The result is a sea of trucks
from different haulers crisscross-
ing the city-14 CUJTently operate
commercial accounts in Costa
Mesa -but little revenue, around
$10,000 a year, for the city.
Some say that by awarding
either an exclusive franchise
agreement to one hauler or sever-
al non-exclusive franchises to
numerous companies, Costa Mesa
could cash in, just like every other
city in Orange County.
·w e're concerned about the
city passing up on a golden oppor-
tunity,• said Sanitation District
Board Member Jim Ferryman.
"We just think this is a good idea
that deserves some attention.•
The district, which runs the
city's residential trash collection
service separate from the com-
mercial service, has asked the
City Coundl to hold a joint meet-
ing with its board to discuss the
feasibility of converting the city's
commercial trash system.
The two groups have been
talking about setting up such a
public meeting but no such jo~t
session is scheduled.
The city's trash is big business,
with up to $10 million a year in
contracts. Commercial trash
accounts for about 75% of the
city's total waste, officials said.
By locking trash companies
into franchise agreements. Costa
Mesa leaders could impose any
conditions and service require-
ments on the haulers they wished
-including that some of the com-
pany's profits be paid back to the
city.

annually and reach up to 16% of a
hauler's profits.
A similar profit-sharing deal
would earn Costa Mesa coffers
between $700,000 and $1 million
each year, officials said.
City officials are proceeding
with caution and asking a lot of
questions of commercial trash
franchise proponents.

Mayor Peter Buffa said Proposi-
tion 218, the statewide voter initia-
tive passed last year to control
new taxes, assessments and f ees
imposed on taxpayers, could pre-
clude the city from applying prof-
its from any trash franchise deal
toward buying athletic fields,
repairing streets or other projects.

Peninsula
entrance
park on
city agenda

NEWPORT BEACH -Plans
for a peninsula-entrance park
may be taking shape, but the city
is still looking for enough money
to finish the project.
Architects have drafted a
design for the park, which will sit ,
on two scraps of land on opposite
sides of Newport Boulevard at
Via Lido. The City Council will
discuss the plan at tonight's 7:00
council meeting.
The idea for the park sprung
up from a grassroots group that
raised more than $225,000 to buy
the pieces of land -one vacant,
one a former gas station.
Plans for both chunks of land
include a stucco wall lining the
edge of the property, with pabn
trees, hedges, and flowers. The
northwest comer wall will wel-
come drivers to Lido Marina w :
lage and the southeast comer
wall will announce the Balboa
Peninsula.
The County Sanitation Dis-
tricts of Orange County will con-
tribute $60,000 in exchange for
building a pump station on the
comer of the former Chevron site.
That money, plus $105,000 from
the city, will go toward construct-
ing the park -but the estimated
price tag is $225,000 to $275 ,000.

arrived home to find bis three

and to demand that he pay more
attention to his health.
•You don't have the right to
not go to the doctor regularly.
You don't have the right to not
take care of yowself better. You
have an obligation to us and to
Mom,• Paulsen recalled them
telling him.
He bad to promise to drop
some activities from his schedule
and to make a doctor's appoint-
ment.
"I probably won't do as much
public speaking," Paulien said.
•1 still get very nervous and
tense before 1 do it•
Yet even this past weekend,
Paulsen worked on the New-
port-Mesa Foundation fashion
show, helped coordinate activi-
ties for Japanese visitors through
the Newport Beach Sister City
Association, attended a birthday
party for a teacher and then got
ready to fiy to Houston on busi-
ness.
"This weeke nd is a joke," be
said.
As much as be bated leaving
Ensign, it took Paulsen no time
to jump from 3" years in the
school district to volunteering
full time with about a dozen
educational organimtions.

day with nothing to do,• he said.
"Everyday I tilled up with stuff.

