vinced I'm going to become one
of the least popular people m lhe
newsroom
That said., let me take this
moment to compliment the
reporters, photographers and
editors for all the hard work they
did on our Top 103 most tnfluen-
tial people speoal edition.
It was definitely the best ever.

Now for some second guess-
ing.
The b1ggest controversies to
come across my desk Uus week
had to do with photography. And
in particular, unages of young
children
The first had to do with our
annual back-to-school issue. In
that issue, our photographer
managed to bring back some
unflattering photos of a young
kindergartner. ·
When the story and the pho-
tos ran, most of us m the news-
room thought they were cute
shots of a young boy nervous on
his first day But his mother did-
n't agree and wasn't very happy
about our choice of photos
In hindsight, our Director of
Photography Marc Martin
agreed.
The photographer used a
wide angle lens for the assign-
ment and thus the odd looking
images, he said.
MWe goofed,• Martin said.
"We didn't show good Judg-
ment.•
In the other instance, our pho-
tographers returned htte one
night this week with a photo-
graph of an acodent scene. It
wasn't a particularly newsworthy
event, just a pretty bad fender-
bender that Jammed up traffic a
bit.
Anud the photo:, of the
crunched cars, we hati a photo-
graph of a young mother, child
on her lap, being interviewed by
a police officer.
To be fair to our photograph-
er, the rraother was well aware
that a news photographer was
taking her picture at the time.
By the Ume she returned
home, she started to realize,
however, what that meant. It
was then .that the newsroom got
a phone call from her husband,
asking us to refrain from pub-
lishing the shot.
Normally, news folks are gm:-
zled sorts who refu.c;c to let read·
er.; dictate what should or should·
n't appear in our newspap r. And

NEWPORT SHORES -An
early morrung fire tbat firefighters
believe was sparked by a discard-
ed cigarette has left a Newport
Shores family shocked, temporar-
ily homeless, and reeling from the
$40,000 worth of damages.
No one was seriously injured in
the blaze, which sent Oames billow-
mg' into the night about 4 a.m. Sat-
urday mom.mg, firefighters said.
Newport Beach Police and fire-
fighters from Newport Beach,
Costa Mesa and Huntington
Beach were on the scene within
minutes and declared the fire
under control by 4:20 a.m. -but
not before a ball of flames flashed
over the firefighters.
Gary Montgomery credited the
family's fox temer, Pona, with sav-
ing the home, and those of neigh-
bors. Montgomery, tus daughter,
his wife, and her mother were
sleeping soundly in the house they
bave lived in for 22 years when
Pona began barking and woke
Montgomery's daughter, Kristen.
Though flames had engulfed
her bedroom, Kristen Mont-
gomery woke her parents, helped
her grandmother to safety and
then ran into the street and began
banging on doors to warn neigh-
bors.
She suffered second-and
third-degree bum to her feet,
and was taken to a hospital and
then released.
Her grandmother suffered
from smoke inhalation and also
was taken to the hospital and
released.
Gary Montgomery woke up
and then helped his wife, who is
confined to a wheelchair because
she suffers from multiple sclerosiS.

Montgomery, as he recuperated
at a local hotel witb his family.
Pona is staying with family
friends, but.was at the hotel Sun-
day afternoon "to visit with
Grandma.#
Montgomery's neighbor said
the fire had terrified the neigh-
borhood.
"I've seen a lot of things, but
I've never been that personally
scared,• he said of the experience

Montgomery said the •One
bright spot m the tragedy was the
tremendous support of his neigh-
bors.
"They were gre"t. I didn't real-.
ize they were that great until this

I've talked to this one neighbor of
mme for 20 years, and ~he was so
concerned about my wife, she
gave us clothes. We didn't have
any clothes because we didn't
stop to change them.
"I think the neighbors were
more scared than I was,• he
added. "They said it was a hell of
a way to have a block party.•

The Newport eeach Public
Library ranked f:'Jo. 2 among
American public libraries serv-
ing populations between 50,000
and 99,000, according to the Sep-
tember issue of American
Libraries. Based on the Hen-
nen 's American Public Ubrary
Rating Index, nearly 9,000 public
librories nationwide provided
information for the survey. "The
Index can't measure such impor-
tant elements as knowledgeable
reference llbrarians, or cheerful
circulation desk clerks, but it
does give us quantttuuve assur-
ance that we are providing
excellent service compared to
other libraries serving popula-
tions of a similar size," aid
LaDonna Kierutz, the city's com-
munity services director.
Survey factors include cost per
circulation, visits per capita and
funding per capita.
The Index provides a compara-
tive rating system that librarians,
trustees and the public can use to
improve and extend library ser-
vices m the next millen~um.

