Tourism paying city's way By Jennifer Armstrong, Daily Piiot NEWPORT BEACH -The city's previously volatile financial situation has calmed a bTt, if the proposed 1997 -98 budget is any mdication. City offici_als, after five years of raising fees, slashing expenses and e liminating employees, is proposing a budget that's remarkable only in that it is unre- markable. "Since about 1992-93, we were embroiled in so much stuff,• Mayor Jan Debay said. "Basical- ly, we just want to find some equi- librium and become a stable city .• City Council finance commit- tee members today will take their first crack at the preliminary bud- get, available at City Hall. The council will eventually hold a study session to pore over the three-volume document before public hearings and voting. The council must adopt a final budget by June 30. The highlights: Revenues are expected to go down 13.1%, to $115 million -mainly because the city is taking fewer federal and state grants. Expenses are expected to drop 19.3%, to $104.5 million -because the city is tak- ing on fewer big projects. Officials are still trying to build up city stabilization reserves, and the proposed budget suggests setting aside $600,000 for that emergency fund. That will bring it to $6'.2 million -9.4 % of expenses instead ,of the 15% mandated by collncil policy. No matter what you're doing, your hometown newspaper RTS llL.. It took another blow this year when the city lost more than $1 million in an arbitration deci- sion on disputes with Koll Con- struction Co., the firm that built the Central Library. . City officials expect to add one employee to their staff, bringing the· total to 670. From 1992 to 19~5.· that number steadily decreased from 763 to 662. The Police and Fire and Marine departments, under the proposed budget, would account for 46.79% of city operating expenses -$37.8 million. Police salaries and benefits -though rank-and-file officers are still negotiating their contr'act - would cost $18.3 million, up from $17 .9 million this year. Fire and marine salaries and benefits would cost $12.8 million, up from $12 million this year. A few ideas didn't gamer funding in the proposed budget. Me: "True, but I suppose you have a tailback option.· Charlie: "Yeah, I'm gomg to court, and if Elmer shoots you, we'll have him on attempted murder.H . Me: "What if he kills me?" Charlie: "Then we'll have him for murder. However, he'll never hit you m that big black robe. You're too skinny IL'll be like the time I tried to shoot that coyote.• One time Charlie Wolford and I were deer hunting in the local mountains and came on a/ coyote. The animal just stood there while Charlie blazed away at him, all to no avall. A coyote bas a body ,as big around as a pencil. You can shoot at them all day and only hit fur. So that was Charlie Walford's realistic solution· to the problem. In those days the crimip.al calendar was held in Depart- ment 1\vo of the old red sand- stone Court House. It has a peculiar lighting arrangement. The judge sat under a spotlight, and the spectator section was almost dark. As a result, when I took the bench I was a beautiful target but couldn't see well enough into the spectator's sec- tion to see if Elmer Smith was there. When Pete Smith's case came up, I sentenced him to the Youth Authority, and nothing hap- pened. · After the morning session I called Charlie Wolford. Me: "What happened about Elmer Smith?" Charlie: "Oh, I forgot to call you. I went to Elmer's house this morning only to find out that Elmer had· gone deer hunting earlier this morning. You were ' home free." End of story except for one thing. When Pete Smith's case came up, I was ready to bit the deck in case of any movement in the audience. Charlie WoUord could have his coyote theory. Me? I was gomg to present as small a target as possible. Stretched out on the floor sounded pretty good to me. • ROBERT GARONER is a retired judge and a resident of Corona del ~ar. Huber was a sweet-faced UC lrvine graduate who worked as a waitress at the Cannery restaurant in Newport Beach and as a cashier at the Broad- way in Fashion Island. Everyone called her the girl next door. Despite the massive publicity cam- paign following her