COSTA MESA -Thanks to an
improving relationship with the commu-
nity, the city saw a 11 % drop in crime for
the first half of 1999 ·compared to tho
same time period last year, according to
FBI statistics.
Although the city boasted another
respectable decline in violent crime,
there were three murders in the first six
months of this year. There were no mur-
ders reported in Costa Mesa all of last
year.

Snowden also believes commuruty-
ortented programs such as offering the
quarterly citizens' police academies,
implementing neighborhood watch pro-
grams and ha.Vlng volunteers strengthen
the relationship between the community
and the police department.
As of this January, the police force
will be its largest, wtth 154 officers, since
the city was incorporated in 1953.

But police admit they can't stop every
crime, as evidenced with this year's
three murders -all of which were ran·

has directed its efforts toward
other sources of business.
I 'm responding to Betty Davies• let·
ter ("Sports coverage was biased,"
Nov. 13). She was "disturbed" with
your sports front-page coverage of a
Newport HarbOr High girls' field
hockey game loss and considered at tar less important than featuring any
of the "four fabulous wins in girls' ten-
nis, boys' water polo, girls' volleyball
and girls' goli." She even states that
she •cannot believe you would con-
sider putting a loss before a win." As
far as I'm concerned, sometimes a
team's loss is far more

· The field hockey loss
you reported was ilflportant to the
varsity team's standing, not to men-
tion the nine seruors who would have
loved nothing more than to end their
high school playmg careers with a
win over Edison. Actually, it is usual-
ly the field hockey parents who
always have to search to find results
of a field hockey game, wading
through the usual front page articles
of all the 9ther fall sports. Perhaps
because field hockey is not a CJP-
sanctioned sport it often gets over-
looked. It did take a loss for our girls
to get on the front page of the sports
section.
The great news is that the
transient occupancy tax is up
28% for the first quarter of the
fiscal year. The OK news is
that hotel occupancy is fiat. So
what does that mean? Visitors
are paying more to stay with
us, but the number and/or
length of visits has not
increased. This is not atypical
of the conference or meetings
market versus that of the vaca-
uon visitor.
Maybe in the future the Daily Pilot
can also record the team's wins on the
front page as well, or even feature
selected players as is done with other
sports. I know the 49 girls who partici-
pated on the three field hockey teams
this year would love to see more cov-
erage given to the sport.

What has
Field hockey is a great team sport
and one that requires excellent con-
ditioning and stamina. I wonder 1f
Betty Davies realizes that it's an
Olympic sport? I think she should
stop by Harbor next fall and watch a
game. She might become a fan and,
heaven knows, the sport could use a
few more boosters.

and very high visibility three
months running in Sunset
Magazine, the upscale author-
ity for the West Coast traveler.
In..short, we've been busy.
On the immediate horizon
is the exciting Diners Club
Masters Goll Tournament
coming to Pelican Hill in
December and the annual
Christmas Boat Parade. Each
of these events will produce an
increased awareness of New-
port Beach. Every bit helps
when we go up against desb-
nations like Palm Springs and
Santa Barbara or anywhere
fabulous, USA. In the mean-
time, city expenses are mount-
ing an~ so must revenues. We
will tlo our part to ensure that
tourism keeps pace.

Pro-airport Illeeting
was full of insight
I am so grateful that I attended a recent meeting
sponsored by the Airport Working Group. J
learned valuable information about the proposed
El Toro airport and potential expansion of John
Wayne Airport. I heard facts that made me realize I
cannot afford to be apathetic about this subject.
Without an additional airport to take the pressure off
of John Wayne Airport, I am convinced all Newport
Beach and Costa Mesa residents Will hAve their
quality of lite seriously compromised. We keep
hearing from antiairport people (in South County)
that there are other options for airport use outside of
the councy. lf so, why haven't they come up with
more details about it and started planning proce-
dures? They certainly are spending enough money
on this lSSUe. I think the reason is they know there
are no other options that are practtcal or workable.
Ap~rently, the El Toro site is our last real hope.
What I kept wondering throughout the AWG .
presentation (which by the way was exceptional)
. was why there has not been more information giv-
en to us on the subject. I live in Cost.a Mesa and to
my knowledge our officials have been very silent
on the airport .issue. We are ru.nrung out of time to
get the facts out. I ho:P.e our cify ~ovemment will
take a leadership position m putting forth material
to educate everyone affected -certainly every
Costa Mesa resident.

