Owned by the Hershey family for more
than five decades from 1920, the restaurant
was known by many names before becom-
ing the Village Inn. About 1937, the Her-
shey family leased their little restaurant to
brothers Art, Bert and Vaux White, who
called it The Park Avenue Cafe. Shortly
after a remodel, the name was changed to
the White's Cafe.

owners of The Village Inn on Balboa Island
closed their doors·about a year ago to give
the place a face lift.

jects, such as sales offices,• said
committee spokesman Jim
McGee.
Last month, the committee
took out a one-page ddverti:.e·
ment in the Pilot stating its
opposition to the development
and did not receive a response,
· McGee said. The ad demanded
that the Irvine Co "fulfill its
prollllse to build a 150,000-
square-foot shopping center•
on the prop~rty at the intersec-
tion of l'-iewport Coast Dnve
and San JoaqUlll Hills Road.
Building a commercial cen-
ter, however, is preruely the
Irvme Co.'s intention, said
spokesman Paul Kranhold.
"There is c;ome confusion
that we're gomg to do all apart-
ments and no r tail,· he said,
adding that if the Irvine Co.
does take advdlltage of '-Orne of
the allowed uses of the property
and builds apartments, 1t would
be on a ·small portion• of the
site.
The contention of the Coast
Committee is that even a mini-
mal increase in apartments will
decrease the size of the much-
needed shopping center, which

Sunday, the day following an
mtemat.Jonal effort to remove the litter
that envelopes our cities, beaches and
coastal areas. The volunteer response
was tremendous. But we are falling short
in our battle against trash.
Was the effort futile? About halfway
through my 10-mile ride, I began to
think the answer is yes.
As 1 pedaled along Upper Newport
Bay, where just hours before hundreds of
volunteers h8d scoured the uplands,
mud flats and water. I noticed a smatter-
ing of cigarette butts m the gutter. Along
the penmeter I saw beer cans and, m the
dim early morning light. wlute "blobs"
of unknown origin. Rounding the comer
to the San Diego.Creek Trail, I observed
a white shopping bdg sndgged agau1st
the brush, and fresh deposits of dog and
horse manure on the trail 1Lc;eU.
Should the city agree to
enforce noise restrictions?
Defirutely. Let the city take
over. It's about time some-
. body did. I live on Van-
guard Way, which is right
across the street. For years,
we used to bear beautiful
music. We don't hear it
anymore. Let's bring it
back. Let's eliminate the
noise at 11 or 12. Let's set d
restriction. Let's keep the
entertainers coming in. It's
a €OW pasture now. We
don't need cow pastures,
we need an amphitheater
with restrictions. After all, I
live on Vanguard Way as I
said. I have helicopters fly-
ing over my bead every-
day. I'm in the, flight path
of all the planes flying out ~
from John Wayne Airport.
It's noise -everybody
bears it. I'd like to hear
beautiful noise for a
change. Bring back the
amphitheater. Run it like
it's supposed to be.
But, like the tip of the proverbial.ice-
berg, I know that huge reserves of trdsh

efforL'>. Maybe it's time to explore a simi·
Jar system for our trails and waterways.
Year-round efforts are impossible m
areas where hub1tat has been reserved
for nest.mg and migratory species. But
consider the human migration that
occurs in Southern Califomid each sum~
mer -m fact all year, to some extent I
walked daily to the tenninus 'of the San-
ta And River trail this swnmer. The litter
there was horrific. 1 wondered what the
tourists must think, and how nearby resi-
dents couJd stomach the untouched
hettps of rubbish Some of it stayed for
weeks be!ore being removed. Some of it
never was. Surely the plethora of envi-
rorunental organizations, the Scouts and
other civic groups would kick in funding
and manpower if offiaals pursued that
approach.
Can the media help? On issues where
I'm c1ctive and pnvy to the inside track, r
find newspaper and teleVIS1on stories
usually do no more than regurgitate
pre.ss releases with little if any additional'
research. Columnists and magazines fare
better, presenting more thorough and
balanced accounts. Television, though, is
espeoally shallow, going for sound bites
arid striking visual presentations over
content and information.
So where does that leave us? Well.
there's no excuse for an uninformed pub-
lic, but official efforts are for the most
pw1 uninspired, token efforts dictated by
legislution or face-saving measures. The
public needs to be better educated: how
much taxpayer money is spent on litter
removal, where does it comes from, how
does 1t affect our lives? (The syringes

