Newport B'.arbor hopes for blue ribbon
• After a state tecommendation, Newport Harbor High is
in the running for the nation's top award for public schools.

the best -and lS well on its way.
·After being named a California
Distinguished School last year, the
school is in the running for a nation-
al Blue Ribbon Award, the highest
honor bestowed by the federal gov-
ernment on a local school.
If awarded Blue Ribbon status,
Newport Harbor would be the third
Newport-Mesa school in three years
to receive the honor
"It is a validation of all the work
you've done," said Prinopal Bob
Boies.
Boies was notified recently that
state officials have recommended
the school be included m the nation-
wide evaluation to determine the
country's best schools.
U chosen as a national finalist, the
school would then have to pass per-
sonal inspections by officials with
the U.S. Department of Education.
For now, all Newport Hdrbor
teachers and students can do lS anx-
iously await· the Feb. 1 announce-
ment.
The visits will be made through
April and then the decision will be
made.

School went to Washington D.C. to
receive its Blue Ribbon plaque.

worked collaboratively to receive
this," said Rosemary Munoz, princi-
pal of Lincoln Elementary. "We wish
Newport Harbor the very best in
the1r efforts lo join us m this status."
The Blue Ribbon program wa.S
developed by the secretary of edu-
cation in 1982 as a \tay to cntique
schools and recogruze the outstand-
ing ones across the country.
The honor, Boies said, helps stu-
dents on college applicabons and
rewards parents, foundations and
the PTA, which create and fund the
programs that earn the school the
recognition.
"I think it's absolutely mar-
velous," said school board president
SerenE! Stokes. "We are certamly
showing that bur schools are doing
dn excellent job of educating stu-
dents and involving parents.~

Nov. 20). It is encouraging to know
that students in Newport-Mesa's
high schools will not encounter the
blatant discrimination and inequity
that students have confronted in
Orange. Nonetheless, the article
makes it clear that there is some •
misinformation and uusconceptions
surrounding gay-straight alliances
-someone hasn't done her home-
work. Let's set the record straight.
Schools have traditionally pre-
ferred to keep t4e issue of homosex-
uality in the closet. Nwnerous stud-
ies have repeatedly shown that this
issue can no longer be ignored. In
September, the network released
the findings of its National School
Climate Survey: Lesbian, Gay,
Bisexual, and nansgender Students
and Their Experiences in School.
The findings are disturbing:
• More than 90% of the youth
reported that they sometimes or fre-

in their schools;
• 39% reported that no one ever
intervened in these circumstances;
• 36% reported hearing homo-
phobic remarks from faculty or
school staff;
• 69% reported experiencing
some form of harassment or vio-
lence;
• 40% did not feel safe in their
school because they are gay, les-
bian, bisexual or transgender.
With the guidance of teachers,
students have initiated gay-straight
alliances because their schools have
failed them. At the network, we
know of more than 500 gay-straight
alliances across the country, includ-
ing those at Fountain Valley and Los
Alamitos high kbools. Instead of
lashing out in destructive ways, as
we have seen all too often, these
students have helped create e. net-
work of support -a network open
to all students. You see, lesbian, gay,
bisexual and transgender students
are not the only ones who benefit
from these clubs. Students who have
homosexual parents, siblings, or
friends do, too. Members of gay-
straight alliances talk about life's
struggles, do conununity service,
watch movies, eat pizza and do
things that other teenagers do. Most
importantly, gay-straight alliances
provide these stu'1ents with at least
one safe place to meet on campus
and to be themselves without fear.
.Regardless of the political whims
of the day, the federal Equal Acce:>s
Act of 1'984 gives students through-
out the country, including Newport-
Mesa1 the legal nght to start gay-
straight alliances. The education
netwo.{k is ready to support and
assist any student who wishes to
start a club of their own, as we have
done in partnership with students
and parents in Orange.
Beginning Jan. 1, discrlmination
based on sexual orientation will be
illegal in Calif omia public schools.
School clistrtcts that have been
reluctant to address this issue head-
on must act to preserve the safety
and dignity of all students, regard-
less of sexual onentation or gender •
identity. Stude~t-run gay-straight
alliances can lead the way by help-
ing school communities move
beyond merely tolerating lesbian,
gay, bisexual or transgender people
-they can teach us to appreciate
and understand their value.

