leaders pushing for an airport at El
Toro got little more than mixed sig-
nals from a UCI survey of county
residents' opinions on the divisive
issue.
To pro-airport forces, parts of
the respondents' messages could
seem alanning -survey results
favored keeping John Wayne Air-
port as the county's only aiiport
rather than adding one at the soon-
to-dose Marine base. Other parts
could seem comforting -a com-
mercial airport garnered a higher
percentage of votes than any of
five other options offered.
Released this week, the Orange
County Annual Survey sought the
opinions of 1,002 adult residents by

cerned that city staff members are
not following council orders in
dealing with the Piecemakers
and instead let the controversial
group violate city codes and skirt
pennit requirements without con-
sequences.
Somers said that rather than
strictly enforcing city ordinances
as directed by the council, some
staff members have made their
own decisions on how to deal
with the owners of Piecemalcers
Country Store.

A private, anonymous parent
donor granted the school $31,000

Raises, fitness focus of firefighter contract

COSTA MESA -The City
Council on Monday night
approved a new three-year con-
tract with its firefighters that
includes a pay raise, a new fit-
ness program and gives bonuses
to workers who gain new job
skills.
The contract, which replaces a
previous deal that expired three
months ·ago, was reached
through negotiations between
city officials and the Costa Mesa
Fire Association, which repre-
sents roughly 110 .city fire depart-
ment employees.
The deal gives a 5.7% raise to
all fire captains and firefighters
and a 7.7% increase to fire engi-
neers.
The raises will cost the city
about $548,000 a year in addi-
tional salaries, benefits and over-
time payments, but the city
already had allocated money to
cover the costs from this year's
budget, officials said.
Cou,ncilman Joe Erickson said
the new contract is "a good deal
for both sides."
"It ensures that the employees
are up-to-date on the latest life-
saving techniques and keeps the
(salaries] at a competitive level,"
Erickson said.
Besides the raises, the new con-
tract also begins phasing out the
citywide Longevity Program, a
longstanding policy that rewarded
all city employees with monthly
cash bonuses based on the number
of years they spent at City Hall.

Beach-To-Bay run

Registration begins today at
City Hall for the third annual Bal-
boa Beach-to-Bay Run for Clean
Water, hosted by the Newport
Beach Fire and Marine Depart-
ment and the local chapter of the
Surfrider Foundation.
The SK race starts at 8 a.m.
Saturday at the Balboa Pier,
heads toward the end of the Bal-
boa Peninsula. and winds back
through the streets toward the
pier. The course record is 15 min-
utes and 5 seconds, said Newport
Beach Fire and Marine Depart-
ment Lt. John Blauer. Blauer said
he expects more than 1,000 partic-
ipants, with proceeds benefiting
clean-water programs in Newport
Harbor. Pre-registration is $18 for
runners and competitive walkers
and $15 for casual walkers, with a
$20 fee for any participant regis-
tering on the day of the event.

Hall at 3200 Newport Blvd. For

After five years, workers
began receiving about $50 a
month and steadily got more the
longer they stayed.
But for city firefighters, that
handout will be gradually phased
out in favor of a new policy that
rewards workers based on addi-
tional training or certification
they earn.
The new incentive program is
designed to encourage Fire
Department personnel to work
their way up from firefighter to
chief, officials said.
The contract also implements
a health and fitness program,
which will annually evaluate the
physical condition of Fire Depart-
ment workers and require that
they meet federal fitness guide-
lines, officials said. ·

abandoned El Toro Marine Air
Base. That was more than a year
ago, and about the only thing
that has changed since then is
that the hard positions have
grown harder.
Seldom do we have a public
issue over which citizens a.re
split down the middle to the
point of impasse. As illustrated
by two elections that supported
the El Toro airport by miniscule
margins, Orange Coast residents
are facing such a situation now.
And as the debate twns ugly, we
also face the likelihood of stran-
gling any possible resolution
with angry rhetoric. All of which
adds up to two conclusions we
seem loath to accept.
First, positions have now
grown so intransigent that com-
promise appears almost impossi-
ble. So we have to start with the
given that a lot of people are
going to be mad as hell if either
a commercial airport is built at
El Toro or John Wayne is
expanded. And, second, there
are three identifiable groups
involved with Uus issue: (1)
those directly affected by noise
from Orange County (John
Wayne) Airport; (2) those direct-
ly affected by noise from El Toro;
and (3) everybody else.
I have the misfortune of living
under the takeoff pattern at John
Wayne. Larry Agran and Irvine
Mayor Christina Shea, I pre-
sume, live under the traffic pat-
tern at El Toro. No amount of
sophisticated reasoning, social
well-being or statistical analysis
would change my mind or theirs
on this issue because self-inter-
est is paramount. We simply and
quite understandably want to
move the noise somewhere else.
But because self-interest is not
well-regarded as an argument
on an issue with such a broad
public unpact, we look for
debating points that would make
our positions less self-serving
and also persuasive to those not
directly affected.
I happen to believe there are
much better arguments for
developing El Toro as a commer-
cial airport. Agran and Shea -
who is out trying to hustle an
anti-El Toro majority on the
Board of Supervisors -clearly
feel the same way about
expanding John Wayne. But
we're all suspect -and should
be -because we don't want
those planes thundering over
our homes. And so the decision
will finally rest on which argu-
ments seem the most credible to
those not directly affected.

