis- cuss Plaza Almeria, a $20 million residential and commercial devel- opment, and Hopkins, who lives directly across the street from the project, said it would cause too much tralfic and noise in down- town Huntington Beach. The project was eventually approved, but last week Hopkins told the City Council a videotape of furn speaking at the meeting was sent to his supervisor, Costa Mesa Assistant Director of Devel- opment Perry Valantine, by Hunt- ington Beacli officials. As a result, Hopkins said be was scolded and feels his rights to speak as a resident were violated. But Valantine said he knew nQ1b.ing of Hopkins speaking and ttlft'he was not reprimanded. Still, at last week's Huntington Beach City Council meeting, Hopkins -his voice shaking - called the incident "distwbing" and urged city leaders to look into it. "I consider this a major viola- tion of my civil rights and I think it should be investigated,• Hop- kins said. Huntington Beach Councilman Dave Sullivan, who c.alled the allegation "as serious a chMge as I've heard on the council," was furious that a, Huntington ijeach employee would reportedly tJ:y to intimidate a citizen out of exercis- ing his right to speak. • • "Damn it, I want an mveitiga- tion of tlus," Sullivan shouted, slamming his hand on the council dais. .. When added with previous cuts the new total is almost $2.5 million. •I don't think we got too far, but we made some progress,• said board President Martha Auor at the end of the study session. Garrett, who works at Victoria Elemen- tary in Costa Mesa, is one of 40 teachers try- ing out reading books with her stt1dents before the school district decides on its new curriculum. The activities provided with the curricu- lum have helped the students, Garrett said. MThe kids' spelling scores have improved," she said. "They're spelling the same words in the stories and at the cen- ters." And they have helped her. The district is also considering adopting reading textbooks by publisher Harcourt Brace. · Jo~R. I ' , So many options, so little time M~while, bdck at the ranch When last we visited the folks in Santa Ana Heights, we were all looking frantically for our water company stock certificates while making alternate plans about bow to spend the $1,100 bonanza we were being offered for what we regarded as lbrowaway stock. As we left the scene a few weeks ago, a highly suspect offer of $1,200 from another water com- pany had just arrived, raising hopes of a bidding war and leav- ing us in some confusion about what to do. Today, that original confusion seems like a walk in the park. The 'Plot -like the water being dumped into the Back Bay -has truly thickened. The modest col- lection of printed material I had attached to my stock certificate bas now grown into a massive pile . of conflicting claims, counter- claims, charges, counter-charges and deadlines as slippery as the promise of found money. As Alia! might say, it just gets curiouser and curiouser. And all this over a tiny, nonde- script water company that has served a relative handful of yeo- ple in ahnost total anonymity for more than four decades. A few nights ago, I was invited to a,,neighbor's house to meet with David Plisco, one of the five direc- tors of the Santa Ana Heights Water Co. A half dozen other householders were there, includ- ing Roger Summers, who had · been denied a seat on the board after he collected more than enough proxies to win it. Several critical points emerged from this fr~ently testy meeting and subsequent conversations with ow other suitor -the Mesa Consolidated Water District - and the folks at MacKenzie Part- ners in New York, who have been hired by the Irvine Ranch Water District to explafu to us why we should get on with selJ,ing our stock to them. Hbwever, many of these tenders either lack the stQck. certificates or are tied up with banks, making the actual count cloudy. • It is doubtful that the IRWD will go through with the purchase unless it can acquire substantially more than 51 % of the stock because, says Plisco, "they don't want an angry minority of stoek- holders." That's why the deadline for tendering stock has been extended three times (currently to May 30) and may continue to be extended indefinitely. • A number of disquieting reports have come in from stock- holders claiming IRWD represen- tatives said they would lose their $1,100 if they didn't tender their stock immediately. This is not true. A MacKenzie spokesman told me without equivocation that "late tenders will be cashed out if the offer is accepted•; •The dream of the$1,100 bonanza is a snare and delusion. First off, there is great reluctance even to guess how long it will take to get to the payoff stage. • Second, the money will be subject to capital gains tax. "It's certainly the largest big boat event in this area. Anytime you have a ran~e of about 500 boats, it's pretty exciting. especially at the start." While about one-I.hi rd uf the