Newport Beach Athletic Club,
lost 50 pounds and continues to
follow bis doctor's advice.
Paulsen doesn't have a ter·
minal illness, but his constant
activity and, by his own admis-
sion, obsessive nature, make
him a prime candidate for a life-
threatening stroke or heart
attack.
However, it is hard for him to
pull the reins in on his impulse
to volunteer for nearly any pro-
ject that helps students.
Paulsen compiles education·
al materials for the Shalimar
Leaming Center that tutors stu-
dents in West Side Costa Mesa
-after school.
•I work with students when I
have time to do it,• he said.
•That's kind of why I got into
this in the beginning.•
When be is not sending for-
mer students cookies at colleqe
or tutoring high schoolers for
the SAT, he is out helping
teachers.

for Southern Callfornia College
and UCI.
He says it is exciting to be
with educaton at the beginning
of their careers.

products nationwide for Ellison
Letter Machine, which pro-

An owner of an older car that
needs repair may be faced with the
decision to fix the car and keep it or
sell it and buy another. Sentiment
aside, anyone faced with a repair
bill that approaches the cost of
buying another car would likely
buy another one. If the repair cost
is much less, many find it a good
idea to keep a car they are
generally happy with. What about
the owner who is faced with a
moderate repair bill and still desires
a new car? Should the car be
repaired before purchasing a new
·one> Usually, it pays to make the
repair before selling it because the
car will command a higher price
and appeal to more prospective
buyers if it is in good overall
condition.
HINT: Cars that are kept free of
dings, dents, and chips are more
appealing io buyers at the time of
their resale.
COOLANT ADVICE
To avert cooling-system problems,
most car manufacturers recommend
checking the coolant level by t.aklna

This is preferable to taking off the
radiator cap to check because sever
bums can result from removing the
radiator cap while it is bot.

sun sunk behind the top of the
west side of LeBard Stadium
seemingly initiating the start of
Orange Coast College football at
the home opener Saturday night.
But it was the sinking that
seemed to linger as the light
quickly disappeared with the
Pirates' hopes of wiping out a 10-
game losing streak as Pasadena
· • City drove a 31-0 win into the
darkness.
The loss marks the 11th con-
secutive def eat and the first time
Coast has been shut out in back-
-to-back games since 19SO. Cerri-
,,. tos topped the Pirates, 40-0, in the
:/ season premier.

Pirates limited the Lancers and
kept the offense within striking
distance.
But the offense never struck.
As a matter of fact, the only
thing the offense seemed to be

NEWPORT BEACH -As we
learned from the chaw-chewing,
flask-sipping manager in "A
League of Their Own:• There's no
crying in baseball.
Similarly, the ethos of Newport
Harbor High Coach Jeff Brinkley
dictate: There's no whining in foot-
ball.
Got a couple starters on the side-
lines in street clothes? Don't expect
Brinkley or his Sailors to lament
their losses, or spew excuses.
"When somebody goes down,
the next guy just has to step up and
get prepared to play,• Brinkley
said. •That's just one of the basic
principles of our program."
Brinkley put such impetus on
three first-time starters before Fri-
day's 21-6 triumph over Marina,
and defensive end Mike Marshall,
offensive tackle Blair Jones and
defensive tackle Jorge Munoz filled
in admirably for the loss of defen-
sive tackle Mike Stanton (knee)
and two-way trench warrior Eddie
Clarke (tom pectoral muscle).
"They gave us all we asked of
them,• said Brinkley, who was oth-
erwise satisfied with the effort and,
for the most part, execution in the
sound, il not spectacular, showing
against the Vlkings.
"I think we're moving in the
right direction," said Brinkley, who
for the ninth straight season finds
his team undefeated heading into
Week 3. "Our players are playing
extremely hard, their attitude is
there, and our execution has been
pretty good for early on."
Brinkley said he called a meet·
ing with the seniors before the
Marina game to emphasize their
support and encouragement ol the
younger players, which he expects
to continue until the Sailors return
to full strength.
Clarke could be back as quickly
as the Savanna game (Oct. 9),
while Stanton could potentially
miss the first two Sea View League
games, perhaps more.
Brinkley, however, did see tbe
return last week of long snapper
Nathan Matlin (knee), backup tail-
back Andre Stewart (knee} and
defensive lineman Bill Le Cbemi-
nant (finger).
"We're getting some kids some
experience right now, but we obvi-
ously want to get everyone healthy.
With the people we play in league
one big key is being at full
strength."
In addition to standouts Derek
Fox, Pete Hogan, Brett Baker and
Steve Gorman, Brinkley praised
the effort of sophomore scout team
linebacker Mike Tunney.
"He really came after the (first-
team) offense last week in practice
to help us get prepared.•
