87·year-old wooden sailboat
ran aground and then broke
apart in heavy swf on Corona
del Mar State Beach late Satur-
day, forcing lifeguards to close a
narrow strip of the beach to
swfers all day Sunday. ·
The 52·foot Panacea, which
lifeguards described as a
·beautiful but poorly main-
tained vessel,· set sail out of
Newport Harbor after dark on
Saturday but quickly took on
water and began to sink outside
the harbor, officials said.

NEWPORT BEACH -The
Upper Newport Bay has been
choking with sludge, its fate at
the whim of state politicians
whose minds seem to change
more often than the tide.
Now dredges are finally ready
to start scooping up the sediment
and dumping it out at sea. But
local leaders are still far 1rom fin-
ished with Uteir efforts to pre-
serve the prized waterway.
They've squeezed $2 million
from the state budget after
months of uncertainty and this
week won $1 million from feder-
al legislators. They're still waiting
to see if Ute state coughs up the
remaining $2 million needed to
cover the $5.4-million price tag.
lf that doesn't happen, the
dredging will go on as planned in
November courtesy of the coun·
ty's promise to front the rest of the
cost. But the effort to repay that
money will drag on, perhaps into
next year's state budget talks.
Right now, city officials are
counting on a state bill that
would provide tunds for wetlands
restoration throughout the state.
That proposal must still win Gov.
Pete Wilson's OK. ·u that doesn't happen, we'll
have to kind of relook at what ow

Andersen parents still concerned about annexation plan
•They want assurance that influx of students won't overcrowd schools.

of Andenen Elementary parents
still have concerns about the
planned annexation of the Bonita
Canyon development by the
school district and the dty of
Newport Beach, despite assur-
ances by The Irvine Co. and
Superintendent Mac Bemd this
week that they do not have plans
to send new students to Ander-
sen.

but until the final mitigation is
accepted, I'm not sure that any-
thing has been decided,· parent

Parents at Andersen organized

to fight the idea of expanding the
school to accommodate students
from Bonita Village, An Irvine Co.
housing development under con-
struction.
No formal measures to expand
the school had been taken by the
school district, but The Irvine Co.
did contract an architect to make
a sketch of an expanded Ander-
sen Elementary.

However, both school districts
and cities have taken steps to
transfer the land to Newport
Beach and Newport-Mesa. The
annexation would make the san

between the school districts and
cities.
John Heffernan, a parent at
Andersen, said that, even if
Andersen isn't affected. he has
concerns that Llncoln Elementary
and other schools could be over-
loaded by the annexation.

Fiesta Cultaral pays
tribute to Alvarado
and Latin·o heritage

COSTA MESA -Colorful dance cos-
• tumes, elaborate arts and Crafts, and
authentic foods and salsa music punctu-
ated the 4th annual Roy Alvarado
Memorial Fiesta Cultural celebration at
Lions Park on Sunday.
The event -which led off with a soft-
ball game between several dty offidals
and boys from the Save Our Youth orga-
nization -was organized u a tribute to
Alvarado, a beloved youth counselor
who died of cancer last year.
About 4'00 participants and a dozen
organizers celebrated Latino heritage,
while recognizing the pivotal role of
youth ~ups in the city.
•This whole thing is inspired by Roy
Alvarado, who mentored people like us
and encouraged us to get involved in our
comm>mtty," said Ivan Calderon, vice
president of the Latino Leadership Coun-
cil and owner of Theo Mesa restaurant.
"It's very nice to see that people here,
regardless of race, color, or background,
really feel comfortable with each other,•
Calderon said. •If everyone did this,
we'd all be much stronger."

toyo. Santoyo grew up here but left after

"It's growing and growing. A lot of

way,• Santoyo ~· "Our goal is to pro-
vkle kids a place to go where they can
rec:eive positive guidance and be around
positive influences,• he said.
Many of the neighborhood kids
he works with in the SOY program
said they enjoyed being part ol the
focus of Sunday's event, and said
they plan to stick with SOY
because it helps keep them off the
streets.

when the man crashed the stolen

Port of Long Beach, which was
required to do some environmen-
tal cleanup in exchange for
expansion.
When the chance at that fuhd-
ing got washed up the coast to
Huntington Beach's Bolsa Chica
project, Newport Beach officials
called for a full-court press on the
dredging effort.
In the 10 months since then,
city and county leaders have
been lobbying like crazy. The
state pledged as much as $4 mil-
lion at one point, only to take all
of that back, then agree to give
$2 million.
Next, officials will have to fig-
ure out a long-term plan to avoid
another panicky push to get the
silt and sludge out of the 752-
acre Back Bay. They'll consider
funding sources from private
foundations to the federal gov-
ernment, Ducey said.
For now, though, officials are
looking forward to the mid-
November day when the dredges
enter the bay, last cleaned in
1988. The boats will suck up
about 850,000 cubic yards of
sludge and dump it 4.5 miles
southwest of the harbor entrance.
They'll vacuum the bay floor
six days a week, 24 hours a day
for about nine months, and offi-
cials don't expeCt the impending
El Niiio to disrupt that process.
The bay mud passed federally
required toxicity tests and the
dumping spot was approved by
the U.S. Environmental Protec-
tion Agency.
If not for the dredging plans,
the Upper Newport Bay would
eventually become the upper
Newport swamp and then the
upper Newport meadow -not
something that would draw the
same 2 million visitors the bay
attracts each year.
The sludge buildup has inten-
sified in recent years because
San Diego Creek and its tribu-
taries, which feed into the bay,
are closed in by concrete walls
and development, said John
Scholl, a state naturalist at the
bay ecological reserve. In the
past, sediment could simply
deposit along the muddy chan-
nels and flowing water could
forge new pathways. Now it bas
no choice but to wash into the
bay.