teacher, co-chair of the Gay Lesbian
Straight Educat100 Network for Orange
County and a Costa Mesa resident. The net-
vvork is the largest nonprofit organization
devoted to educating school communities
about the effects of homophobia and mak-
ing schools safe for all students, regardless
of sexual orientation. Sound far-fetched? The odds might
be astronomical, but county Democrats
are Strairung to paint that very picture.

aowmg about the wonderful selection
of candidates bning up ui this tradition-
ally Republican area.
More debate on Heights annexation
• In the Assembly 70lh District,
M emtt McKeon is set to face off
against likely Republican nominee
:John Campbell, who on the books at
ieast is faong a pnmary challenge.
While Campbell is a strong candi-
~ate, who has lined up both money
and endorsements, McKeon, who bas
name recogrution for her part m help-
ing bring back a 3-year-old girl who
allegedly was abducted by h~r father,
is definitely a stronger candidate
than the Democrats' choice in 1998:
nobody.
With nobody challenging Marilyn
Brewer, she swept back into office
with 76% of the vote (the Natural
Law candidate pulled in about 23%).
Cox, facing Christina Avalos,
pulled in a whopping 67%, against
Avalos' 29.5%. And Rohrabacher won
with more than 58%, versus Patricia
Neal's37%.
Both, this time, likely will face
lougberchallenges.Rohrabachers
-opponent. Ted Crisell, has national
.connections, and five Democrats are
looking to baWe Cox. One, Maziar
Mafi, has already raised $50,000, and
another, Jim Keysor, is a proven win-
'ller: He was an assemblyman from
'the San Fernando Valley m the '70s.
While they may be tilting at wind-
mills, Democrats claim \bat with the
~nger candidates, next year will
be a different story.
The possible theme of their cam-
paigns? That the Republicans just
aren't listening to the people, mainly
'.because they are so assured of win-
ning their seats.
· On the environment, education,
Social Security and, perhaps, even El
Toro airport. Democratic leaders in the
county believe they are more in tune
with the pulse of the people. And
somewhere, they say, they'll be able to
pull off a major upset.
Nationally, this scenario is interest-
ing because current conventional wis-
dom says the Democrats will take
back the House. To stave off the
Deinocratic challenge,Republlcan
leaders such as Cox freely contribute
then extra money to tight races (Cox
bas more than $1 million as of June
financial reports) But if he finds him-
self with a tougher challenge than
expected, he'll have to use that money
on himse1I -maybe allowing a well-
financed Democrat to steal a seat
somewhere else.
Five such thefts, and Cox,
Rohrabacher and the ir fellow GOP-
ers will be following the lead of

I have lived in "Goat Hill" (Costa
Mesa) sin~~ 1943 and proud of it. I
am a graduate of Newport Harbor.
High School
because that READERS RESPOND was the only
high school
in the area at the time. They even
allowed Costa Mesa residents at this
high sc,hool, which is in the city of
Newport Beach. (Imagine that.)
From that pleasant school experi-
ence I have 1i.te1ong friends who live
in Newport Beach and Costa Mesa. I
love and respect these people as
they do me, even though I dare live
in the city of Costa Mesa.
I have a big, beautiful home,
lawn and gardens just like the
people have in Newport Beach
(Heaven forbid.) I live across the
street from a park and watch the
nannies, from nearby Newport
Beach homes, bring children to
play. You should warn the parents
of these children that this park is
in the city of Costa Mesa and theu
children might be contaminated
by Costa Mesa soil and air. You
might be surprised to hear this,
but we Costa Mesa residents
breathe the same air and bask in
the same sun as you do. l have a
solution for you -build a Berlin
Wall~type barrier around your area
in order to keep us Costa Mesa

our Costa Mesa neighborhood.

