Five years later, the parnde had
grown considerably and prizes
were being awarded for the best
boats. Since then, the parade has
become one pf Newport Beach's
biggest events of the year. The
New York Tunes even listed it as
one of the top 10 holiday happen-
ings in the nation.

with Christmas scenes, carry carol-

I was still 17, •
she said. "It was either go to
the prom and walk with your
classmates or go do •Fame -
The Musical.' And I chose the
musical. So I guess you grow
up based on your career
choices.·
The demands and rewards
of seriously pursuing art are
themes that David De Silvd,
the man who originally con-
ceived "Fame,• feels are
inherently dramatic. If he had-
n't made a movie, a television
series and a musical out of
them. he said, somebody else
probably would have.
"It was a goq0 idea waiting
to happen,• De Silva said of
the story about the school.
De Silva, a native New
Yorker, had originally stuclied
to become a history teacher
before coming up with the
idea for "Fame: He had also
been doing a little acting on
the side. The twin enthusi-
asms, for education and the-
ater, came together in the
work he eventually produced
The 1980 moVle was very

Academy Award nommations
and spawning a television
series, which ran from 1983
until 1987.
The core story of ·Fame,•
which looks at the tnals and
tribulations of young artists
from diverse ethnic and eco-
nomic backgrounds, has a
rlcllness that continues to win
new audiences, De Silva said.

try,• he srud. "It's the rain-
bow!'
The vitahty of the work
particularly comes through in
the live show, which he sald
manages to be spontaneous
with every new performance.
•No two performances are
the same. It's a living, breath-
ing liv.e theater event, and I
lhmk that's much more exot-
ing and much more creabve•
than a filni, De Silva said.
The 59-year-old creator,
often referred to as "The
Father of Fame,• originally
produced his Vl'uon dS a
movie rather than as a mus1-
cdl simply because it was eas-
ier to have control over a
movie, he said.
"It's easier to create fa
movie]," he said. "It's like
doing a novel. Theater's such
a collaborative experience.
You need everybody all work-
ing at the same time.
"Working with a screen-
play, you're just working a
writer.•
Reviewing the different
versions of the work today,

heart is won over by the
human exuberance of the
musical. .
"I truly believe that "Fame'
will live forever in the the-
ater," he Sdld. "Having
worked with the creative
process m film, the creativity
stops when the camera stops
You're left with the celluloid.
And it's either a good print or
a bad pnnt, but it's frozen in
tirn • e.
Even in the musical ver-
sion, De Silva says, "Fame•
comes across as •kind of
retro• just because af its '80s
setting. And he finds he has a
fondness for that period in
New York's cultural history.
"There was more of -an
innocence, • in that time, he
said. "It was a more romantic
period. The pre-metal detec-
tor period:

missed it when "Fame" first
flashed across the screen ,
though, the story has to be
viewed as something of a his-
toncal obJect. ·
"I only saw the movie once
and the only reason I saw it
was for an audition,• Aguina-
ga admitted.
The themes of "Fame· are
something she relates to, but
Agumaga's approach is more
hardheaded and pragmatic
than that of the story's idealis-
tic characters She said she
relates to Carmen, the girl in
the musical version of
"Fame,• who wants to be the
singer m a band.
"But I don't want to be like
her, because she has an over-
dose and she dies,• Aguina9a
pointed out. '
Such a melodramatic fate .
does not interest the career-
minded Aguinaga. She has
already decided that she plane;
to shape her performing per-
sona to emulate Leann Rimes
and Shania Twain
"She's classy,• Agumaga
sciid of pop country crooner ·

But if the singing gig does;
n't work out, Agwnaga says •

COSTA MESA -The City
Council will look into expanding
and creating new city recreation
programs as soon as this swn-
-mer.
: The Recreation Division has
pro_posed havmg a free summer·
concert series, a water
Olympics, a roving recreation
van filled with children's activi-
ties, a junior golf program and
science, marme biology, sports
and arts camps for children,
according to a report prepared
by the city's recreation staff.
Recreation Manager Stacia
Mancini presented the propos-
als to an enthusiasbc council al a
~tudy session Monday after-
noon. Mayor Gary Monahan
was unable to attend the meet-
ing.
Funding for the programs
would come from the city's por-
tion of last year's increase m
greens fees at the Costa Mesa
Country Club. Manoru predict-
ed the golf course would bring
her department approximately
$168,000.
Registration fees Crom some

the programs.