El Toro matters at election time
Anyone who is not strongly in favor of turning El
Toro mto a commercial airport is someone who I
would do everytlung I can to take off of the council
or make sure they are not reelected (•Residents
fume over lack of action,• Nov. 4) Anyone in favor
of havmg El Toro converted and therefore prevent'
the expaqsion of John Wayne Airport will be some-
one for whom I will do everything I can, indudiqg
contributing money and time, to get them elected. I
think it is rather appalling that the council mem-
bers of Costa Mesa have let the West Side of Costa
Mesa deteriorate because of absentee landlords
and nonenforcement of housing laws. Now we
have the threat of an expanded Orang~ County air-
port totally destroying the East Side of Costa Mesa,
which is where many of the people from the West
Side have migrated. It will be shOCking then that
both sides of the aty, for different reasons, will have
their lifestyles completely destroyed. You can revi-
talize the West Side by tearing down all of the
structures and stores and so on, but the airport,
once the expansion starts, there is no way to revi-
talize the area because of the noise and pollution.
The number of flights will totally ruin the e nviron-
ment and everyone's living conditions in the area .

·Unhappy with Newport's leadership
•AT ISSUE: We asked readers if the
Newport Beach City Council should rut
costs or try to generate revenue to
offset a predicted economic downturn.
T he Newport Beach City Cou.ndl and staff are
disconnected from the electorate -the very
people they me suppoeed to represent ("New,.
port Beach bas its eye ori future finances," Nov, 16).
Tune after time. the wishes of residents are brushed
aside in favor of bUsiness mterests. There are many
e.Xamples where staff and Oty Council join helids to
look favorably on unpopular projects, guided only
by the rationales that "the dty needs to generate
more revenue.• 'lfanslated, this means more
tourists, more hotels, more high·rise office buildings,
more parking needs -all of which generate more
traffic -while satisfyil_l$J the finaricial mterest of pri-
vate biicinea who could ca.re l about the nega-
tive effects on the reSidents.
Most residents have selected Newport Beach as
a place to live because of the lovely ambience the
city enjoys -and hardly with the expectation that
city government would pursue a policy that erodes
that ambience.
Increasingly, city policy ls driven by the need for
more revenue. Yet, no member of the City Council
talks about ways to reduce C05ts, only ways to
inaease revenue. If revenue shortfalls are anticipat-
ed, why not look hard at city expenses, induding,
but not limited to privatization, salary and fringe
benefits, which consume 64 % of the city budget?

The City CoWlcil is seeking proposals from inter-
ested parties fOJ the PUl'J>9SC of awarding a long-
term lease involvmg a 10.7-acre site located on Bal-
boa Boulevard between 15th and 18th streets. About
75% of this site is currently lea.~ to the American
Legion and Marinlipark Mobile Homes. whose leas-
es are soon to expire. Three homeowners associa-
tions surrounding this site have strenuously objected
to future use of th1i site for a hotel. Yet the City
Cotm.cil has spedficaJ.ly directed staff to seek a pro-PQSdl from Stephen Sutherlllnd, a hotel developer.
Some monthS ago. the city staff was authonzed
to expend more than $100,000 to hire a consult.ant
to study parking management on the Balboa
Peninsula. The consultant was required to discuss
at public meetings various recommendations on
how to better manage parking. The consultant!>
recommendations were pre ented at public mect-
iilgs, and straw votes were taken.
One might asswne that if a consultant's rccom-
mendatlon was voted down by a rnaJoricy, that the
recommendation would be dropped or at least
modified to reflect the views of the public. Not o

against the particular recommendation:

