NEWPORT BEACH -The
city can't stop group recovery
homes from operating in residen-
tial neighborhoods, but officials
are looking into ways to curb
their effects, City Attorney Bob
Burnham told council members
Monday.
Residents have complained of
the increased noise, traffic and
other problems they say come
with group homes. Most recently,
activities at the Serenity Springs
alcoholic recovery house drove
Vista Baya residents into an
upr~.
Those problems prompted offi-
cials to investigate how much
authority they have over such
homes. The research found, how-
ever, state law prevents cities
from regulating them: Officials
can't prohibit homes of fewer
than six residents; they can't dic-
tate how many people can live in
a house1 and laws aren't clear on
restricting homes of more than six
residents.
"Our office can pursue devel·
opment of some kind of standards
for noise, parking and trash,•
Burnham said. ·we can deal with
the results of the actions of the
people living there.•

other neighborhoods that have
dealt with group homes -West
Newport, the Balboa Peninsula
and Eastbluff, for example -
showed up. for the council's dis-
cussion Monday. City staff mem-
bers said they'd look into ways to
ease group homes' effects city-
wide while working to ease the

be "compatible with the residen-
tial character of the neighbor-
hood."
Those who run the home have
said they're just trying to help
people recover. They point out
their 11 p.m . weekday curfew
and their requirement that resi-
dents get special permission
before bringing a car to the
home.

NEWPORT BEACH -The
mother of a Newport Harbor teen
who died in a crash in May said
Tuesday she was "offended and
hurt" by comments from the
lawyer representing Jason
Rausch, the driver of the vehicle
the night of the fatal accident
Vickie Bridgman said Rausch's
lawyer, Jennifer Keller, has been
attempting to "minimize his
responsibility• in the WTeck,
which also injured two others
seriously.
"I'd like to see Jason just take
responsibility for his actions,"
said Bridgman, mother of 18-
year-old Donnie Bridgman, who
was ejected from a Chevrolet
Blazer and died instantly.

oversee penillsula parking

NEWPORT BEAC H -The
city pushed ahead with plans
to revitalize the Balboa
Peninsula when council mem-
bers Monday took steps
toward a parking manage-
ment plan and formed a com-
mittee to oversee the entire
effort.
The council approved a
work order to hire a consul-
tant, who will draft plans to
make parking on the penin-
sula easier for residents and
visitors -one of the first
steps in the multi-year
makeover. Officials met with
residents earlier this week •to
gather ideas and input to pass
on to the consultant.
The city's request for the
project calls for:
• Reviewing previous reports
on revamping the peninsula,
from this year's Project 2000
back as far as the 1960s ·
• Analyzing an inventory of
the current pa.rking situation
• Projecting future parking
needs
• Developing a plan that
provides pa.rkl.ng at a reason-
able cost, if any, for residents
and guests, business patrons
and tourists
• Holding three community
outreach meetings to get resi-
dents' input
The consultant will develop
the report in tandem with oth-
er plans throughout the city to
upgrade baach parking lots
and parking meters. City staff
members have already been
compiling traffic counts dur-
ing the busy summer season.
Councilman To.m Thomson
questioned paying a consul-
tant $150,000 for a study
instead of allowing a city staff
member to draft a plan. But
staff members said the plan
would require too much time
and expertise.

ber committee will oversee
and promote the plans to
update the aging tourist a.rea.
A few of the proposed
changes have caused some
concern among residents and
business owners.
MWhile we overwhelmingly
support improvements, we
object to anything that puts
tourists over residents," said
Mary Moyer, president of the
Balboa Peninsula Point Asso-
ciation.
Last week I drove to Boulder,
Colo., to see my grand.sons
and their parents. I used to
drive the United States routinely,
from end to end. But it OCCWTed
to me during the enormously
satisfying drive with my wife
from Atlanta through the Caroli-
n.as recently that for more than
five years, I've been mostly fly-
ing over the country and not
seeing it.
So I decided to drive to Boul-
der -this time alone -to
recharge some mental and emo-
tional batteries that can only be
plugged into this kind of a trip.
Most Calif omians tend to relate
driving to crowded freeways and
stress, but there's another dri-
ving world out there, too.
Sitting alone in a car for long
hours traversing an evocative
countryside has always been an
exhilarating experience to me.
Ever since I hitchhiked in my
late teens throughout the Mid-
west and southern United States,
I've had a flaming love affair
with the magnificent variety of
this country -in topography,
people, lifestyles and eccentrici-
ties. ln the process, I learned the
therapeutic value of periodically
being alone and forced to rely
totally on my own inner
resources.
I'm acutely aware that it's
possible to be very alone in a
crowd. But that sort of aloneness
is loneliness. Be ing alone by
choice in a car is quite different,
a stimulating sense of disconnec-
tion that can lead to a deeper
connection with the surround-
ings I pass through and my own
thoughts.