These included Bayview Land-

Banning Ranch.
Of these, the Irvine Co. has
indicated interest in building al
Bayview Landing.
#It's already designated and
entitled for senior affordable
housing,• Noyes said, adding
that 120 units could be built
there.
In addition to Newport ful-
filling the state's housing
requirement, the Irvine Co.
also has similar requirements
to meet, Noyes said.
Rents for affordable housing
vary from county to county and
are based on median income
levels. Because Orange County
has one of the highest income
levels in the state, "low
income n here ranges from
$34, 150 to $54,640, or 50% to
80% of the median income.
And that is often too high for
many seniors, Miller said.

mayor Ed Hirth for the Newport Beach mayor
position. Ryckoff, who supported low density
and traffic control, was joined -by former

Residents had plenty of resources to
defend. From Crystal Cove to Upper Newport
Bay, residents were ready for a political fight.
A group known as the Freeway Fighters suc-
cessfully lobbied to stop Pacific Coast High-
way from destroying some of the best views
on Kin9s Road and Cliff Drive. A proposition
was put on the ballot and it was rescinded by
an overwhelming 84 % of the voters. ·
Sue Ficker helped educate the City Coun-
cil about illegal dumping into the lower bay.
She watched people pour garbage and other
1 contaplinan~ into the water. Eventual council
action to safeguard the bay and other mea-
sures were done thanks to Picker's determina-
tion.

symbiotic -while the foµnda·
tion raises money, the trustees
decide how it's spent on the
library.
While these meetings were
initially difficult, all parties
involved were optimistic and
hopeful th.at the issues would be
resolved by the end of the year.
Both Cannichael and Wood
said the dispute was mainly a
miscommunication problem.
Eventually, the, two groups -
including four foundation memJ
·bers and five trustees _.:.. were
. confident enough to meet with-
out a moderator.
"Collectively, the trustees
have had 40 hours of meetings,"
Wood said.
The two drafted a cooperat-
ing agreement, outlining what
kind of changes they would
make to their relationship. But it
now appears that resolving the
problems will take much more.
With Bludau no longer mod-
erating, negotiations appear to
have lost momentum. While the
trustees approved of the agree-
ment, there were problems
when it was presented ·to the
rest of the 2l·member founda-
tion board.
"Our [foundation] has con-
cerns about the fact that they
didn't have enough time to
think through all the ramifica-
tions," Cannichael said. .

had become until October,
when the trustees wrote a letter
threatening to dissolve ties with
the foundation. The letter
demanded that the foundation
reduce its operating costs, re -
larly give clear financial repotts

control of the foundation's oper-
ations to the city and library
board. ·
The struggle over financial
control began in part because
the foundation is attempting to
build a $2.,5-mjlllon endowment
fund for the library to rely ort
during financially tight y~.
As such, the foundation pro·
posed giving trUstees 42% l~ss
money than normal next year.
And this was unacceptable to
the trustees, who already feel
that the foundation is spending
more than necessary on operat-
ing costs. nustees accused the
foundation of spending any-
where from 50% to 70% on
operating costs, but foundation
members insist that the organi-
zation runs on less than 15% of
total donations, which is typical
of libraries.
Portions of the bitter dispute
have also bled into other local
issues. Elizabeth Stahr. who
began the first foundation that
raised millions to build the
library, recently accused Wood
of violating city policy by chair-
ing two different committees.
Wood also chairs a group
proposing to build a $12-million
Arts and Education Center
behind the library.
The preservation of the coastline between
Newport and Laguna beaches was also vital-
ly important. A six-year process was started in
1973 to identify a coastal plan that best suited
that area. The major sticking point, after the
plan was presented to county and state offi-
cials, was the amount of land set asi,de tor
open space.

dicts the private foundation's
independence, Carmichael said.
As a result, the trustees agreed
to give the foundation another
month to consider the agree-
ment.
Though Wood insists he has
not started raising funds for•tha
project, Stahr believes be has
and said his efforts directly com-
pete with the library founda-
tion's campaign.
Despite this, both Wood and
Carmichael feel that given a lit-
tle more time, the two grQups
will be able to sort everything
out. The extra month will allow
the foundation and trustees to
forge a stronger relationship to
begin the new year, Canni<lhael
· In February 1979, a state commission met
and deadlocked on the plan's recommenda-
tion to keep a majority of the land as open
space. At the end of the year, the state
acquired Crystal Cove State Park, although it
would be another two years before a new
plan laying out the 10,000-acre coastland
would be revised. The trustees first approached
the foundation about the per-
ceived problems a year ago
without any change, Wood said.
