The sides in this El Toro debate
get more muddled by the second.
It used to be that you could at
least count on every spin coming
out of Newport Beach to be in
favor of making that South Coun-
ty Marine base into a commercial
airport.
But now the anti-airport El
Toro Reuse Planning Authority
has added the Newport Beach-
based Waters & Co. to its public
relations arsenal.
They aren't traitors, exactly -
they a>mmute from their South
Co\Dlty homes every day. But
having their office in Newport
definitely bas its advantages:
They can enjoy Fashion Island
restaurants, take their lunch
breaks on Corona del Mar beach-
es, keep a dose eye on local air-
port proponents' every move. .
And, of course, they can get

BIG BEAR -The cause of an airplane
crash killed two local residents this weekend
is still a mystery, said officials of the Federal
Aviation Administration and the San
Bernardino County Sheriff's office .
John Marshall, a Newport Beach pilot,
took off from the runway at the Big Bear City
Airport around 7 a .m. Saturday, police said.
The plane irutially beaded west but then, for
unknown reasons, turned back in a southerly
direction, according to police reports.
The single-engine plane reportedly struck
treetops south of Big Bear Boulevard and

City Council
asked to deny
IDassage pennit

COSTA MESA -The City Council, at its
meeting tonight, will be asked to deny a mas-
sage practitioners permit on the grounds that
in Newport Beach, employees of the appli-
cant had been convicted of prostitution,
council records show.
Karol Anna Tran applied for massage per-
mit on May 1997. according to council
records. While processing the applications.
police found that two of Jrans' workers bad
been convicted of prostitution. The convic-
tions reportedly occurred while the women
were in her employment at two of her New-
port Beach businesses -The Mirage and
The Getaway. On Oct. 22, Tran's request for
a pemtit was denied by the police depart-
ment because of the charges.
A week later, Tran filed an appeal in an
effort to get the City Council to override the
police chief's decision. In other business, the
city council will be asked to approve money
for in-vehicle video camera systems for police
cars and for clean up of an underground fuel
leak. The council will meet at 6:30 p.m. at
City Hall Council Chambers, 77 Fair Dnve.
Final decision expected tonight on Bernd

pating his final en~orsement by
the Arlington Independent Board
of Education tonight, Newport-
Mesa Superintendent Mac Bernd
spent the weekend in Texas.
The Arlington board, which
gave Bernd preliminary approval
about a week ago, will make its
final decision tonight whether to
hire Bernd as the replacement for
Lynn Hale, that district's outgoing
superintendent.
Bernd, who left for Texas Fri-
day night, said be also planned to
attend a state champion.ship high
school football game that iDdud-
ed an Arlington high school team
and was expected to be played in
the Texas Stadium in Dallas.
•0n Monday, I'm going to vis-
it with some faculty, and we'll
also visit some schools," Bernd
said.
Bernd and his wife, Shelley,
were expected to be shopping for
a new home this weekend.
The sale sign went up ~t his
Costa Mesa home Nov. 8 after
Bernd was told he had been
l8lected for the Arlington dis-
trict's top job.
Although a start date hasn't
been agreed on yet, the superin-
tendent Bernd will be replacing
will vacate the post Dec. 31.
The Arlington school board
wanted Hale's replacement to
assume the post Jan. 1, local
school board members said.
The seven members of the
Arlington school board were at
the Newport-Mesa school district
Wednesday to observe the
Bemd's relationship with the dis-
trict, schools, teachers, local
media and business officials.

school board went on and on
about our district and the excel-
lent people they met.•
The board's visit was the pre-
cursor to tonight's vote that wW
be the board's official decision to
hire Bernd.
Meanwhile, the Newport-
Mesa school board will decide

will operate until it finishes its
own nationwide search for a new
superintendent.

Local woman dies after being hit by car
COSTA MESA -A Costa
Mesa woman died early Sunday
morning as a result of injuries she
sustained after she and her 11 ·
month old daughter were hit by a
car at Baker Street and Fairview
Road.
Berth.a Garcia, 26, was walk-
ing in the crosswalk behind her
sister and her sister's child
around 10 p .m. Friday, police
said.
Garcia, who was carrying her
child and two bags of groceries,
was struck by the driver of a 1986
Ford Taurus who was travelling
southbound on Fairview Rood at
about 40 mph, police said.
•He wasn't speeding or dri·
ving under the influence, and it
wasn't a hit-and-run,• said Costa
Mesa police Sgt. Richard Bell.
The driver, a Huntington
Beach resident who was not cited
in the accident, stopped and
attemj>ted to he1p the victims.
The victims were taken to

COOLING THE ENGINE
A car's cooling system relics on a
water pump to circulate the
antif:rccv:/water mixture between the
engine and radiator. When the
engine is cold , the coolant only
circulates wilhin the engine so that it
may wann up faster. At about 195
degrees Fahrenheit, the coolant heats
the thennostat (located at the engine
outlet or at the in let to the water
pump) to the point at which it opens
to allow coolant to fl ow to the
radiator. The radiator cap utili:zes a
pressure valve to raise the pressure
in the cooling system about 1 S psi to
raise the boiling point about 40
degrees. Thus. the boiling point of a
50150 mixture of antifreeze and
water will be about 265 degrees
Fahrenhe11 in a well-functioning
system.

won on Sunday as Newport won
the coin flip and will host Laguna
Beach Tuesday night.
