at other Newport-Mesa high schools.

NEWPORT-MESA -Although
recent test results spotlighted low
freshmen reading scores at New-
port Harbor High S$:bool. the prob-
lem can be found throughout the
school district. school board inem-
bers said.
The English department at
Newport-Harbor High recently
tested its incoming freshman and
found that half of the students were
reading below ninth-grade level
and about one-third were below
seventh1Jfade reading skills.
School board member Serene
Stokes said the main reason for the
low scores is the whole-language
approach to teaching reading,
which has been used in all New-
port-Mesa schools since 1990 in
cxmpliance with state regulations.

found throughout the district,

CORONA DEL MAR
Although lhey fought to g~t the
annexation approved, some
Corona del Mar High School par-
ents are concerned they won't be
getting their. fair share of the $6.2
million the district will get from
Bonita Village tax proceeds.
Tuesday night, the Newport-
Mesa school board gave prelimi-
nary approval to •a pack.age that
would allocate about $3.5 million
to reopen Eastbluff School and $1
million to enlarge the proposed
Newport Coast Elementary
School. There is also $200,000 in
planning costs, leaving about $1.6
million that could end up in the
coffers of Corona del Mar High.
The $6.2 million in Mello-Roos
tax proceeds is to be distributed
to the schools that would be
affected by the annexation.
"All these (Bonita Village) stu-
dents will eventually end up at
Corona del Mar,· Marianne Scott,
a PTA official, told the school
board Tuesday night. "The only
selling feature of this annexation
was the money we'd get. My dis-
couragement is that it looks like
this promise is not being kept.·
Corona del Mar parent Susan
Kramer added: "We lobbied our
neighbors to help get this annex-
ation approved, but now we feel
we're bewg shortchanged.•
The board's plan isn't final,
and none of the money has been
spent yet, district o~cials said.

a single race, and for five 0"05S country
teams in the Newport-M~ School
District. dreams of a state champi-
onship are alive and well.
Newport Harbor High's boys and
girls, Corona del Mu's girls, Costa
Mesa's girls and Estanda's boys will
stride in the year's biggest race Satur-
day at Woodward Park. site of the 11th
CIP State O>ampionships.
CdM's girls, the district's highest-
ranked team in the state (No. 2 in Divi-
sion IV behind Onnpnlindo of Mora-
ga), will once again be a prime targe~
for out-of.county rival Nordhoff (Ojai),
which upset the Sea Kings in last
week's CIP Southern Section Division
IV championship at Mt. San Antonio
College.
Costa Mesa junior Bruce Hancock.
the area's only individual qualifier, will
compete in the same boys Division IV
final at 1:25 p.m. Saturday as Coach
Charlie Appell's Estancia team.
Newport Harbor's boys, featuring a
tight pack of Ryan Jensen (16:15 in the
CIF Finals), Curt Herberts (16:19),
Steve Jensen (16:30), Matt McKinlay
(16:37) and Claudio Cortes (16:44), will
start at 11: 15 a.m.
In the section's Division m final,
fWU\er-up Newport Harbor beat South
Hills (West Covina), the top-ranked
team in the state. Bosco Tech (Rose-
mead) finished ahead of both schools.
Newport Harbor's girls, who quali-
fied for the Division m state meet even
though they nm under their potential
in the CIP PinaJs, are ranked third in
that division in the state and will run at
12:50 p.m.
Costa Mesa's girls, still with an ax to
grind after three Pacific Coast League
dual-meet forfeits cost them a leegue
title (as a result of an administrative
error), are ranked third behind CdM in
the state's Division IV poll.
The two local girls teams, both of
which ended behind champion Nord-
hoff in the CIF Finals, will compete at
11:45 a.m.
•Last year, our boys came out of the
CIF Pinals in third place and won the
state championship,• CdM Coach Bill
Sumner said. •This year, our (top-
ranked) girls were second in CIF. I'm
not guaranteeing anything, but we
have a shot at (a state title).·

a talented CdM team.
After the CIF finals, Sumner said
Nordhoff was •meting people,• using
three different runners in the flnals
than in the prelimin.aties. But Nordhoff
Coach Ken Reeves disputed that
claim.
•There's never been a poorly
coached Bill Sumner team that I know
about, and he's the measuring stick.•
Reeves said.
•But we certainly don't have the
luxury of resting or hiding girls. I've
only got seven girls, and I'm reading
an article here (in the Daily Pilot dated
Sept. 11) that says Corona del Mar bas