The familiar verbage of a few folks
who have resided m Santa Ana
Heights for many years claim that
annexation into Newport Beach
might "destroy• the country charm
uruque to the Heights community. It is
not Newport Beach that those resi-
dents should be Worried about. it is
the county's Local Redevelopment
Agency and the Santa Ana Heights
Project Advisory Committee. Imagine
the county knocking on (County
Supervisor] Tom Wilson's door, stating
they intended to build a commercial
parking lot next door to his beautiful
house. I seriously doubt he would
smile and nod a gestw'e of accep-
tance. Yet this is exactly what has
happened in the residential equestri-
an Santa Ana Heights community.
This is the same county supervisor
who is convinced an airport at El Toro
will destroy not just his own commu-
nity, but the entire South County, and
is fighting to stop it. .
It is Santa Ana Heights that is in
fact being destroyed under the lead-
ership of Supervisor Wilson. Most
recently, with the widening of Birch
Street and Mesa Dnve, much of the
Heights community was negatively
impacted, which has permanently
destroyed much of the community's
rural feel. There are no densely
landscaped aesthetic buffers to
shield high-profile commercial lights
from blinding nearby residents to be
found at any business development
within the Heights. This thoughtless
planning reflects the sheer greed on
the county's part to build more and
taller buildings on lots that previous-
ly housed residences.
The Santa Ana Heights commu-
nity has a choice to watch the coun-
ty destroy our commuruty, lot by lot,
or stand up and take action .. l opt for
the latter, and have begun coordi-
nating efforts within the Heights
community to gather support to
challenge the county's recent actions
in court. I encourage all those who
reside in the cornmuruty to stand up
and take an active part in protecting
·our commuruty from commercial
over-development.

Some time ago, l wrote a
column about 1lny •

port Beach township. I think it
is only fair to wnte one about
bis predecessor, Big Bill
Ponting.. · .
liny Vaµghn defeated Big
Bill Ponting not h<'cause of any
popularity on the part ol 1lny.
Actually, he was wildly distrust-
ed as being something of a
scoundrel. The only reason
l\ny Vaughn wdS elected was
because of Mrs. Vaughn, his
wife. Mrs. Vaugl)n was highly
respected jlnd perhaps even
pitied because or her cnppled
husband and a son, Don, who
seemed to spend most of his
time trying with more than
moderate success to outrun var-
ious police agencies and the
highway patrol ln addition to
this sympathy vote, Mrs.
Vaughn had a geographic
advantage over Big Bill.
Big Bill lived just this stde of
the Santa Ana Country Club,
which was pretty far out of
town. Mrs Vaughn worked for
Charlie Te Winkle, whose hd!d-
ware store was nghfdown-
town. Everyone who cdffic
downtown went first to the post
o.f!ice, then to Pink's drug store,
and then to Chdrlie T's.
Mrs. Vaughn had 1t made.
l\ny Vaughn took over and the
difference was starthng. Tiny
ran around like a madman,
anesting people right und left. I
doubt that Biq Bill ever d!Tested
anyone. He took d rather casual
attitude toward what others
rrught consider anbsodal con-
duct
Big Bill was b1g. Well over 6
f~t tall, he invanably wore a
tall cowboy hat and boots with ~h heels. The combination
put him over 7 feet In addition,
Sig Bill sported qwte a paunch.
One night m Stark's Sdloon,
a guy was caught cheating m
the poker game in the back
room and was qwte forcibly
thrown out of the game.
Angered. probably drunk, he
dr<•w a rather large krufe and
CaJne charging out of the poker
room into the saloon.
· As it happened, Big Bill was
stanc:ting at the bar. The irate
former poker player took a pass
at Big Bill, which would hdve
disemboweled him except that
Big Bill sucked lus protruding
belly in, and the knife passed

COSTA MESA-Police are looking
for a robber who a. saulted a pet store
·employee Monday morning as he
walked to his car wtth a deposit.
The incident occurred about 10 a.m.
on the 1800 block of Newport Boule-
vard . The Petco worker worker was car-
rymg an undisclosed amowit of cash
when he was approached by a man
who demanded he hand over tbe mon-
ey.
When the victim refused to do so, the
robber struck the man on the head. The
robber grabbed the bag from the victim
and ran away.
The victim suffered a bruise and cut
to his head and was treated at the
scene.
Police thought they had found the
assailant hiding near the comer of Pla-
centia Avenue and Center Street, but
that man was later released.
The robber is described as white, in
his early 20s, about 6 feet, 2 inches tall
and weighing about 160 pounds. He
was last seen weanng a black sweat-
shirt wtth white stripes, a parr of gray
jeans, a green beanie cap and dark sun-
glasses.
Neglecting the advice, the
knife-wtelder next took a SWlpe
at a man called Deefy Johnson.
Not as forgiving as Big Bill,
Deefy broke up a rocking chair
and chased the knife-wielder
around McFadden Square until
he caught him. With one wild
sweep of the rocker, he split the
knife-wielder's scalp until it
folded down around his ears.