Greenlight's Protect from natik and Density
Initiative is a classic example of a grass-roots
movement designed to counteract the disconnect-
ed attitudes of city otticials.
The initiative was spawned by the City Council's
failure to enact legislation that would place reason-
able limits on traffic growth. The tnitiative would
require voter concurrence for any major general plan
amendment which significantly mcreases traffic.
For ex.ample, if the inJtiative were to become
law today, voter concurrence would be reqwred to
approve the proposed 500-room Dunes Hotel. two
Newport Center high-rise office bwldings, 1,750
homes at Bailning Ranch, a 1 million-square-toot
office building for Conexant, to name just a few.
It is a pity that an mitiiltive is necessary to
counter the disconnection between city govern-
ment and the citizens of Newport Beach. To quote
a recent article by Fred Martin, "Protecting par-
adise around here is virtually a full-time job."

The city can raise revenue by jacking up cur-
rent rates and getting creative with new sources
such as short-cutting the courts and collecting
100% of administrative fines (•Newport Beach has
its eye on future finances," Nov 16). But can we
operate our proposed •city punitive department*
for less than the potential gain? I doubt it.
There is little honesty ui the hand-wringing that
accompanies the reported 15% cutback in staff m the
mid-'90s. That cutbaCk, orchestrated by our departed
city manager, with council singing tenor and soprano,
was accompanied by a 5% increase in total salaries
· and benefits paid city employees. Was it the high-
priCed employees who Wt:re cut? Doesn't look like il
There needs to be an honest. unbiased assess-
ment of 811 expenses ai; wen as the cost of services
provided by city employees. Can we procure the
same services at reasonable cost? Privatization in
Newport Beach ha:t been given lip service. We need
fire protection, we nood paramedics, we need
police, liteguard.s, etc. But can the same seMces be
provided at competitive costs? Once the hard ques-
tions have been a.ru.wered, then we can consider
selling off our quality of life to pay the essential
bills. There are plenty of sites already charted for
resort hotels, high-nse commercial buildings,
increased denSJty everywhere in town. The city is
not built out. That's an Insh fable still lingering.
Anyone who believes that needs to examine the
stimuli that aroused the Greenlight bW1ch.

Newport Beach was the original 'surf city'
Y ou'd think Surf City
invented surfing. No
way. When Surf City
consisted of a few miles of oil
wells and a saltwater plunge,
there was surfing in Newport
Beach.
One day in the early 1920s,
Duke Kahanamoku, world-
famous Hdwailan royalty,
Olympic swimmmg champion
and currently a rnovte star,
: was drivmg along the coast
and saw a long sandoor thdt
reached out Irotn what is now
the main beach at Corona del
-Mar. He made note of the
• beautiful surf that built up on
that sandbar and when the
Corona del Mar bath house
was built m 1924, the Duke
and some of his more muscu-
lar friends -they had to be
muscular to handle those 250-
pound mahogany boards -
: began surfing at Corona del
•Md! and leaving their boards
: at the bath house.

of the local men joined the
Duke and by 1928 when the
concrete jetty was completed,
qwte a few locals were surfing
the break at Corona del Mar.
And still, Surf City consist-
ed of a few miles of oil wells
and a saltwater plunge:
ln 1935, they dredged out
most of the mud flab; m what
is now Newport Harbor. In
doing so, a lot of sand was
deposited at the end 'or the
Balboa Perunsula, which cre-
ated a bodysurfmg beach
known all over the world as
the Wedge.
And what was Surf City
doing all this time?
Well, it still had the oil
wells but got nd of the saltwa·
ter plunge. Rumor has it that
when the plunge was dramed,
they found the body of an oil
field worker. He had been
there quite a while, but the
water was so salty that he just
cured instead of decaying. I
don't vouch for the truth of the
yam, I just repeat it
Over the years, the Wedge
has produced a group of
superlative bodysurfers. One
time, the Newport Beach
Bodysurfing Club put on a
bodysurhng contest with
surfers from tts.far away as
Santa Cruz and San Diego.
When U1e contest wai; over,
Wedge re~ars had taken
first, second, third and fourth
m both the senior and juruor .
. divisions. They never had the
contest again.
Speaking of bodysurhng
contests, a local woman, Sonja
Betsch, is a three-time
women's champion m the
granddaddy of dll bodysurfmg
contests, Oceanside, We have
a two-time men's chdmpion on
our life guard force, and any
day with decent surf you will
find as good a group of surfers
surfing between the groms
and RJs as you will find any-
where. ·
So, go ahead and call your-
sell Surf City because of that
big contest you hold each
year. Just remember that we
were here first -and you
don't have a comer on good
surfers.