going to other beaches and taking their '
pocketbooks with them!)
Behavior can change. Don't filck the
butts. Report loitering -which often
produces trash -to authorities. Police
the gutters outside your residence.
Develop programs at the school level to
keep campuses clean. (They aren't.)
Inspire corporations·to work with
employees to keep parking areas free of
the fast-food packaging that blows away .
Refuse to accept-a substandard stan-
dard of living where litter is concerned .
Look around, and imagine how our
streets, beaches and trails look to the
outsider. And don't think its income or
education related. I see trash in the best
of neighborhoods. This is a matter of dol-.
lacs and "sense."
To paraphrase Pogo, •we ha~e met
the trash police and he is us."
It's time for a citizens arrest.

will just hurt the whole election, and he
acted like such a baby against Sanchez
when he lost and ranted and raved. l
think he may have a 30 points higher IQ
than Dana Rohrabacher, but l don't think
be has the common sense it takes to be a
congressman. And I think he'd make a
big mistake.

tanker flipped over on the San
Diego Freeway, closing four of
the five northbound lanes at Har-
bor Boulevard and fouling the
Monday morning commute for
an estimated 100,000 drivers. .
•Anytime you have an entite
freeway shut down for almost
four hours, it's a major, major
problem," said Officer Mike
Lundqu,ist of the California High-
way Patrol.
About 7:30, a fully loaded
sewage tanker, dnven by Allen
Horton of Gardena, swerved and
then fiipped over, colliding with a
truck driven by George Forhsay
of Rancho Santa Margarita.
Horton sustained • minor
injuries and was taken to Foun-
tain Valley Hospital
Horton's downed truck, which
was filled with 1,600 gallons of
sewage, blocked all but one lane
of the northbound freeway until
just before noon.
To avoid spilling all that
sewage, highway officials had to
bring a pumper truck onto the
freeway to unload the tanker
before righting it.
During the more than three
hours the process took, the entire
northbound side· of the freeway,
except the slow lane, was closed.
Radio pers.onalities on both
AM and FM clucked and JOked
and warned drivers to avoid the
405 at all costs~ but many drivers
were unable to heed the warn-
ing, and traffic backed up for
miles.
In addition to financial losses,
Lundquist said, officers also
braced themselves to handle oth-
er casualties of a closed freeway:
increased road rage and other
aggressive driving from com-
muters whose patience was
stretched to the limit.
Officers also had their·
patience tested. When they went
to right the tanker at about 1.,0:30,
a valve ,opened and 'started
spilling sewage onto the one
open lane of the freeway.
So officers opened the CdlJ>OOl
lanes and shut down the slow
lane m order to clean up that
sewage.
All lanes of the freeway were
reopened at 11:48 a.m.

School Board will vote tonight on
whether to spend approximately
$70,000 a year to station police
officers at Newport Beach sec-
ondary schools.

for one full-blne officer at Newport
Harbor High School and one offi-
cer who would split time between
Ensign Intermediate School and
Corona del Mar High School.

identified a man arrested Saturday
on suspicion of attempted rape as
the prime suspect in the Sept. 16
rape of a Costa Mesa woman who
was forced into a car near Harbor
Boulevard and Bay Street.
Brian Daniel Larungham, 26, of
Westminster was arrested Satur-
day morning after he allegedly
gave a 33-year-old Costa Mesa
woman a nde and later demanded
sex at k.nilepomt. The woman.
who escaped unharmed, pointed
him out to police as he drove by
the bus stop where he had picked
her up.
Through their investigation,
police now believe that he is the
suspect wanted for the Sept. 16
rape"f a 26-year-old Costa Mesa
woman, said Lt, John FitzPatrlck.
After forcing that woman into a
car, Laningham allegedly drove to
an apartment complex parking lot
in the 2000 block of Maple Street
and raped ber. Laningham came
under investigation for the Sept. 16
rape because his descnption, car
and method or operation matched
those in the initial rape, police said.
Laningham will be arraigned at
the Harbor Jusbce Center today
on charges of k.idnappmg and
rape, FitzPatrick sa.ad.

extensive education in the dan-
gers of drug abuse in elementary
school, Mcdermott said, "there's
no follow when they're facing

