city and state mandates to divert 50%
of their waste by the end of next year

State Assembly Bill 939, adopted 10
years ago, requires oties to divert 50 'o
of thel.f waste by Dec. 31, 2000 or face
potential fines of $10,000 a day. The city
has an ordinance that givei. it the
authority to revoke the pemuts of the
waste haulers under contract if the
haulers-are not complying wt.th the
requm~d diversion rates.

added at the urging of waste haulers
who wanted to see the city ordinance

. However, board member Dan Wor-
lhmgton criticized the council's deci-
sion and said that, if anything, now was
the time to get tougher.

actually a 5-year-old boy. But
when •Annie Jr , '! premiers at
the Costa Mesa Playhouse this
weekend, the endearing story
and its characters will still pre-
vail.
Scheduled today, Saturday ·
and Sunday. •Annie Jr." is part
of the Costa Mesa Civic Play-
ouse"s MUil:kulfurafOutreaCh
Program. The second-year
summer program -which
draws about 30 children ages
5-12 from the west side of Cos-
ta Mesa -runs for about six
weeks, culminating in a musi-•
cal production performed for
the children's families and gen-
eral public.
·Annie Jr." is a condensed
version of the longer "Annie,"
and has been specifically
designed for children's theater.
"J like how l am in almost
every part and get a lot of pret-
ty costumes and that everyone
is so nice." said 8-year-old
Shanley Meyer, a fowtb-grad-
er at Victona Elementary who
plays Annie.

myself and I don't get nervous
because I have sung in front of mr fnends before,. she said. ·1
think the important thing I
have learned this summer is
when you are really nervous to
just go on stage and do your
mle and then you start having
fun."
Show director Adriana
Sanchez, a student at Chap-
man College and a community
playhouse actress, said the ulti-
mate goal of the program is for
the children to have a compre-
hensive understanding of how
to put on a theatrical produc-
tion.

teaches responsibility and dis-
opline along with respect for
each other •
Alex Cetina. 11 , who plays
Rooster and 12-year-old Jesse
Rosales, 12, who portrays Dad-
dy Warbucks, will be seventh-
grade students at Ensign Mid-
dle School in September. They
have been best friends since
kindergarten.

playing and this gives them a .
chance to act,• Alex said.·
•Also, the program helps them
not to get scared when they
get on stage •
Alex, whose little sister,
-Chnstina, plays one of the
orphans, says he's not much
like the character he portrays,
which is why he enjoys the
role.
"They call him Rooster,
'cause he is always screaming
like a rooster and gettin9 mto
trouble,• he said. •And since I
am not really wild in real life, I
want to make it mto a fun
thing when I act It is like
when I go up on stage I want
people to cheer becduse acting
lS about having fun.·
And fot Jesse, well, he says
one perk of playmg Daddy
Warbucks is all the money he
can pretend to have.
"He is like a billionaire and
kind of starts out like a really
mean person but when he
meets Annie be changes
because he wants to adopt
her,· be said. •Sometimes I
can be really mean to my best
friend (Jesse) and we get really
mad at each other and than we
are friends again. Kinda like
Daddy Warbucks. •
Sanchez said she was ini-
b.ally approached last year to
assist with the then-new out·
reach program because of her
theater expenence and alsQ
because she is bilingual.
"I was first asked Just to
oversee the program, but then
I ended up selecting last year's
·w12ard of Oz' play and direct-
mg 1t. I really loved d.rrecting
and working with the kids,•
she said. "I have been doing
musical theater and enJoying1t
since I was a kid and that is
why I can relate to these kids.•
According to Sanchez. the
program, which included a vis-
it to the Orange County Per-
fonrung Arts Center and lunch
at Planet Hollywood, works on ·
a small budget provided by the
Costa Mesa Ci'vic Playhouse.
And just like Sanchez, who
volunteers her time, the suc-
cess of the program is depen-
dent on a handful of talented
volunteers who help with the
choreography, sets, costumes,
programs and everything else.
The $1 adnussion goes to fund
their closmg rught cast party.
"Everyone just kind of chips
m, • she said. •None of us get
pctid, but we all love watching
how good the kids feel about
themselves at the program's
end. Most of these kids really
wouldn't go out and audition
for a children's play.
And we have .a lot of boys in
1t, lods who would never think
of acting, but once they walk
on stage they seem totally
comfortable "

McDermott said. Witnesses

unshaven with about one week's
growth of beard and wearing tint-
ed prescription glasses.
"He was also wearing a blue
floppy bat and a long sleeve T-
shirt that had three shades of blue
in it ," McDermott said.