into an urbanized community,•
Scholl said.
Neglecting the bay could
leave 78 species of fish homeless
and dry up a "nursery ground for
halibut," Scholl said. Nesting
birds would lose their water bar-
rier of protection from predators;
worms and crustaceans would
lose their mud-flat bunows.
•For the animals, losing the
bay would be like taking out a
major part of a highway and
expecting people to still get to
work,• Scholl said.
But for now, the fish, birds,
worms, crustaceans, city officials
and local bay-loven can all rest
assured. Ducey was confident
when she said, •we're just about
ready to go.•

MAR -Since open-
ing the season with
consecutive losses,
the Corona del Mar High football team has gone on
double time to tum things around with back-to-back
wins.
The Sea Kings, who followed up a 20-13 decision
over Canyon with a 16-0 verdict Friday against Saddle-
back, have improved more through four games than
any CdM team Coach Dick Freemcui has been around.
And, according to Freeman, in his 16th season at
CdM and his third as head coach, it's due to the coach-
ing staff's decision to implement a two-platoon system,
which severely limits the number of Sea Kings playing
both offense and defense.
"We get a lot more from a two-hour practice, now,
because we have guys spending all that time on offense
or defense," said Freeman, who noted the two-platoon
has not always been an option, due largely to the sec-
ond-smallest public-school enrollment in Orange
County (only Laguna Beach bas fewer students).
•we have a unique group, which has enabled us to
do this," Freeman explained. "We're not always going
to be able to (two-platoon) because of our numbers. But
it's a big reason we've been able to improve so much."
Freeman also credits his players' for sticking with the
program through the early season struggles .
"The key to the whole deal has been the kids' atti-
tude. Teams improve in a lot of different aspects as the
season goes along, but I haven't had a team come from
where we were to where we are now, this fast. We're
not where we're going to be, but we're playing a lot
better football. We're improving, and still have plenty of
room to improve. And, out guys have the desire to do it.
•Defensively, people are doing a better job of taking
care of their responsibilities. Defensive the option, hav-
ing guys in the right gaps and coordinating run support
from the secondary are all things we've had the chance
to spen,d more time on in practice.
•Offensively, we're not that far away. We don't have
a senior who even plays on the offensive line, so those
guys up front are just going to have clean some things
up. Once they do that, we're going to be able to run the
ball better. And, our pass protection is coming along
pretty well."
CdM's perseverance was apparent against Saddle-
back, according to Freeman.

seasons. He is in his second year
as a National Team coach.
After his stint at OCC, Clark
transferred to Cal-Berkeley
where he campeted for two sea-
som, and went on to Ollf ord
University to earn an advanced
degree. At Oxford, he rowed in
the Blue Boat in 19~. He also
wu a member of two national
teams and won a silver medal ln
the men's pair in the 1983 Pan
Am Games.

College in '95. While at Chaffey,
Pina set two national records
when she canned 147
three-pointers in the season,_ and
Jmodced in 11 in one game. Pina
prepped at Chino High and ii
seventh on the career three-point
goal list (UU) and No. 2 on the
treys in a season (112.)

"In one year we went from

He has already signed 5-foot-8

up her prep career this season at
Esperanza High and join the

Thank you for taking the stand
regarding Jim Weeks' appeal in
(Friday's) edition. 1 cannot agree
with your position more.
As you know, I was president
of the girls basketball booster
dub at the time Len Whitacre
resigned, when Shontel Sher-
wood was selected as bis replace-
ment and through her first year
as the permanent bead coach. I
was active through the applica-
tion pertod in soliciting letters
from interested parties, including
current and fonner players and
pa.rents, and collegiate, high
school and AAU coaches in the
area.
Although Mr. Weeks had the
support of some of the parents
and players, the response was
overwhelming in support of
Shontel Sherwood from every
level Many of the problems that
occuned during Mr. Weeks'
tenure as the varsity bead coach
surfaced during this process and
that information was made avail-•
able to Andrew Hernandez, prilr
cipal of Costa Mesa High School,
from many sources, including the
televised interviews of Mr. Weeks
and the players at the time of his
initial resignation from the team.
I watched Mr. Weeks coach
during the last three years he was
varsity head coach and al.so as he
coached the eighth-grade girls
teams during 1993-95, my
daughter playing on one of them.
I also had the experience of
watching Shontel Sherwood
coach the Costa Mesa girls since
1992.
I spent a great deal of tllne
taUdng with both Mr. Weeks qd
Ms. Sherwood during the appU·
cation period, regarding their
philolopbiel of coaching, play
