By Susan Deemer, Daily Pilot COSTA MESA -Anyone planning to open a new liquor store or mini market in the city might have a few new hurdles to jump over before they can obtain a permit to sell alcohol. As part of the city's efforts to crack down on problems associat· ed with underage drinking and drunken driving, City Council members on Monday approved 3 to 2 a strict list of optional condi- tions the city could impose on such businesses. Mayor Peter Buffa and City Councilman Gary Monahan voted no. "It's important for us as the city or us as parents ... to be overseers of what our youth can and cannot have access to,· Councilwoman Heather Somers said. Although Somers has fought unsuccessfully in the past to limit the number of liquor licenses issued in the city. she is hoping the new conditions will make an impact on the sales of alcohol to the city's youth in particular. The new 18 operational stan- dards would not apply to existing liquor stores or mini markets. By Christopher Goffard, Dally Pilot NEWPORT BEACH -Pegye Bechler is still lost at sea. 1\vo weeks after the 38-year- old Newport Beach woman and mother of three disappeared, apparently swept off a rental boat into the ocean, authorities have discovered no sign of her body. Orange County Sheriff's Department spokesman Lt. Ron Wilkerson said an investigation continues mto the disappear- ance, but no evidence of foul play has turned up. The missing woman's hus- band, Eric Bechler, told Pegye Bec:bJer authorities he was knee- boarding behind the boat from Balboa Bay Rentals on July 6 while Pegye operated the con- trols. He said a big wave caused him to lose control, and when he next saw the boat, his wife was gone. Now I have my little children and I'm very, very happy to see that they're dressed in some nice colorful uniforms and they're halfway decent and I don't mind them picking my children up and putting them on to the rides. I think that's a great improvement for the faii. DUltANNB MUNGALL Costa Mesa A : Three things I bought at ~e fair: We bought some orange oil, like a wood polish stuff, to restore cabinetry that bas been badly damaged by the salt air or by natural aging. We also bought a cellular phone pouch for the cellular phone which we couldn't find at the local L.A. Cellular facility on MacArthur Boulevard. Also, we bought our two daughters, ages 8 and 10, Kathleen and Kelly, a picture at the antique picture- taking pla.ce and they're going to love that for a long time. I did win a prize on the fun zone midway. Actually we didn't win a prize but my daughter had seen a couple of stuffed animals that were blown over off the dis- play and blown away from one of the display stands. So she went up and handed them back to the attendant and he gave here the 1\veety Bird for free. And she was very, very happy for being an honest person and getting a reward for it. Jan Gonzales, a John Wayne Airport controller currently on medical leave, and an Arizona woman have filed a formal com- plaint against the FAA. The women are alleging they were discriminated against in consideration for promotions and harassed on the job. The women are seeking dam- ages up to $300,000 per incident of discrimination or harassment. Actu- ally, the only way I stayed alive was by some collection cases I acquired from the defunct New- port Beach Lumber Co. Day after day I sat there in my law office waiting for a prospec- tive client to arrtve. And so it hap- pened that one day when I was keeping my lonely vigil waiting for the sound of footsteps on the stairs leading to my office. (Most days, the only steps I hea.rd were those of my old friend, Tony Plummer, the postman who would just stop by to say hello.) 1hls day I heard footsteps - big, crashing, booming footsteps. Someone rather large was coming up the stairway. Then the door to my office burst open, and Big Bill Ponting, the constable of Newport Beach Township, charged in. Bill was already a large man but with his high-heeled cowboy boots and his high cowboy hat, he was about 7 feet tall and almost that big around the waist. Bill strode across the room and threw some papers down on my desk. MWhat the hell are these all about?" he roared in a voice that could have been heard in Tustin. I glanced at the papers. "Those are a writ of attachment by which you are ordered to attach John Horman's fish dock." I hied to sound firm and lawyer-like, but compared to Big Bill's voice, mine came out as a squeak. "I can read," snarled Big Bill. "I know what they are. After all, I'm the constable. I was saved the embarrass- ment of having to admit that I didn't have an answer to his question when Bill continued, his voice reduced a few hundred decibels. I've been hired to collect it.· John nodded. "I tell you what we do." He reached into his pocket and brought out a 20 dol- lar bill that smelled strongly of fish and handed it to me. "You come around the first of each month, and I'll give you one of these until the bill's been paid." I did, and be did. For some reason, that incident seemed to appeal to John. From that time until his death many years later, I would get a phone call every Christmas. "This is John. You come over. I got something for you." When I did, be always gave me a big bull lobster as a Ouist- mas present.