disappearance, which made her a Jiousehold name across the county, police struggled for years with dead-end leads, even enlist- ing the help of psychics. Costa Mesa Police Lt. Ron Smith, who supervised the investigation, described the frustration of uthe lack of anything tangible to work on" except an empty car. He said hundreds of well-meaning tips arrived from the public but amounted to nothing. ~There was the hope that for some reason she left voluntarily, but )t didn't seem likely because she seemed to be a pretty responsible young woman," Smith said. There was nothing at all suggesting , a link between Huber and Famalaro, Smith said. The break in the cas"e came after Famalaro moved from Lake Forest to live next door to his mother in Arizona. An acquaintance grew suspicious about th e Ryde r rentaj truck that seemed permanently parked in Famalaro's dtjveway. Expecting to fi,nd a cache of drugs, authorities instead found Huber's frozen remains. Prosecutors contend that Famalaro abducted her from the side of the free- LEWIS Newpoct 8Hch/Cost• Mesa Dally Palm way. They hope to link him to Hube1 • with traces of her blood found in a ~~ Hills storage facility he was renting. Famalaro ha& pleaded not guilty. Costa Mesa Police Chief Dav£> Snowden., who gave the eulogy fo> Huber in South Dakota, said he is anx : ious to see justice done at the trial. "There's never been a case since I've been here in 10 years that has affected me as deeply as this one has,· he said. "Each little thing takes its toll But I became very close to this family After I got back fr9m Dakota, it wa~ like I'd been to the funeral of a friend.". For the Hubers, the trial is long overdue. "There's been a lot of postpone- menfS'imd postponements," said Den nis Huber, noting Deputy Public Defender Leonard Gumlia's requests to delay the trial so that.he could examiiw mounds of evidence. "l think it's ct bunch of garbage,• Huber said ol Gumlia's stall tactics. Huber said he agrees with the pros- ecution's decision to:seek the death penalty, saying, "everybody should have to pay for their doings, and that'!> justice -that isn't vengeance.'' Though he thinks about his daugh ter every day and the horror of he1 death, the imminent trial nas in.tens1 fied the grief. The murder "ruins yow life," he said. "It goes from one where you have some happiness to one when you never seem to, and there's no entl to this thing," he said. "And I gues~ when I sit in the same room witl (Famalaro), that's going to be anothe1 big shoclc, too, because I've never seei 1 him face to face." from his preferred box seating, he said he was "tenified." By Barry Faulkner, Datly Pilot IRVlNE -If experience can be both a blessing G IRLS dnd a curse, it certainly didn't show in the per- formc.U1ces of Co!>ta Mesa High senior Ha Dang and freshman tecUTUnate Kalena Jackson at.Monday's Pacific Coast League gub truck and held preli.m.iRaries at lrvine High. Ddng, who WdS a PCL varsity finahst before Tiger Woods was d household name, has been through too many prelim hedts to let aruuety get the best of her. Jdck!>on? Competing m her first league prelims, she'll tell you heri.eU she 1s too naive to know better. "I don't tlunk I felt pressure,• said Dang, who qualified in the I 00-metcr h urcUes and the 300 hurdles. "l just run and do my best " Jack.ion, who surged dqwn the stretch to catch and pass a · Ldgtmd l l1Jls nvdl near the finish.line, earning second place in her hec:1 t and a guaranteed berth in 'the finals .of the 200 meter<;, said s9mething similar, though from a different sensi- btl1ty, perhaps. . "I don't pdy dltention to other people in my race," Jackson conf<'ssed, when asked if she saw the victim of her ii.Dishing kKk letting up in typical qualifying-heat style. U I s~me one ahead of me, I try to catch them. But I'm not thinking about stuff hke (them letting up)." Mesa Codch John Camey said Jackson was likely not aware of th<' unportance of that secOlld-place finish lthough her personal-best lime of 27 .5 would still have earned her the seventh of eight berths in the Thursday night's finals). "I don't think she knew about the second-place deal,• Car- ney said "She 1ust ran on guts the last 40 meters and beat the k.Jd That was her best race of the season.