The city of Newport Beach
would also pay about $70,000, the
other half of the officers' salanei,.
The school district would also
have tQ foot the bill for trairung
and equipment for the two officers,
as well as half the cost of a pohce
car, which would total about
$17,500.
The school district's portion of
the program would come from a
new state grant designed to aug~
ment school security, according to
Mike Fine, the school district's
assistant superintendent for busi-
ness services.
"I love the idea,• said Ensign
pnncipal Alan Mucerino. "I think
to have a positive police presence
is wonderful for students.•
,. Mucerino· added that he does
fno view the program as a way to
bust students, but rather as a way
to ed\fCate them about law
enforcement and criminal justice
issues.
"I wouldn't expect them to be a
cop on campus," he said. "l would
love to use their experiences for
our education, whether it be
through assemblies, or classroom
experiences.•
Many students, including
Alexandra Robinson, a student
government leader at Newport
Harbor High School, said they
hadn't even heard of the program.
Alexandra said she thought the
officers' No. 1 pnority shoUld be ·

That policy calls for students
caught using drugs or alcohol lo
be transferred to another school.
but students and parents claim it is
both unfair and unldirly enforced.

The School Board will also hear
a report from Supt. Robert Barbot's
Facilities Advisory Committee,

A giant, on and off the play ing field
I was delighted to see that
the ~ople who plck sports
figurei for the Daily Pilot's
sports hall pf fame fi.itally got
around to picklng my old
fnend Harold (Hal) Pangle. Of
course, they are seven years
too late. ln 1992 I wrote an
article for the Pilot about Hal.
l must adrrut, it wasn't about
his football prowess -for rea-
sons that I hope will become
apparent. Rather, it was about
another part of Hal's life, far
removed from the gridiron.
When the Rendezvous Ball-
room opened m 1928, it was a
nickel-a-dance joint. Hal and I
were gate boys, or ticket talc·
ers, there one summer. A
group of us, seven to be exact.
manned so-called gates
through which the dancers
went onto the dance floor.
Each dance cost the couple a
nickel. So it was ow JOb as
gate boys to see to it that each
couple deposited a nickel tick-
et into a box when they went
out on the floor. So far, so
good.
However, at the end o(
each dance it was also our job
to herd the dancers off the
noor so that they could pay
another nickel for the next
dance. To do this we gate boys
took long ropes which con-
nected the gates and went out
onto the middle of the floor
dlld herded the dancers off the
floor, much like herding a
group of cattle into the corral.
In so doing we would from
time to time annoy one of the
male dancers as his partner

quent, and this Is where Hal
Pan'gle enters tlus deathless
yam.
We gate boys were a fairly
typical bunch of high school
kids. Scrawny would be a
charitable description. All but
one. That one was Hal Pangle.
Hal was a veritable glant of a
man, even as a }cjd. He never
took advantage of his size. He
was quiet, modest, friendly,
but he was big and he was •
brawny.
And so when one or us gate
boys was about to su(fer great
bodily harm at the hands ol a
male dancer who resented his
female partner being yanked
off the floor, we would yell,
•Piing le!• al the top of our
lungs. Hal would drop his
rope and come trotting over,
all 250 pounds of a man who
could scowl w1th the best or
them when the occasion
demanded. All of a sudden
the l!ate dancer became
docile, almost apologetic.
Now, that's the Hal Pangle I
remember, not the great foot-
ball player who received All·
American recognition.
You see, I went to USC
du.ring the late '20s and early
'30s. At th.at time, USC was a
football p0werhouse. National
championships were regular,
Rose Bowls were automatic,
All-Americans were a dime a
dozen. And so it was one year
we were on our way to anoth-
er national championsh'ip . 'We
had a 25-game winning
streak when tragedy struck. A
lowty Oregon State team
played the great Thundering'
Herd to a 0-0 tie. And they _
did it with an 11-man squad,
no substitutions. And my old
fnend Hal Pangle was the
powerhouse or that Oregon
Stale team, qsclung up huge
yards as a fullback. then
beconung a devastating tack-•
le on defense It was a sad
day for Troy
So that's why I choose to
remember Hal Pangle as the '
genial g1ant who repeatedly
saved me from bodily harm
one summer at the Ren-
dezvous, rather than th.at dirty
so-and-so who nuned USC's
chances for another national
championship.

from Village Inn and is one of
Yardley's close friends.
The memory of good-looking
teachers strolling into the ·bar
remains vivid in Dick Higbie's
mind. Higbie, who bas known
Yardley for many years, remem-
bers going into the bar when
teachers went there for entertain-
ment.

