The school district sold the Costa Mesa farm to the city of Costa Mesa for $7 .3 million last Erickson questions traffic fee reduction • Costa Mesa councilman requests colleagues reconsider cut in fee charged to developers. By Susan [}eemer, Daily Pilot COSTA MESA -City Coun- cilman Joe Erickson filed a request Wlth the city manager's office Monday asking that the council reconsider its 3-2 decision last week to reduce traffic impact fees by 25%. The fees, which were reduced from $228 to $150 per trip last week, are levied on developers of new projects to pay for traffic improvements needed when Joe Erickson a business generates additional traffic in the community. "I believe that when a devel- oper builds a project that has impacts on the city he should pay for it," Erickson said. HThe city is run frugally and I just don't want our tax revenues being used for what I believe is the developer's responsibility." The city's 1991 General Plan calls for $177 million m traffic improvements over the next 20 years, according to Peter Naghavi, the city's manager of transportation services. But current traffic levies, or trip fees, leave a shortfall of near- ly $132 million. The council's decision to reduce the fees to $150 increases the shortfall by $11 million to a total of $143 mil- lion . Erickson contends he doesn't want the city to use money ear- marked for park development and other non-traffic-related cap- ital improvement funds to mak~ up the shortfall. Additionally, he said he does- n't want the city to use sales tax revenues that have traditionally supported public safety for traffic improvements. Erickson also wants to ensure that necessary improveme nts are made to city streets for the betterment of the entire community. • SEE COUNCIL PAGE 4 year and since then the Costa Mesa High community has said it wants to see some or all of the money go back to the school. Jim Scott Sr. and Jim Scott Jr., boosters of high school sports in Costa Mesa, devised a proposal that would result in a 50-meter swimming pool at Costa Mesa High and a football stadium at Estancia High. "(Costa Mesa swimmers) don't have a 50-meter pool. They should have that," Scott Sr. said. "They are "11 you get things engineered, they have a way of getting done," Scott Sr. said. The engineering phase would determine if the project is feasible a nd what the costs involved are. School board President Martha Fluor said she thought trustees would favor the plan. · "I don't think there's too much of a problem," Fluor said. Food and wine fest to benefit charities By Susan Deemer, Daily Pilot COSTA MESA -Live reggae music, fine wine and more than 32 restaurants from South Coast Plaza, Crystal Court. Village and Town Center will com e together Thursday for the fifth annual Summer Food & Wine Festival. The festival that raises money for two local charities from 5:30 to 8:30 p .m. will be held at Crystal Court, 333.1 Bear Street. Admis- sion is $30. The Someone Cares Soup Kitchen, which recently relocated to its permanent home on 19th Street, is one of two local charities to benefit from the event. The other, Food Distribution Center, is a private, nonprofit food bank that collects and distributes sur- plus food to the needy through a network of more than 280 local charities. , The soup kitchen feeds 200 to 250 people five days a week. The distribution center is able to donate 39 meals for every $1 donated at the festival toward f eeding the county's estimated needy population of 400,000. Mostly, 82-year-old Bill Nice of Newport Beach is forced to make concessions, like competing against runners a dozen years younger. Rarely does Nice get an opportunity to race his peers. But when he does, watch out. On Sunday, Newport 5000 officials offered a men's 80-84 division, and Nice didn't hesitate to enter. He won his division in 26:08 on a speedy course along the Newport Beach Financial District. On April 13, in his most significant victory of the year, Nice won his division at the prestigious Carlsbad SOOO, a national championship SK, clocking a 2S:08, a minute quicker than his ti.me Sunday. "That's why I was a bit disappointed," the retired airline pilot said. Nice, who has never lost a Carlsbad race in his age group, finds it tougher and tougher to e ncounter legitimate competition. "There are so few people in my age The older he gets, the larger the age gap in most races. But with Nice, it appears there are times he's getting better with age, based on the fact he has met nobody in Southern California who can beat him in his age group. "Either that or the competition drops off," Nice said. Nice, awarded the Most Inspirational Newport Beach Runner at the recent Corona del Mar Scenic Run, started running at age 57, when he retired from the airlines. Attitude is everything. uThe main thing is that you get to meet a lot of nice people, and it's a lot of fun to compete if you don't get hot and bothered,· Kay said. "Some people do. It's amazing. If they don't win, they're really down, or if they feel like they weren't treated right, they're really down. It's tunny.· Kay, who runs for scenery as much as he does for exercise, is rarely down, and, well, he rarely loses. Fact is, Kay bas won 29 of 30 races in the past two years, mostly half marathons and tOK runs. "Locally, I don't have any problem (winning a race in the 70-74 division), but there are guys coming up, so I don't expect to dominate forever,• said Kay, one of three local senior men who won titles Sunday, joining Earl Rippee (7S-79 division) and Bill Nice (80-84). Kay, who ran the quickest senior time among area runners in the prestigious Newport SOOO, is one of the hottest runners in the West Coast in his age group, considering his three titles in the Avenue of the Giants Half Marathon at Hwnboldt, a United States Track and Field-sanctioned event. "My daughter lives up there, so I visit her and just go and race," Kay said . "It's beautiful up there with a lot of shadows.• Kay has also won the Corona del Mar Scenic SK Run five consecutive years, and in three different age groups. r:;:~=~=-~==~~~~·~~:J In fact, Kay's only non-victory in two years was I~ the Carlsbad SOOO in April, when he finished fourth in the national championship race. "They had one guy there, Joe King from Sacramento, who's unbelievable," Kay said. "He's on another planet.· Kay, a former Senior Olympic gold medalist in swimming who was forced to abandon his competitive aquatics pursuit because of allergies from chlorine, has been running for 54 years. He's the answer to the question of whether or not competitive high school runners continue doing it throughout their life. Kay, who ran in· 24 races last year and six so far this year, won his age group earlier this year at the Orange County Marathon, and a week prior won the Huntington Beach Half Marathon with a personal-best 1:36:42. Kay's best ti.me in a lOK is 46:16, accomplished at the Run For The Blind in Torrance in March, 1996.