• For the fourth straight spring, Dang's season will continue on to league finals, after her 18.0 clocking was g<>OQ for sec- ond place m her heat and third overall, while her 50.7 mark in the 100 hurdles was second in her beat and second overall, despite dying somewhat in the final 40 meters. "I got a little llred." Dang said of her 300 effort. ·It was a little> weird, because I was on an outside lane (which puts her dheacl on the stagger, heading into the straightaway). I just said to myself 'Don't let people catch you.' " Dang had some catching up to d0<this year, after beginning hurdle workouts after the season had begun. "She had to work her way ba(:k into shape, but she did it," Camey explained. "She's a great kid with a great attitude who has been a great leader for us. I love having her out here." Estancia senior Amy Decker, whom Dang just edged with a lean in the 100 hur9Jes, qualified fourth overall with a time of 18.0. OnJy both hurdles, the 100;200 and 400 events were run Monday, with field events and other rwlning distances to be contested Thursday. Costa Mesa's Jose Carballo (above) vies in the 200; teammates Armando Vega (below) and Richard Price (right) earned qualifying berths ln the 400 and hurdles, respectively. BRIAN POBUDA I DAILY PILOT Eagles' Hovis turns it on in the 100, 200 • He sets up interesting bids in Thursday's finals. By Barry Faulkner, Daily Pilot ·IRVINE -Estanci~ High boys track and field BOYS coach Steve Crenshaw has tried to convince junior Ale~ Hovis all year that his best event tould be the 400 meters. But if Hovis has his way 'in the 100 and 200, in which he blazed to beat victories and strong qualifying position m Mon- day's Paci.fie Coast League Preliminaries at Irvine High, Cren- shaw's argument might just die down the stretch. HI wanted him to run the 400, but he wanted to run the 100," Crenshaw said. "I told him I didn't think bis times in the 100 were up to par, but he's proved me wrong. I still think he has a better build for the 400, but it's hard to argue-with success." Hovis, the PCL fr.osh-soph champion last year in the 100 and 200, demolished the competition in his 100 «µ1d 200 heats Mon- day, despite ~witching into cruise mode, while comfortably anead, .well before the finish line. His 100 clocking of 11.4 tied Lagv.na Hills' Brian Doi. for the best qualifying mark for Thursday's finals, also at Irvine. His time of 23.3 in the 200 was fourth-best overall. "It's going to be interesting to see him go against the big boys," Crenshaw said of Thursday's finals. Hovis said he prefers the 200 to the 100, but may actually have a better chance at a gold medal in the shorter sprint. HThe only guy I lost to in league this season isn't running the 100 here,• explained Hovis, who lamen~d a "horrible-start" in his 100 prelim heat. "I've been working on my start. Hopeful- ly, I'll get out better Thursday.• Costa Mesa High junior Richard Price, still hampered by a sprained right ankle, also qualified in two events on the abbre- viated schedule (hurdles, 100, 200 and 400). He finished sec- ond in heats of the 110 high hurdles and the 300 intermediates. ·~·~ just ge~g i;>ast the mental part (of running through the m1ury. sustained m the first league dual meet)." said Price, who qualified third overall in the intermediates (42.3) and -fourth overall in the 110 higl!i (16.5). Hit's still swollen and I have a lot of 111.pe on it. I feel like I'm running fast, but I did miss four weeks of practice, so that def- initely cost me some conditioning and technique, which has really slowed me down. I've been careful not to hit any hurdles up till now, but 1 have to let that go and go an out on Thurs- day." . Mesa senior Armando Vega was the only other local quali- fier Thursday, clocking a time of 51.3 to win bis 400-meter heat. The time was second·fastes\ of the day. Mesa Coach J.ohn Camey said if everything goes just right, his Mustangs just may win Thursday's meet, though it's unclear if that will enable them to overcome a third-place dual- meet finish to claim the overall league crown. "If Laguna Hills finishes second Thursday, I think it still wins the league," he said. HIGH SCHOOL BOYS TENNIS .
