case.
The gulfnend of 32-ycar-
old Enc Bechler, who 1s
scheduled to be arraigned in
Harbor Justice Center ttus
mommg, said Wednesday
that Bechler has proposed to
her since his arrest on Oct. 29.
Bechler is dccused of murder-
tng his wife, Pegye, for tinan-
aal gam.
Under legal provisions,
spouses of defendants cannot
testify about statements they
made to each other while

first candle of the menorah
today to signal the beginning of
Hanukkah, the Jewish Festival of
Lights.
Hanukkah is the eight-day Jew·
ish festival that recalls the Jewish
Maccabees' rededication of their
temple in 165 BC after their victory
over the Syrians
Costa Mesa store,

W hen Bill Medley was first
mak.in a name for himself as
one of~e Righteous Broth-
ers, he proved that music had a pow-
er to surprise people, shaking up
their P.xpectations about what was
normal and acceptable. In his case,
thut meant singing rhythm and blues
tunruo in a style that, at first, seemed
too "black~ for white radio.
More than three decades later, it's
Medley's daughter who is a budding
• player, and Medley's learning all over
again about the power of music to
take people in unexpected directions.

dictable than Bill's was back in the '60s.
McKenna. a seventh-grader at
Ensign Intermecliate School, has a
beautiful voice, Bill says, but she's
more interested in •alternative" rock
than the kllld of soulfu] crooning Bill
is known for. To her ears, the best
sounds today come from Li.mp Bizkit,
the hammering rock/rap crossover
darlings of alternative radio.
Bill says he has urged McKenna to ·
take up an instrument to complement
her vocal talent.
"She's starting to play the drums,
and it's really not what I bad in
rrund," he joked.
The drumming enthusjasm IS one
shared by Darrin, who played all
through tus youth and still occasion-
ally lays down a few beats, though be
has pursued a career as a business-
man rather than as a musician.

is time, Interesting, isn't it?
Every night, driving home, a
few more houses shine bright.
The neighborhood becomes
~n oversized jigsaw puzzle, a
few pieces falling into place
at a time.
Christmas lights are a gen·
der·sensitive issue. Women
(end to notice the aesthetics
of Christmas bghts. Men are
much more interested m tim·
ing. Jn our culture, getting
the bulbs up is a guy thing.
We bunt, we gather, we hang·
the lights. Tuning is every-
UUng. Thanksgiving weekend
$eems to be the earliest time
ot which lights are socially
acceptable.
If your eaves go electric
earlier than that, you nsk the
wrath of neighboring males.
Lighting up prior to Thanks-
giving is considered boastful,
immodest, an "in-your-face"
gesture: •Look at me. Not

The optimum time to throw
the switch is the Saturday or
Sunday after Thanksgiving.
The message is, "I am a

them off by Jan. 15, it's no
harm, no foul.
Regardless of gender, you
can tell a lot about people

the large, older style outdoor
tights -red, blue, green,

To be rated as a mid-inter-
mediate. you need to stuff
small white lights m foliage
and flower beds That's where
1 am. Not in the flower beds
-in the mid intennediate
range. Nothing too ostenta-
tious. Just a quiet statement
that "l am more than a nuni-
malist. but by no means
advanced."
Within the intermediate
range. the ratings have been
somewhat obscured in the
last few years by the spredd
of "icicle lights• -random-
length strdnds that hang from
the eaves hke, well, icicles.
There must be a trick to
hanging those thlngs. On
some houses, they look stylish
and really do evoke the sp1nt
of icicles On others, it looks
like a stiff wind blew the
lights from the house next
door onto the roof, and every-
thing got tangled in a. big,
amowhous jumble.
As a result, there is no offi-
cial ruling as to whether icicle
lights raise or lower your rat-
ing as a YTL (Yuletide Lunti-
nary Engineer).
To be certified at the
advanced level, your small
white lights need to spread
like a virus. At this level, you
got your hghts running up the
roof, your lights running
down the chimney, your
lights wrdpped around tree
trunks, your lighted wire·
frame figures (ecclesiastical
dJld secular) on the roof and
on the ldwn, and the coup de
theatre -lights that spell
things. •Merry Chn tmas,
Happy Holidays, Pedce on
Earth, Ho Ho Ho, w whatever.
Doesn't matter. When you
have lights that spell thingit,
you have reached the double
diamond slopes. You are an
advanced YTL.
This is also the level, how-
ever, at which you find yow