sentenced to eight years in
federal prtson Monday.
Robert 'Louis Syrax, 57,
was convicted on several
coupts of money laundering
dfld wire and mail fraud. He
was also ordered to repay
about $4.5 million to about
500 people who trusted him
with their money.
•People don't expect they
are going to be told outright
lies." said Assistant U.S. Attor-
ney Ellyn Lindsay. "With this
operation, it sounded really
great, but it was all lies."
Syrax ran two operations m
Costa Mesa and Irvine that
promised big returns on a new
start-up gambling promotion
on the Internet. Employees or
one of Syrax's companies,
Gecko Holdings Inc., persuad-
ed investors to buy stock in
the business although they
weren't licensed by the Secu-
rities Exchange Conurussion.
Investigators believe Syrax
bilked more than $5 million
from his customers, some of
which he used to buy expen-
sive Jewelry and a 1999 Rolls-
Royce Silver Spur.
A special countywide task
force raided the businesses in
March and seized some of
Syrax's assets. Police found
Syrax and his wife, 46-year-
old Sandra Diane Coronado,
in Palm Coast, Fla., the follow-
ing month. reportedly ready to
flee the cotmtry.
Coronado plead guilty to
one count of transportation of
property for fraudulent actJvi-

caused a palm tree to mysteri-
ously catch fire in front of City
Hall on Monday morning.
No one could expldin the
unusual event, given there
were no electrical wires near
the palm tree that stands dbout
50 feet tall. There was specula-
tion that high Wlllds, gusting
up to 25 mph, might have con-
tributed to the fire.
A city employee noticed the
tree ablaze about 9:45 a .m. A
10-foot section about halfway
up the tree was on fire, sending
flames in an easterly direction.
Fuefighters managed to
extinguish the flames from a
nearby platform within min-
utes No one was injured and
city employee:. were never in
danger.
"There was no threat of the
building catchiny fire." said

"We have a much higher
awareness or a major fire haz-
ard when there are winds like
this," said Costa Mesa Battal-
ion Chief Christopher Riley.
"It's real coinmon for power

ards. For instance, if something
catches fire, the big concern is
the flying debris that can carry
several blocks and start anoth-
er blaze.•

ing from dementia who was
missing most of Sunday was
found that night nearly three
miles from his home.
Rinaldo Martini, 78, dlc;ap-
peared Sunday at about 8:05
a.m. from his Dover Shore.s
home. Farruly members
called authonbes when they
couldn't find him and police
officers began an extensive
search in and around !Sew-
port Beach.
Police were concerned
about Martini because of his
mental condition and the
freakish, Wlndy weather.
Family members paoently

about his wher~abouts.
The phone call they were

about 10.35 p.m. when a

Avenue. Police didn't give a

had been walking all day.

worst official helped the bet-
ter team win?")
Actually, it's about time
USC won. lt was becoming
embarrassing talking to my
USC pals (yes, I do have
them -plenty of them,
including my wife),

nine doubles sets in September's meet-
ing man 11-7 loss to Peninsuld, seniors

all three of their sets to almost cdrry the
Sailors to the CIF title But Newport
just fell short. 10-8, on Monday mom-
mg at the Claremont Club.
This is Peninsula's runth champi-
onship in 10 years and the third time it
beat the Sailors in the finals, the last
time in 1996.

getting into teaching and
coaching, because I'd always
believed 1t was a way to help
influence students and give them
a positive role model."
So, Petrone returned to school.

also an assistant wrestling coach
(all levels), an assistant freshmen
football coach, and works with
the Roadrunners' softball

a 10-0 season and earn a Golden

this fall. His rapport with
student-athletes has also helped
attract about 80 wre Uers to a

than 30 when he amved.
