forced to abandon the current ref-
eJtmce tesUno system-the Com-
prehenlive Test of Buie Skills or
CI'BS-for the Stanford Achieve-
ment Test. Ninth Edition.
Friday, the state board of edu-
cation selected the Stanford test to
be used in all Califomla scbooll to
provide comparative data on the
state's tdlool districts.
Tbe Newport-Mesa scho6l dis-
trict bas been using the ems sys-
tem for the put tw:J'eears to mea-
sure students' aptt in reac;ting,
writing and math. The
changeover to the Stanford test
will be a temporary inconvenience
for the district, school officials
said ..
"It's a little disconcerting not to
have cantinual test resuJts, • said
Eleanor Anderson. the district's
director of auessment •When
you have test scores for several
years, you can have data you can
compare. Tbis will be a hiccup in
the system.•
School board President Martha
Fluor said she is concerned the
state test will mean a loss ol local
control in testing. There could also
be different tenns used in the test
than what 11 used in textbooks.
•1 think there should be more
local control," Fluor added. "It's
like we'll have to align our cur-
riculum to the test. I have a little
problem with that."
The ICbool diltrlct also has
computer IClftware that grades the
CTBS tests quickly and d.tv1des
test scores Into several c.ategortes
that can be used to pinpoint prob-
lem areas 1n particular schools.
Wlth the Stanford test, the dis-
trict will have to depend on a state
subcontractor for grading. The
magnitude of the &t.ate's testing
system also means the test results
can't be divided into as many cat-
egories as the district now has
with the eras.
In spite of the inconveniences
~ssodated with the changeover,
Anderson said the Stanford test is
not much different than the eras.
Statewide testing also will enable
the district to cunpare itself with
other districts tn the state.
Since the test is mandated by
the state, Anderson said the db-
trict will be reimbursed for the
costs a.ssocia.ted with the test, as
well.
•1t will be giving us a lot of the
same information we got from the
CTBS, • sbe said. "I think it's as
good as·any other test. It measures
the same skills as the other tests.•
Newport-Mesa will start
administering the Stanford testS to
all students tn grades two through
11 in May.
But, Anderson said, the old
eras tests will still be around for a
wblle.
"They are reusable booklets,•
she said. "We'll find something to
do with them."

•Arlington school board votes to hire Newport-Mesa
superintendent. He will receive $142,000. annual salary.

ARLINGTON -The Arlington
Independent School District board
of education officially hired Mac
Bernd as its new superintendent
Monday night.
Bernd, the superintendent of
the Newport-Mesa Unified School
District since 1993, was unani-
mously appointed to replace Lynn
Hale, the outgoing superintendent
of Arlington Independent. which is
the 61th largest school distrld in
the United States.
As superintendent of the
Arlington Independent School Dis-
trict. Bernd will earn $142,000 a
year, which is $10,000 more than
Hale made and $29,000 more than
his salary as superintendent of
Newport-Mesa. Bernd was offered
a three-year contract effective Jan.
1.
Bernd, who was house bunting
in Texas this weekend, could not
be reached for comment by press
time.
The Newport-Mesa school
board will vote tonight on its pro-
posed plan ol action to fill Bernd 's
post The board's first actioo will be
to find an interim superintendent
to fill the post until a penna.nent

to be found
I want to express my great
appreciation for the kindness
the employees at the Bay Front
Cafe displayed to my mother
recently. My 79-year-old moth-
er, visiting from Wilcomln,
stopped in the restaurant and
many hours later dilcovered
lb.at her wallet. complete with
cash, drivers license, credit card,
etc. was missing.
When we returned to the
re1it.aurant, without any expecta-
tion whatsoever that it would be
there, the employees immedi-
ately recognized her and told
her they had it and explained
that they had even taken the
extra step of notifying the credit
card company they had it since
they had no local knowledge of
where she was vi.siting or how
to contact her.