the City Council on Monday to
double an existing hotel tax.
The 1 % assessment levied
on hotel guests during theu-
stay in Costa Mesa helps pay
fQr promotional efforts to
attract more tounsts. The ser-
vice fee brings in about
$'400,000 annually, which
would double ·should the
council approve the measure.
Members of the Costa Mesa
Tourism Council, who are ask-
ing for the increase, said that
to remain competitive with
other Southland cities, another
hike is needed.

Costa Mesa doesn't get the
same bang for its tounsm buck
as other cities do. Its coastal
neighbor, Newport Beach, also
has a 1 % visitors' fee, but it
generates nearly the same
amount of revenue sought by
the Costa Mesa comnuttec.
The money about
$700,000 -comes from two
sources: hotels and an abun·
dant vacation rental market.
The funds are passed through
the city and given to the New-
port Beach Confenmcc and
Vi'iltors Bureau.

There is also a room occupan-
cy tax vis1tors pay that
amounts to about 6% in Costa
Mesa. That figure still lags
· behind other cities such as
Newport Beach, which
charges 10%.
Pritchett maintains that
Costa Mesa can and will be a
popular tounst destination,
given a strong push by the
tourism council.

SIGNS OF SUPPORT
On Sept. 7, l 99Q the Costa Mesa City Council granted a
license to Signs of Support to place community advertising
messages on the back of non-safety vehicles. The signs which are
1 O" x 50" will carry a Costa Mesa seal, ii message of joint
support and a business advertisement from a sponsoring
business Half of the funds raised are returned directly to the city
to fund special pro1ects of the city's choice.
Signs of Support started in San Diego County and now covers
several cities as· well as those of the county of San Diego . The
program raises thousands each year for each community and has
been widely praised for th good work in raising funds for youth
causes. Costa' Mesa was the first city in Orange County to adopt
this program
Aiding Signs or Support in the operation of the program is the
Los Angeles Times who will be handling the sales of the signs
from its Costa Mesa headquarters. The Times is reaching out to
•focal communities and businesses with its increased local
·coverage and add1t1onal local advertising opportunities. The
Time~~ommitment to the Signs of Support program covers their
entire five county primary circulation area.
A key feature of the> launch of the program in the city is to
offer this program to Costa Mesa business first.

EMPLOYEES ENCOURAGED TO
CONTINUE THEIR EDUCATION
There are many well-promoted programs that explain the
importance of students staying in school. However, employer-
supported programs that encourage employees to continue their
education, whether the classes taken are for job-related training
or personal enrichment, are seldom talked about outside the
particular workplace. The Costa Mesa Chamber would like to
recognize those employers who have developed and promoted
programs that encourage their employees to stay in or return to
school.
J.C. Carter Company, Inc. a manufacturer of aircraft parts
and equipment, has been a large employer on Costa Mesa's
Westside for many years. Previous articles have praised J.C. Carter
for employee benefit programs such as its summer computer
camp for kids, an in-depth computer training program for
children of employees. Just recently, the Chamber learned of J.C.
Carter's Educational Reimbursement Policy, through which full-
tirne employees can be reimbursed for their educational costs up
to 12,000 per calendar year.
There are guidelines that must be met for an employee to
qualify for this reimbursement These include:
• Employer approval prior to class registration.
' • Employment for at least six full months prior to eligibility.
• Courses started and completed during a participant's
employment.
• Courses conducted by an accredited college, university or trade
school. •
Full reimbursement of expenses is also tied to the employee's
grade received. For example, costs for undergraduate classes will
be reimbursed at 100% if a grade of C or better is ea med;
postgraduate studies require a 8 or better for reimbursement; and
courses that are non-degree related, such as certification courses,
require a -C or oelter. · -