ing the balance is the strong
support of business interests for
El Toro. But this has been dou-
ble-edged, allowing those
opposing an El Toro airport to
portray it as a ploy for big busi-
ness with no regard for the inter-
ests of the residents who would
be hurt.
As a public service to break
this impasse. I'm perfectly will-
ing to arm-wrestle Agran on a
winner-take-all basis, even
though I would be spotting him
a considerable age gap. I would
also extend this offer to Shea,
but I'm afraid she might beat
me. If this proposal is rejected, 1
fully expect to see the Anaheun
Angels in a World Series before
the El Toro airport issue is
resolved.
Meanwhile, two other com-
ments on the local scene:
-I wonder how the Piece-
makers, who put on "Big River"
in Costa Mesa last week in vio-
lation of copyright laws, would
feel if someone stole the quilts
and crafts they make and sold
them in a store down the street
without cutting them in for a
piece of the action?
The people who wrote "Big
River" deserve payment for their
work as surely as the Piecemak-
ers do for thdn. The Piecemak:-
en demean ChristiaW.ty by using
it as an excuse for anarchy. They
want it both ways: their products
and freedom of thought and
action protected while they steal
from others. And if they are sued
-as they should be -they will
have a new platform for their
excesses in the role of victim.
-I followed the copious corre-
spondence in the Pilot on the
issue of bilingual education in
our schools and found it remark-
ably articulate and thoughtful on
both sides. But one fact stood out
above all others to me in evalu-
ating these letters.
Every letter in support of
bilingual education 10 the New-
port-Mesa school district was
written by people with direct
classroom experience with this
issue -mostly from parents 10
English-speaking homes whose
children had greatly profited
from bilingual teaching. By con-
trast, the great preponderance of
letters in opposition were written
either by parents who were justi-
fiably angry because their chil-
dren had been placed in bilin-
gual clasi;es without their knowl-
edge or others who had no direct
expenence wtth bilingual ~uca
bon and objected to it on princi-
ple.
I took some heat awhile back
for suggesting that the predomi-
nant cons1deration should be
what's best for the lads. Parents
Thomas and Laurie Walker of
Costa Mesa with two children in
bilingual programs said it better
in their letter: "What will result
m progress for education IS a
more analytical approach to the
subject with the good of our chil-
dren in mind."
I hope members of the school
board read those letters, too.

COSTA MESA -Taking a page out of the
rivalry between these schools in girls bas-
ketball, it appears the flame amidst Estancia
and Costa Mesa high schools has been ignit-
ed in girls tennis for the first ti.me in ages.
-we have to beat them, no doubt about
it,· Estancia Coach Dave Hebert said of the
Mustangs, who pushed the host Eagles to
the limit on Tuesday, before Estancia
escaped with a 10-8 Pacific Coast League
victory.
Though Estancia {5-4, 1-0 in PCL) has
ruled the competition for much of the
decade, Costa Mesa (2-7, 0-2) made the
Eagles sweat it out. Estancia didn't clinch
until the 16th set.
MOur kids have come so far, it's incredi-
ble,· Mesa co-coach Hillery Royer said.
~we're totally excited, and we can't wait to
get them again."
Estancia's first and second doubles made
the difference, while Sayori Tsuji and Hillary
Hirt.ler each won two of three singles sets for
the Eagles, who had predicted victory over
the Mustangs in the preseason.

said. "Well, we didn't get the usual warm
reception from our counterparts at Costa
Mesa (when the team anived). We got the
impression they were definitely gunning for
us. They were more intense than other

Estancia Oct. 23 in the second meeting

Blake Frino and Lisa Latimer, Estancia's
No. 1 doubles team, swept again to improve
to 30-3 on the season. They dropped only
two games.
Estanda's second doubles, Jennifer Cas-
sity and Jenea Gudvangen, also swept to
give the hosts a 6-3 edge in doubles.
It was tied after two rounds, 6-6, but just

ple warn you of the demise of
America's youth. tell them that
they obviously are clueless.
Then direct them to the near-
est high school volleyball court
because those skeptical minds
will be changed when they see
America's youth throw their bod-
ies on the floor, drench their shirts
in sweat and play the game like
they will die tomorrow and that
game is their last testament.
Such a display was staged
Tuesday evening in JJvine as the
Vaqueros hosted Corona del Mar
in a Sea View League premier
that saw both teams sacrifice and
sweol until the Sea Queens
pulled off a thrilling five-set win,
15-10, 10-15, 1-15, 15-13, 15-8.
After each team took a set by
the score 15-10, Corona del Mar's
squad plwnmeted, playing with
about as much energy and effort
as a wet rag. The hosts ran up a.
12-0 score before the Sea Queens
even sCored a point. Irvine
wrapped up the game 15-1 and
appeared to be ready to cruise to
3-1 win after jumping out to a 12-
5 lead.
•What broke us down was the
shanks and the missed serves,•
sophomore Dmitra Havrilult said.
"That derailed the momentum.•
But then Coach Steve Conti's
crew transformed.
They became the poster squad
of vigor, determination and bope.
They became what everyone
wishes America's youth could
be ... and just didn't know it exist-
ed.
They began to play with heart
and it bad a direct effect on their
blocking.
"We don't have a very big
block, so when we get some, we
get the momentum,· Havriluk
said, •When we get the momen-
tum, DQ one can stop us.•