Amid the sadness, police
found a point of pride in how they
treat two of their own. Nan is a
community services officer in
Newport.
"From the time he hit the hos-
pital to the time he (died] ... we
had a unif onned officer with
him,• said Newport Beach police
Lt. Jim Carson.
"The cops here, we've given
o~ blood for him, our platelets,
given our vacation time to his
wife so she can be with him,"
Carson said. •Jt's been a real
long, trying process. We're trying
to think of it as, 'Steve's gone to a
place where he's not in pain and
coughing and full of needles.'"
An Iowa native who began as
a policeman in Arizona in 1971
and came to the Newport Beach
department two years later, Van-
Hom was known as a tenacious
detective with a strong work eth-
ic, caustic wit and keen memory.
Colleagues said he could rattle
off obscure codes and statutes -
as well as their legislative intent
-at request.
On Feb. 22, 1987, VanHorn
was one of the first cops on the
scene of the massive Hixson Met-
al plating plant fire. He wasn't
wearing a protective apparatus
as toxic smoke billowed in his
face and chemical runoff spilled
under his feet.
Though doctors could not give
him a definitive answer be
believed that exposure ind~ced
his leukemia, which was diag-
nosed in January 1995. The city,
too, found a hnk between his ill-
ness and the fire, police said.
Massive bone-marrow drives
organized by the Newport Beach
Police Department and the Qty
of Hope Medical Center in
Duarte in late 1995 and early
1996 failed to find him a match.
. But in March, computers
linked to the National Bone Mar-
row Donor Program located a 43-
year-old woman with corre-
sponding antigens, which identi-

medicine. He soon garnered a
rep~tation for sympathy and geo-
erostty, and in 1989 hebecame
chief of Haag's staff. He also
served on the hospital board of
directors from 1994 to 1997.
He is survived by bis wife,
Cece, two daugbten and one
son . Memorial services are
scheduled for 3 p.m. today at
Padfic View Memorial Park in
Corona del Mar.

He's seen early-morning practices,
late-game heroics and interna-
bonal competition.
But last fall, Barnett saw some-
thing for the first time since lus
first season as head coach of the
Newport Harbor Sailors' team 31
years ago -no ClF Playoffs play.
To counter last season's playoff
absence and 2-3 Sea View League
mark, Barnett put the ball in his
players' court, so to speak, and ob,
how they responded.
"They had a very good S\DDJiler
and worked very bard.• Barnett. a
two-time Olympic Games bead
coach. said. "Weghtlifting, swun-
ming, playing •
The work turned into a 17-4
overall mark and Barnett saw bis
squad chalk up Ws in each Sea
View League contest, winning the
league without a blemish.
"The attitude of our team (is
our strength),• said All-CIF goal-
keeper Jon Pharris. "We didn't
want to go through the same thing
as last season -not even making it
to the playoffs -and we put forth
the effort.·
·obviously having a good
goalie helped because we really
don't have a super outstanding
player. We had to work as a team,•
Barnett said referring to the team
effort spearheaded by Pharris.
"We don't have really one go-
to guy.· Barnett said. ·we have to
scrap and scrape just to get
through the game.•
The Sailors' regular season suc-
cess, which they have not gained
since the late 1980s, received their
greatest league test in a scrappy 4-
3 win at Corona del Mar before a
boisterous crowd
·we have to get goals on the
counter attack, but you can't
depend on that,• Barnett said.
·we've spent a lot of time with
four or five guys in the two-meter.•

Seniors Luke Alvarado and Phil
Birdsong, along with juniors Gary
Conwell, Jeff Leeper and Oint
Peetz got that chore, and trans~
formed the team from one without
a starring field player to a squad
that is solid all the way through.
"We don't have a dominant
two-meter man. That's actu.ally
better for us because everyone
steps up and contributes to the
offense,• Pharris said. "When one
person gets tired, som~ else can come in It's a cycle.•
The Tars, a squad lad with
upperdass talent, got some intense
early in the season and solidified
their prominence with the league
slate to earn the third spot in the
Orange County Coaches' Poll,
behind Foothill and Los Alamitos.
The also got the No. 6 slot in
the Southern Section's Division l.
Jay Person and Sean Moss will
join Pharris, Alvarado and Bird-
song are winding· their prep polo
careers down, but Becker, Leeper,
Conwell, Peetz, Tyler Caffey,
Nolan Bibb and Andrew Evans will
enjoy another season as they bask
in the title-winning memories.
The only other non-senior oo the
squad ;s sophomore Peter Beklen
Pharris said the squad's belt
outing of the season wasn't even a
league contest. Rather, it was a
victory in the South Coast Tourna-
ment against Harvard Westlake.
