plan to lower the 8-foot-high sand
walls that were intended to protect
homes from El Nido-driven flooding
but caused a deluge of complaints
about blocked views.
And next week, city workers will
begin shortening and widening the
berms and cutting more walkways in
them.

between 20th and S6th streets at a
cost of about $10,000 to the city. But
an anti-berm backlash soon ·fol-
lowed, with some residents saying
they'd rather be responsible for their
own pricey homes than have the dty