part1c1panL~ in this year's regatta will be out there for a big party with friends and family and for I.he fesl1V1ltes 111 Ensenada. for Ullman it's another day at work. "I'm interested in racing, not the social side of the event:· Ullman explained. "I J<1 this all the lime." To physically prepare for a race, Ullman and his crew will usually practice up to a week before an event. Mentally. Ullman doesn't be lieve in sports psychology bul relies on confidence. "The difference at the upper level of racing is the preparation," he said. "I've coached and competed at U1e Olympic level and if vou have confidence you're ready to go and if you don't, it won't come. You build confidence by practicing." The veteran sailor estimates that he has raced in the Newport to Ensenada event anywhere from 15 to 20 limes. His fastest finish has been in the 12 to 14 hour range when sailing a Santa Cruz 70. "This is one of eight Highpoint races. so it's just as important as any in the series, such as the Transpac," he said."They're all scored the same." Once he completes the NOSA race, he'll either fly lo Acapulco or San Prant:isco for another regatta. According to Vllplao. the key to winning the Newport to Ensenada Yacht Race is determined at night Wet decks or dry decks are the ·crucial indicator of conditions during the evening and determine how to sail the rest of th~ course. · "If the decks are dry at night. you want lo head toward the beach, but if the decks are ,.,. SY a. c:-.. wet. it's best to go outside the Coronado Islands," Ullman said. • According to Ullman, dry decks mean that there is no marine layer and that winds would be found closer to the beach. But if the decks are wet. then th ere hasn't been enough wind lo blow the marine layer away and it's "Sailing at night is much more by feel and experience is the key," he said. "You use a lot more of your senses other than just vision. You need to have a feel for whether or not the wind is good and for your placement on the race course. At night. you an see lights from the other boats but it's diltkult to determine their size." tnlman's strategy is-to race first against boats in the same category. Prom there, he said it's just I~ . against the rest of the fleel H estimated that there WOl}I~ 8 to 20 boats at the same leve! of competition. "The first day is pretty easy, because you can see everyone and nothing is very tricky.~ tnlman said. "Well, Laguna is sometimes tricky because there's not much wind and people have a tendency to go that direction because it's shorter." The race has had light winds for the past few yurs, but he is hoping conditions will improve thi~nce weather occurs in cycles. He credits his wife, Linda Tuylor, for her support and said that she encouraged him to tlke advantage of this year's opportunities. She and their 12-year- old son, Charlie, will occasionally travel with him, such as on their most recent trip to France where Dave si>ent a week coaching. He also has two grown children. The rar~ automobile is the only one in existence, as the 0 ven s other three Sportsmans that are known were privately constructed from 1946-48 Mercury convertible coupes. The car's authenticity and history are clear, wit!' body number 382 and serial number l 140582. Henry Ford presented the first Sportsman that he built to his love, actress Ella Raines ~ Christmas Day, 1945. Once the bubbles fizzled out of their champagne romance, Raines sold the car, about two years later. No one knows the · whereabouts of that first Sportsman. The Mercury Sportsman had a short-lived career. The first production model rolled off the assembly line in April 1946 and the last unit was completed in November of the same year. Only 205 units were produced. The automobile's retail price was $2,078. Additionally, Clark Gable's 1939 Packard Darrin Convertible will be among the classic cars on display. A 1947 Chrysler Towne & Country Woodie convertib~ ~ ~e favored car for movie stars and President Dwight D. Eisenhower, will be on display at the show. The envy o( the Hollywood set, heads turned as Bob Hope, Hopalong Cassidy and Barbara Stanwyck drove down Sunset Boulevard in their Towne & Country convertibles. One of the most exciting post World War II production cars built. the Towne and Country was introduced in 1946. At the time. auto manufactums were .turning out face-lifted 1942 models to a public hungry for new cars, while Chrysler took the time to bring out a really new and magnificent car. The auto's ~price ~$2,743-big bucks at the time. The name wil.fcoined by Mr. Boyertown, builder of the car's wood bodies. . ''When you looked at the front o( the car, it looked 'Town' and when you looked at the back it looked 'country,"' Boyertown said. _ Unfortunat~ly. the car was manufactured for just three short years, from 1946· 48. The tremendous amount of hand craftsmanship that went into construction accounted for its high price and probably contributed to its demise.