Lovell, a member of the
Oasis Ukelele Strummers,
entertained guests at the
Orange County Fair Thursday
dwing Senior Day. The Strum·
mers were just one of dozens of
local community acts that have
graced the stages on the Fair-
grounds this year.
Their graying hair and read·
ing glasses belied a youthful
exuberance that exceeded that
of the children wpo reluctantly
took the stage during one of the
songs to make ape and monkey
sounds.
"They're sort of wild,• Den-
ny Moynahan said -of the
seruors. "They're sort of crazy
-a dangerous group.•
Moynahan, 34, began going
to the Oasis Senior Center m
Corona Del Mar in 1994 to learn
how to play the ukelele after
playing the crazy ukelele ~

hula, proving that they still had
plenty of swing left in their

"A lot of people come with

they're strumming along with
the rest of us,• Cappa said.
"One thing you find in a large
group like us is nobody notices
if you mess up. There's enough
that know what they're doing
to carry the ones that don't.•

wedding vows at the Golden Wed-
dlng Ceremony on Thursday.

ence members -gathered for the

his wife, Billie Lowse Barker, as he

Their daughter, Sandi Murphy,
53, stood at the edge of the stage
and watched with a smile She took
pictures she wasn't able to take at
her parents original mamage in
Kansas all those years ago. Billie
Louise was only 17 at the time, and
the couple had to cro.;s the state
line to make the mamage legal.

"Antiques Road Show" on PBS
with professional appraisers on
band throughout the fair. Noth-
ipg of spectacular-value has
been found so far, but there
hove been some interesting

New York. Another brought m a
silver snuff box with black
enamel that had belonged to a
relative who married a count,
Hajian said.

There was a slight catch:
The children had to compete m
an Oatmeal Cookie Ealing
Contest, not that they were
complammg.
The contest began witih:on-
testants in the 5-and-under
group, and Wlth a. tease. After
. giving each cookie out, the
cookie contest morutors told
the conte,stants: "Don't eat it
yet."
And so the children waited,
seated on the floor.
But even when Brandy
Johnson, master of ceremonies,
shouted •One, two, three, go,•
most of the children continued
to just sit there.
Some children looked at
their cookie -and then the
audience -in confusion But
others, like 3-year-old J~a
Castillo from Placentia, shoved
the entire· cookie into their
mouth.
When the crumbs were
cleared, 5-year-old Nolan
Moder turneq out to be wumer.
Then once the stage was
swept, the 6-. to 8-year-olds
were getting. ready to eat -
only_without their hands.
While the younger children
got to use their hands to
devour their cookies. the sec-
ond group had to stand behind
a table with their hands behind
thetr back and eat the coolue
with·theu mouth.

After a bit of explaining 1 Kevin was ready for the contest
to begin. The children began
munching as fast as they could,
steering the cookies With their
forehead and making $Ure they

although.he wasn't. Each child
had to lick every morsel and
crumb from the pJate
Finally, With all the licking
completed, 6-year-old Corbin
Schwenn walked away the
messy wmner.
And on came the 9-to 11-
year-olds, with an even
tougher task before them.
They had to eat using two
popsicle sticks. they could
pick up the cookie whole, cut it
in pieces, but not stab it. .
After many failed attempts,
the children finally mastered
the art of popsicle stick eating.
Although Kaley Clenney of
Huntington Beach didn't· win
her age division -9-year-old
Matt Schultz was the victor -
· her mother was cheering her
on every step of the way.

After the popsicle sticks .
were put away, it was time for
the real challenge of the day:

The 12-to 13-year-olds
were up to the test. With their
foreheads pressed against
hockey sticks, the children
spun around five times, then

They, too, were not allowed
to use thetr hands.
Not fazed by the dlzzmess,
contestants sank their teeth
into thetr cookies.
