EusFCEF lktt' f'b COSTA MESA -A team of some 40 police officers and vol- unteers will blanket the West Side with hundreds of fliers today in the hope that d $25,000 reward approved by the City Council on Monday will help them find the person who killed 15-year-old Yuridia Balbuena and her unborn baby girl. Balbuena was shot in the chest May 29 after bullets were fired through the door of the garage where she and her tam- ily were liVing. Her baby was delivered prematurely by cae- sarean section but died shortly after. Police believe the double- honuade in the 2000 block of Wallace Avenue was gang- related, said Lt. Ron Smith. "Very often, gang members share information,• Smith said. "They brag about it. They talk about it." The Irvine Company's plan to build 119 single-family homes on 26 acres of the historic Castaways was in the works. Regarded as one of the most historic parts of Newport Beach, the Castaways is the jagged bluff area snuggled between East Coast Highway and Westcliff Drive. At the time, it was owned by the Irvine Co. Although the Irvine Co. was preparing to bl,lild, they were also required to dedicate a park to the city of Newport Beach . The City Council and the Irvine Co. approved a 4.8-acre park at Dover Drive and 16th Street -just above what is known as Upper Castaways. But some people thought that Lower Castaways, which is right next to East Coast Highway, would be a more scenic spot for a park. So the city and the Irvine Co. attempted to make a deal: Plan B, The city would trade its 4.8-acre park site at Dover and 16th for Lower Castaways. A feasibility study approved by the city's Parks, Beaches and Recreation Commission was considered by the Qty Council. The study placed the active park -with obe soccer field and 'two Little League ·fields -into Upper Castaways, an open space consisting of natural habitat and wildlife. Lower Castaways -with its' scrumptious view of the ocean -would house a dog park, a bas- ke tball court, a practice field and parking spaces. In return, the Irvine Co. would be able to build up to 29 addition- al homes at the original park site, which is adjacent to the compa- ny's Castaways housing develop- THEN ... They did not want Plan B. ln fact, some did not want the park at all. They wanted to keep the 4.8 acres of pre-approved park as open space. So Plan B was scrapped and it was back to Plan A. Things would have been fine except for a 20-to 40-space parking lot in Upper Castaways oatwal habitat miss- ing from the original blueprints. It was back to council sessions and town h~ meetings. NOW ..• It's 1999. The Castaways housing devel opment is near completion. neighborhood Fourth of July is planned. SUMMARY: The Redevelop- ment Agency has funded 12 Neighbors for Neighbors events in the last seven yea.rs through Community Development Block Grants. This year, the City Coun- cil decided to concentrate cleanup efforts in deteriorated single-family homes. Staff found single-family home projects were much more successful than Neighbors for Neighbors pro-Jectl on apartments. The Council decided to select three mobile holnel for the tall Neighbors for Neighbors event. This option would make lt easier to find homes in one area and help applicants who have been wait- ing for a grant. ISSUE: Hiring a police sergeant and purchasing soft- ware for mobile computers using a Local Law Enforcement Block Grant. VOTE: Approved 4-0 SUMMARY: The City Council provided matching funds of $12,250 for a $222,712 Local Law Enforcement Block Grant. A police sergeant will be hired using $103,000 of the grant mon- ey, and software for mobile com· puters Will be purchased with Sl 19, 712 in grant funding. Grant money is not usually set aside for personnel becilu.se grants don't provide a long-term, stable source of funding. However, with 71 % of patrol officers hav- ing less than four yea.rs experi- ence, it is bnportant to provide adequate field supervision, according to the staff report. The software being purchased will allow patrOl officen to prepare police reports from the field ad reduce papetwork. ISSUE: Completion of a St mil· lion, three-road reconstruction project. They were about an inch long, fat and furry. There was nothing in the paper about this pestilential invasion for a couple of days. Then I learned the things are called miller moths. They had come to Fort Collins from the prairies of eastern Colorado and Kansas. The killer millers were mak- ing a sort of pit stop to build up strength and numbers before continuing on to the high coun- try. According to a professor of biology at the university, they are harmless to both humans and to our Pendleton shirts and other woolly items. "They'll hang arourid for a couple of weeks and they'll be gone,• the professor was quoted as saying. There was nothing we could do about these things: They eat Raid soup for break- fast. We would simply have to learn to live with them. I tried several copious squirts of byg spray and the professor was quite right. The stuff star- tled them and ·probably tasted terrible, but it didn't really faze them. I tried to call the professor to find out what kind of weaponry I could assemble that might make the moths want to leave our house in a hurry. Guess what? •I'm sorry, he's out of town for a while," was' the answer 1 got. Great. The town's infested with moths and the entomologist bugs out. My wife heard that you can put a little Dove soap and waler together and it will attract them aJld they will drown. I put a roasting pan full of the mixture outside the front door that night. The next monung, the pan con- tained 27 moth corpses. Of course, that left about 2,700 of the thmgs clinging to the walls and ceilings of our house. At least 200 more had soµght shelter under the tarpau- lin covenng the little sailboat we keep over by our lake. Then there were the hundreds of / moths that flew out when I flipped over the upside down hull of my kayak, the colonies in and under our cars, beneath the snow blower, .inside gutter drains, under our redwood deck -everywhere. As the days fluttered by, the moths began to disappear. Maybe 10 million survivors con- tinued the migration lo enjoy springtime in the Rockies. Sever- al million others croaked, the vic- tims either of natural moth caus- es, soapy water or being whdcked by residents who sun- ply couldn't take any more of the damn things flying in their races. We are told the disgusting plague will be over any day now, with no real harm done to anybody. Then it will be time for the ubiquitous cottonwood trees to begin filling the air with the diaphanous carriers that float their seeds to greener pastures. The Balboa Island resident, who was recently presented the Chamber of Commerce's Silver Anchor Award, has given more than 10,000 hours and a countless number of years to the Hoag Hos- pital Auxiliary and the Assistance League of Newport-Mesa. Each year, the chamber pre- sents the anchor awards to the community's most dedicated vol- unteers. With her yea.rs of work. Johnson could have won a whole boatload of them. ,. Johnson has known what's happening on the island for most of the second half of the century. A resident of the island for nearly 50 yearS, Johnson, who's well into her 90s by her own count, has been a member or the Assistance League of Newport-Mesa for 46 years. She began volunteering with the Red Cross in 1948, help- ing veterans. "We'd take the veterans from the hospital in Long Beach on trips to the ballgame and help them do other things,• she said. •After my husband died 3 1 years ago, I volunteered more and it helped to pass the tune,• she said. Johnson spends her Monday mornings at the Assistance League tluift shop where, her friends said, customers drop in just to check in with her. People come in just to say hello to her."