my trip. It was salutary to drive
past Vegas without )>eing sucked

character defects is a love of
gambling -at which I probably
think I'm better than I really am.
The first sense that there's
another world beyond Vegas
comes in the Virgin River
Canyon, a 30-mile stretch of dra-
matic sandstone cliffs that open
a door across a comer of Ari-
zona, from the man-made
excesses of Nevada to the natur-
al magnificence of southern
Utah. From there on, it's all
downhill.
There is the Mormon Temple,
resplendent in gleaming white,
on a St. George hillside. The
funky little downtown park in
Cedar City where I spread out a
McDonald's breakfast on a pic-
nic table while I watched the
town come to life. The sign
directing me to "Historic Cove
Fort• that I've passed several
dozen times, always telling
mysell I'd have a look on the
next trip -which I did again.
The unlikely wide-place-in-the-
road called Green River, astride
a stream that assuredly isn't
green, the only hint of civiliza-
tion on a 250-mile stretch
between Richfie ld and the Col-
orado border.
You want to feel a sense of
peace? 1'cy the almost deserted
Interstate 15 and Interstate 70
across Utah on a somnolent sum-
mer day, with heart-shaped
cumulus clouds overhead,

they can be listened to; the lyncs

I left interstate 70 to take a
40-rnile detour to Aspen simply
because I'm incapable of passing
this close to Aspen without visit-
ing. From a non-skiers perspec-
tive, Aspen hasn't been seriously
corrupted by either wealth or
crowds. Unlike Vail -the Rocky
Mountain Disneyland -Aspen
has real roots in the silver miners
who made and lost fortunes
there a century ago and in the
process built the magnificent
homes that form the centerpiece
of the town.
I walked its familiar streets
happily until I was exhausted.
There wasn't time to do more.
I arrived in Boulder the next
day to join my family there, and
I'm writing this three days later
on my daughter's patio after
watching the Rockies beat the
Cubs in the best-designed ball
park I've ever seen.
Virtwtlly all 55,000 of the
spectators -it might be noted in
Orange County -stayed until
the final out, even though the
Rockies were leading by six
runs. I'll leave tomonow, then
dnve back the way I came -a
trip I look forward to rath.er than
dread. I've saved half of my CDs
for the return trip.
This time, I'll stop in Vegas
where my other daughter will be
celebrating her birthday with a
group of friends who a.re also my
friends. So the strength of char-
acter I demonstrated in bypass-
ing Vegas on the way out was
really hollow. I'll be sucked in
without resistance on the way
back.
My wife will be there to meet
me and drive the last leg home
with me -and provide a bridge
back to the real world. She
enjoys car trips, too. Next to the
satisfaction that can grow out of
making such a trip alone comes
the joy of sha.ring that experi-
ence with a converted soul-mate.
So I may take her along the next
time.

teenagers and having fun.
"It's like we are all one big

Jodl thought her troubles were
behind her when the tumor lni·
tially disappeared following a
series of Chemotherapy treat-
ments tut year. She wu ready to
face her fears. She wanted to do

But the tumor grew bock at
door. So when she missed two
days at the beginning of the
week because of problems at
home, she was welcomed back

She is really sharp."
At the beginning of the week,
the students were stiff and a lit-
tle shy performing. But four days
into the rehearsals, there was no
silencing their cheering as each
took a tum singing the Beatles
song "Yesterday."
Brawley said it's a great
opportunity for these young peo-
ple to overcome fears of not
doing well.
"A couple of the boys walked
here (today)," Brawley said.
"They came here at 8 a.m., an

he conunitted to Kent State University
in Kent, Ohio this week.
Maldonado, who did not start
playing football until his freshman
year at OCC m 1995, averaged 11.5
yards per catch and had a touchdown.
Kent State is a Division I program
that competes m the Mid-American
Conference.
Eighteen Coast players will
continue their football careers at
four-year schools this season.