The library provides cuculat-
ing &.nd reference print, audiovi-
sual and electronic resources, as
well as dozens of monthly pro-
grams, literary discussion groups,

District should support the arts in the classroom
L ast week's school board
meeting was over by 9 p.m.
The highlights are:
• Groundbreaking occurred
for Newport Coast School last
Wednesday, which is the first
start-from-scratch school in our
district in 25 years.
• New Teacher Induction
Week, held in August, was a big
success, and the teachers were
fed well. When they toured the
district, it was not in a school
bus. Thanks to all of the veteran
teachers who lmparted their wis-
dom.
. • The district spent more than
$100,000 for the electrical con-
nections at three school sites.
• A board member proposed
that we consider putting a
skateboard park on school prop-
• erty for students to use. A par-
. ent suggested to me that the
skateboard park be used as a
scholastic incentive. In other
words, adnussion mto the park
for students could be a week1y
progress. sheet from teachers
that all homework was complet-
ed and turned m on time, and
that students attended class on
time. Or, it could depend on a
certain grade point average.
Continuation school kids could
not participate, nor could kids
with outstanding .detentions.
That would probably have a
bigger effect on raising our
Stanford 9 scores at the middle
and high school levels than ·
many more costly, •education-
• based· programs.

Obviously, the 1999-00 budget
holds the purse strings to our
educational dollars So, whatever
the pronouncements might be, if
the dollars aren't there, programs
are not going to happen. The
strategic plan that was adopted
this summer is meant to channel
all our resources -people, mon-
ey, fadhties, lime, and energy -
to support our beliefs and shared
vision. One of the plan's critical
tSsues under curriculum is art,
music and drama. At the budget
meeting, I asked what money
hds been dedicated m the bud-
get to these areas.
There is an UlStrumental
music program at the elementary
school level, which culminates in
either filth-or sixth-graders
learning how to play four dilfer-
ent instruments over a rune-
week period per instrument.
Some elementary schools also
have chous.
At the secondary school level,
schools can dedicate teachers to
teach music, dictma and art, and
their salaries are paid by the

stant for the last three or four
years. As I understand it, no
academic team af any of the
secondary schools is being fund-
ed by roll and recompense
funds. So, that means if the
school principals.put a moratori-
um on funding sports teams,
there will be money for academ-
ic teams and art, music and dra-
ma. Yeah, right!
Being the captain of the
·school debate team is a better
ticket to get into the college of
your choice than participation in
any other extracurricular activ1ty.
Right now, none of our schools
have a debate team. Will we get
debate teams? Sure, if we can
talk a teacher into coaching the
team for free, then spendmg hlS
or her Saturdays taking the? kids
to contests without compensa-
tion. The team members would
have to raise funds for research
materials and entry feei. Unlike
most athletic sports, which have
a transportation budget, the kids
would have to hoof it to county-
wide contests.
So, when the dtstnct says
schools can support academic
teams and art, drdmcl and music
through roll and recompense
funds, it is the same as saying
that these receive no support at
all. At this time, the money
received from the California
State Lottery for the budget
year ts projected to be $2.5 mil-
lion. That money now gets
mixed into the general fund If
that money was dedicated to
support academic teams and
art, dra?na and music at all
schools throughout the district,
then we would see a dramatic
flourishing of such programs at
each school.
But such an allocation
requires your support. Won't you
let your local board member
know you support such a dedi-
cated allocation, to ens\J.re that
th.is change happens?
Whether or not I agr~ with
how our educational dollar is
divvied up by the school board
dJld the state and federal law-
makers, hats off to Mike Fine
and his team for putting all of the
information together m an
understandable form in the 1999-
00 All Funds Final Budget Book.
I do need to clarify that the num-
bers I used last week to calculate
personnel at each school were
based solely on money coming
out of the general ftind. Some
schools qualify for dollars from
special education, Tille I, feder-
al, local foundations, etc. I
thought it would be more fair
JUSt to include the general fund
dollars.

I can remember a few obstinate
moments I've had in the past
over just such a debate.
But looking at the photo, it
was clear to me that it didn't
have enough news value to
warrant such a standoff.
• In a way, that photo high-
lights a bigger issue for us and
that is the dwindling trust that
readers have for members of
the media.
Heck, some approval ratings
even have us dipping below
lawyers, of all tblngs.
· We need. to reverse that
trend and give the readers more
reason to trust us. Because,
after all, thl?y a.re the reason we
exist in the first place.
And to do that, we need to
weigh the readers' concerns
with our own need to publish
the news.
' And of course there is also
the issue of accuracy. One read-
er noted that we jumbled up the
transcribmg of her call to our
Readers Hotline regarding the