The study also indicates
that the bike trail on Anton
Boulevard and a proposed
bike trail, which would circle
the Sakioka farm site, would
intersect various rail route
alternatives.
Various counal members
have expressed concerns
about the possible need to
increase the number of
buildings to accoti:tmodate
the tight rail system. Last
week, the counal voted 4-1
to adopt a local plan that
proVldes gwdelines to
ensure that any future transit
system lS compatible with
adjacent land uses.
One of the recommenda-
tions on ldlld use detailed in
an engmeertng report for
Costa Me~ was to encour-
age mixed-use development
in areas near transit stations
, and along tr~it corridors.
Those types of develop-
ments are more transit-sup-
porllve, according to the

week that former
Costa Mesa High
baseball coach Doug Deats
had taken the same job at
cross-town rival Estancia, there
were two questions I was eager
to fungo in his direction.
1) Was it two boys, two girls,
or one of each?
2) Why take that'job?
The first question bad to do
with Deats' unavailability to
comment on the second the
day he was hi.red (Sept. 20),
as he was attenchng to the
late-everung birth of twins
Megan and Michael.
His second daughter and
first son, as well as mother
Jacqueline, are all doing well,
the proud papa assured me.
As to the Jess pressing issue,
Deats addressed skepticism
about his new career path the
same way he does his business
on the diamond -with
enthWiiasm and candor.
"I like to coach, man,• he
said. "That's what I do. I'm
hoping to help those kids out
with baseball and maybe some
other stuff, too. And, after a,U,
that really should be the goals
of any coach. Sometimes, I
think we all get a little
shortsighted and get stuck on
wins and losses.·

through 1994. But the Eagles
have not had a winning season
since '93, not made the playoffs
since '94 and have won less
than 14 % of their games the
last four springs (13-81-1).

Costa Mesa program in much
worse condition in 1994 and
led lus alma mater to its first
back-to-back trips to the CIF
playoffs in 34 years (1995-96),
before resigning after the '97
campaign.

practiced the followmg week
and played against Marina, but ·
swelling in his quadriceps forced
him to leave that game early and
he's been limping ever since.

are making a name. for
themselves.
Y ou couldn't blame Estancia
High boyi; cross country
coach Charlie Appell for
feeling uncertain about his
team's future. Alberto Munoz
graduated, and so did Manuel
Orozco.
To fill their shoes, Appell had
to rely on 14-and 15-year-olds
streaming through high school
doors for the first time. This was
a classic example of a youth
movement. The star athletes are
gQne, so a bunch of kids who
nught, or might not work out,
have to replace them.
MThey're all young kids,•
Appell said. ·nus is the first
experience in cross country for
many of them. We only have two
seniors. We have very little
expenence, but we've been very
successful so far."
Instead of going through
growing pains though, Estancia
has started quickly out of the
chute. At the Laguna Hills
Invitational, the freshmen
runners won the meet with an
absurd 29 points, 23 points fewer·
than the ~econd-place team. And
they were only a little off their
lime the following week, scoring
34 pomts in a win against

Woodbridge.
The Eagles only have two
seruors on their team. so they
constantly use freshmen and
sophomores to fill out the varsity
squad. The kids have responded
so far, and Estancia is currently
No. 8 in CIF Southern Section
Division IX rankings. When they
do not run on the varsity squad,
the kids have made Estancia 's
freshmen and sophomore squad
fonnidable.
"l am surprised,• Appell said.

on the varsity team so far.
Along with those two, the
underclassmen consist of Eric
Vangeen, Gerardo Orozco, Sean
Zich, Jorge Contreras, Luis
Segoginao, Mile Casillas and
Eric Lopez.
Estanci.a's success has been
most surp~ beeause a lot of
these kids never rao cross
country before. For them to come
in and run the three miles in
their firSt two attempts and win is
phenomenal.

Corona del Mar. The two schools

fresh.men and sophomore teams
finished ahead of the Sea Kings
twice. If the Eagles win again, it
would be a huge confidence
booster for their young runners.
With so many youngsters on •
the team, you would think
Estancia's success in the future is
guaranteed. But as the Montreal
Expos constantly prove, having
young talent is one thing, but
keeping it together is another.
And Appell realizes he is
nurturing a team instead of
rebuilding one.
"Their success is
encouraging," he said. "But we'll
see in a couple of years. We have
lo get these kids to stick
around."
