COSTA MESA -The City Council is set to decide Monday night whether or not to at least sit down and publicly discuss an idea that has become a sort of political hot potato. At the request of Mayoi: Peter Buffa, the council may schedule a joint session with the Costa Mesa Sanitation District board of direc· tors to examine the pros and cons of converting the city's current trash hauling structure to a fran- chise-based system. Residential service would not be affected by any changes city leaders do or do not make to their commercial trash service. The result is an open market of trash companies covering the city, but little money -just about $10,000 a year -hauled in by City Hall.
