Local residents and business owners packed into the council chambers to speak about the committee-drafted plan, which first came to the council in Janu- -ary. On Monday, the council tack- _r ·led the first concrl!te steps in pur- :Suing the committee's sugges- tions: a financial plan and a pub~ lie outreach program. As of press time, the council was still listening to residents' concerns and hadn't taken action. One resident after another lined up to speak on the plan, most of them raising objections. In fact, the crowd was tough enough to ruffle even Mayor J&n Dehay, who has made pleasant- ness her trademark. uNobody is going to do any- thing to hurt you," she assured them, drawing grumbles and sar- castic laughter. She sternly responded, u1 want to see respect. What we're trying to do is something good for the penin- sula." "But his family has been active in the business for years, so I'm sure they'll carry it on." Edwards made a name for himself by taking risks. First, there was the decision in 1930 to borrow $400 to buy a tiny bank- rupt theater in his hometown of Monterey Park. Then there was the opening of. his first Orange County theater in 1961 at Harbor Boulevard and Adams Avenue - the first movie to play there was . UDr. Zhivago, H which became his favorite movie. Most recently, on his 89th birthday, he opened the world's largest theater, a 21-screen com- plex in Irvine. It includes the West Coast's first IMAX theater, which shows films in 3-D. Then he opened another IMAX in Ontario, right next door lo where competi- tor AMC had opened a similar venue -just for competition's sake. Mesa water backs other merger By Susan Deemer, Dally Piiot COSTA MESA -While fight- ing feverishly to scuttle any notion of linking up with larger water agencies, Mesa Consolidat- ed water officials switched cours- es recently and agreed to support a plan that would allow for the consolidation of two smaller ones. The decision comes in the midst of a statewide push toward the consolidation of smaller water districts with larger 4istricts -an issue Mesa has vehemently opposed in Sacramento on the grounds that local representation is of primary importance. A letter Crom Mesa supporting the consolidation of the smaller Coastal Municipal Water District and Municipal Water District of Orange County was sent to the Lotal Agency Formation Com- mission that oversees annexations and mergers. The smaller Coastal Municipal Water District, in existence since 1941, serves the southern part of Costa Mesa and operates on an annual $400,000 budget. Munici- pal Water District of Orange County, formed in the late 1950s, . operates on a $3 million budget and serves the northern part of the city. Both agencies sell imported water to Mesa for $431 per acre foot, but Mesa pays an additional $4.35 per acre Loot -about $15,000 annually -for Munici- pal's legislative services, which include reports about new and potential laws ~at could affect water providers. Joan Finnegan, a Coastal board member, said the proposed consolidation is a hostile takeover ·that will only create a lot of ene- mies. •Mesa is saying they should stay independent from Irvine Ranch or the city (of Costa Mesa), so why don't they feel that way about Coastal?" Finnegan said. "It doesn't make sense ... they are not thinking uniformly on this.• Neil Cline, president of Coastal's board of directors, said a consolidation would also elimi- nate one representative to the Metropolitan Water District, therefore reducing local control of the water basin. Mesa officials claim the move will eliminate the duplication of many services and thus lower costs for customers. Yet earlier this month, Mesa Consolidated board members 1rudy Ohlig and Fred Bockmiller took a trip to Sacramento to fight a bill calling 'for their own agency's consolidation. The bill names Mesa Consoli- dated as an ideal candidate to merge with the larger Irvine Ranch Water District or the city of Costa Mesa . Mesa officials' efforts to remove their district from the pro- posed law have so far failed. The Assembly Local Government Committee unanimously approved the bill last week. Sev- eral other committees will review the bill before it moves on to the Senate. If the proposed consolidation is not approved, Mesa plans to end its arrangement with Coastal and buy its wholesale water from a single agency, Municipal -in part because of the valuable leg- islative services provided by Municipal. "The important thing is the needs of the local community need to get projected to Metro- politan Water District," said Karl Kemp, Mesa Consolidated's gen- eral manager. "Municipal [Water District of Onµ1ge County) pro- vides that service best for us and we think be~t for th~ county." Mesa spokeswoman to leave district COSTA MESA -After more than four years working as a spokeswoman for Mesa Consoli- dated Water District, Usa Lawson . will depart Wednesday for a simi- , lar position at the privately owned Anaheim Southern Callf ornia Water Co. "We are sad to see her go," said Karl Kemp, Mesa's general manager. "Her progress at Mesa has just been amazfug; she's done an excellent job for us. But she will do fine wherever she goes.• Lawson's work at Mesa involved writing the monthly newsletter, acting as a media spokesperson, promoting water conservation at local schools and serving as a speaker at various community functions. Whether they still have that order I dO not know. But while I was han- dling the criminal calendar of the Orange County Superior Court for 11 of my 23 years on that bench, that pecking order was very real. At the very top were profes- sional armed robbers. These were not the crazy junkies who hold up convenience markets to get a few bucks for a fix, but rattier the real, stand-up guys, the kind that stick up banks - the Willie Suttons of the crimi- nal world At the bottom of the list were child molesters. Arsonists were in a class by themselves because everyone knew they were crazy. Having an arsonist as a cellmate was a nerve- wracking experience. You never knew when he was going to torch the place with you in it. About in the mH:ldle were burglars. They fit in comfortably with car thleves and bad check artists. But safe-cracking bur- glars were another matter. They were right up there near the top, right up there with stand- up robbers, the creme de la creme of crooks. All this is preliminary to my story about Sam, the burglar. Sam was one of the most inept burglars I ever knew, and that's saying a lot because I did- n't meet many successful bur- glars. In fact, I don't think a sue- to be rt gardner cessful burglar ever appeared before me. Sam was a two-bit bungling burglar, a nuisance. He was a good cook, and the county jall always needed cooks, so I kept putting him in jail rather than sending him to pnson. Then one tune when Sam got into trouble I was on vacation, and the judge who too.IC my place took one look at Sam's horrendous record and shipped him off lo prison. · Now Sam may have b~en a miserable failure as a burglar, but he had ambition. Whtle in prison, Sam took up welchng and learned how to handle an acetylene torch. Presto! When released from pnson, Sam was a budding safe cracker, all of which shows how our pnsons do afford educational opportuni- ties to those willing to take advantage of them. Sam promptly cased a local department store and hit tb.e place one Sunday rught. Ta.king advantage of his new expertise, he carefully burned a small hole in the top of the safe and filled the safe with water. He had learned in prison to do th.is to avoid burning up all the paper money in the safe from the heat generated by the acetylene torch when working on the door of the safe. Sam then burned the door off the safe and escaped wtth $5,000 w soggy mQltey Sam was JUSt about the proudest man in town. ln JUSt one JOb he had garnered about $4,900 more that he had even made from his old b\l.fglaries. Then Sam showed how dumb he really was. He promptly went mto a bar and began to buy d.nnks for the house wtth that wet money. It didn't take the cops long to fig- ure out that Sam did the safe job. So back to court he came. This time he was lucky. His old buddy Gardner was baek on the bench. The jail still needed a cook, so Sam went for a year in that mstitullon rather than tune in state prison. And this tune he had bragging rights. He ' was· a safe burglfil, not just a two-bit ordinary burglar. So he got caught. Big deal. Sam was a safe cracker. and that meant a lot m the Jail pedung order. • ROBERT GARDNER IS a retired 1udge who lives m Corona del Mar His column appears Tuesdays Locals take p<µi in President's Summit • Event in Philadelphia addresses increasing volunteerism efforts.
